CALL TO ORDER: The Planning Commission met in a regular session on October 22, 2015 in
the Council Chambers.
Vice-Chairperson Sears called the meeting to order at 7:00 p.m.
ATTENDANCE:
Planning Commission Members present: Mike Kuffler, Tom Mann, Cindy Proctor and Fred Sears.
Members absent: Jessica Kinney, Lori McDonald and David Hancock. Staff members present were
Erika Shook, Community Development Director, and Cathy Burbank, Community Development
Secretary.

Mann made a motion to approve the minutes of the September 24, 2015 meeting. Proctor seconded
the motion, and the motion carried unanimously.

NEW BUSINESS:
DOWNTOWN REDEVELOPMENT OPTIONS AND SURVEY RESULTS.
Staff reviewed project was part of the Economic and Development Plan were revitalization to the
downtown was discussed. There are about 400 parking spaces downtown that hardly ever have
anyone there, so there was talk about a community center and a variety of other things that would fit
mixed use development. There has been a proposal from citizens in the community to build a
covered pavilion for all year round events in the same parking lot where Arts Alive and Chamber of
Commerce are located to help bring tourist to town. Earlier this year we had a college graduate who
was originally from Enumclaw work up 3 different options for the area. There was a survey put out
there to the community members which helped establish goals for the properties such as:
 A downtown gathering space with amenities to attract residence and tourist to spend time
downtown.
 An event space such as covered space for farmers market, outdoor movies and concerts,
spray park, restrooms, and play structures.
 Fill the gap to help with shopping experiences along Cole Street.
 Market rate housing to help support shops and restaurants.
 Maintain look and feel of Cole Street.
 Look to build a new Community Center & Senior Center north of the Library. This would
help free up Cole Street for downtown businesses, retail and mixed use development.
The idea was to look for a public/private partnership or sell to someone who would develop what is
wanted for the property. There were 3 options and layouts created that included all of the elements,
number 3 option was the most popular. 263 people in Enumclaw took the survey, which was a good
number of which 87% wanted a park downtown. Staff reviewed the different options. Discussed

whether mixed use works in this area or would there be a better location in town. A feasibility study
will need to be completed. The survey tells the City that people in the community want to move
forward and do something with the property downtown. Discussed the Community Center with a
gymnasium space which could need a higher for the gymnasium which is close to the industrial
space.

Next steps would be:
 To bring on a budget proposed landscape architect firm to develop and adopt a conceptual
plan based off of priorities.
 Conduct a feasibility study on the mixed use.
 Complete a 30% design to help with estimates for the specific elements.
 Parking needs assessment.
Discussed that the City’s website has an economic development analysis on it for review. Brought
up the buy-local to help increase spending in town.

Brendon from the audience stated that he did not feel Enumclaw needed any more auto parts stores.
Talked about people not shopping in town because the product is not here and ordering from
Amazon. Enumclaw is still getting taxes from ordering from Amazon because it goes where the
product is delivered. Discussed how the money spent to support the locally owned businesses helps
support the school sports and other activities and events in town.

Brendon asked what would be done with vacant property where the building was taken down near
the youth center? Staff stated that is up to the property owner to decide. Brendon stated he would
like to see a clothing outlet.
OLD BUSINESS:
COMPREHENSIVE PLAN CHAPTER 5 – CAPITAL FACILITIES – PROPOSED GOALS
AND POLICIES
Staff rearranged the format so that the goals and policies matched. Included a level of service chart.
Essential public facilities were updated to make it easier to interpret the definition. The city is
required by GMA to have a process in our code and we do. The column that says “Necessary for
development” was added because it is a GMA requirement. Fire and School District have just
adopted a new Capital Facilities Plans that propose impact fees. Now the City would have to adopt
their plans, as part of a separate process.
Sears commented for Dave Hancock who was absent that the level of service for police officers at
1.53 seemed low. Staff stated that is the City’s existing level of service 1.53 per thousand and that
does not include the police chief who does pull shifts. When he is added the number would be 1.6.
Enumclaw has 2.7 police employees per 1000 population, which includes dispatchers, jailers,
administrative staff, and detectives. Discussed what other cities might be comparable to Enumclaw.

Comprehensive Plan Chapter 5 – Capital Facilities – Proposed Goals And Policies –continued
Discussed that NPDES Phase 2 is part of the storm water system to discharge to waters of the United
States. It is something the Federal government delegates. It comes from Federal Clean Waters Act.
Discussed that the Sewer Comprehensive Plan will include a sewer rate study to see if the new
development is paying their fair share.
Public safety facilities will need to be looked at in the future for police. Police are running out of
space where they are located and fire wants to move. They do not have space to park their vehicles
and are out of room for sleeping quarters.

Commissioner questioned where the deferred short plat code improvements was at in the process.
Staff stated it is still at City Council.

STAFF COMMENTS:
Staff is planning on having the rest of the Comprehensive Plan in a strikeout and underline format
for the next meeting so that the Commissioners can read it over the holidays. The next meeting will
be on November 19th because of the Thanksgiving Holiday. The December meeting would be
canceled.

Long Range Planning
2015 Comprehensive Plan Update
 Introduction & Community Profile: Planning Commission completed review.
 Vision Element: Planning Commission completed review.
 Land Use: Planning Commission completed review.
 Transportation Element: Planning Commission reviewed proposed Goals and Policies. Draft
element completed and presented to Planning Commission for review.
 Capital Facilities Element: Staff began updating Capital Facilities Element.
 Natural Environment Element: Critical area maps drafted.
Economic Development
City Council adopted the Strategic Plan for Economic Development on June 23, 2014. The following actions
to implement the plan are on-going:
 Buy Local - The buy local campaign has resulted in the formation of a group organized under the
umbrella of the Chamber of Commerce. The group has developed a facebook page, branding
package and tag line: LiveLocal98022.
 Downtown Revitalization – Staff created a survey and circulated it. Approximately 237 responded to
the survey, approximately 70% in favor of a downtown park.
 Economic Development Coordinator/Grant writer began work on the Senior Communities Zoning
project research and tour.
Deferred Short Plat Code Amendments
At the request of City Council, staff drafted amendments to the City’s short subdivision code that would allow
for street, sewer and stormwater improvements to be deferred in two lot short plats in which one lot is
proposed as a future development tract. Staff presented analysis and code amendments to the Planning
Commission at their November meeting. Planning Commission held a hearing at its January meeting and
forwarded a recommendation to City Council in March. Staff developed airphotos showing potentially
affected properties. CED committee reviewed applicability of the code change and will consider allowing the
deferred short plats in the R-1 zone through the Comprehensive Plan update.
Critical Area Update and FEMA Floodplain Code Amendments
Amendments to the City’s critical area code are necessary to remain in compliance with the Federal
Emergency Management Agency flood insurance rate program and to comply with the GMA update
requirements. City Council held a hearing on July 13, 2015 and approved the update on July 27, 2015. An
amendment to the City’s Shoreline Master Program will need to be processed through the Washington State
Department of Ecology.
Code Enforcement Amendments
As a result of an abatement action, outside legal counsel provided draft amendments to the City’s
enforcement regulations to make them for effective. Planning Commission held a hearing on the proposed
amendments in September. This has gone forward to City Council.
Current Development Status
Preliminary Subdivisions
SUB #13305 – Suntop Farms Division 3, a 101 acre Subdivision and Planned Unit Development proposing
116 lots, 6 future development tracts and a public park. Preliminary approval granted in November of 2014.
Construction plans have been resubmitted for review.
MONTHLY REPORT DEPARTMENT OF COMMUNITY DEVELOPMENT
SUB #09249 – Suntop Farms Division 2, Subdivision proposing 44 lots. This final plat received approval and
was recorded in January 2015. Currently under construction and nearly built out.
SUB #14069 – Plateau Estates, Subdivision proposing 5 lots submitted for preliminary plat review.
Additional information and revisions requested.
SUB #14394 – Bella’s Meadow, subdivision proposing 91 single family lots and associated park and streets
in the R-2 zone was submitted for preliminary plat review. Approved June 8, 2015. Awaiting submittal of
construction plans.
SUB #14439 – Meadow Park, major revision to approved preliminary plat submitted to increase number of
single family lots in the R-2 zone from 24 to 26 and reduce the amount of open space. Hearing Examiner
held a hearing and a recommendation was forwarded to City Council. City Council approved the plat
amendment on April 27, 2015. Construction plans were submitted in May 2015 and are still under review.

sent to the lien holders throughout August. Received and email from the bank
