Empire State Winter Games – Figure Skating Events
SC of Lake Placid
February 3-5, 2017
The Empire State Winter Games Figure Skating Events will be conducted in accordance with
the rules and regulations of U.S. Figure Skating, as set forth in the current rulebook, as well as
any pertinent updates which have been posted on the U.S. Figure Skating website.
This competition is open to all eligible, restricted, reinstated or readmitted persons as defined
by the Eligibility Rules, and is a currently registered member of a U.S. Figure Skating member
club, a collegiate club or an individual member in accordance with the current rulebook.
Please refer to the current rulebook for non-U.S. Citizens.
The Empire State Winter Games is a qualifying competition for the 2017 State Games of
America.
ELIGIBILITY/TEST LEVEL:
Test level: Competition level is the highest test passed as of the entry deadline in the discipline
the skater is entering. Entrants may skate one level above that for which they qualify, but they
may not skate down in any event. Skaters may only enter ONE level per event (i.e. skaters
cannot skate Juvenile AND Intermediate Free Skate, however, a skater may skate juvenile
free skate and intermediate short program; further skaters cannot enter juvenile free skate
and intermediate test track as test track is considered a free skate event.)
Skaters entering beginner–pre-juvenile events will be divided as closely as possible by age
should the number of entries warrant more than one group. The LOC reserves the right to
combine levels where there are not enough entries.
Eligibility: All skaters must have a New York State affiliation in one or more of the following
ways: reside in New York State, attend school in New York State, be a member of a New York
State Figure Skating Club or have their primary training location in New York State.
Skaters who do not have a state games in their own state may also compete. Skaters from
other states would be classified in the competition as a participant from their own state for
the purpose of distribution of invitations for the 2017 State Games of America.
ENTRIES:
ALL entries must be submitted online via the online entry form found at
www.empirestatewintergames.com. The entry deadline is Thursday, January 5, 2017. NO LATE
ENTRIES WILL BE ACCEPTED!!!
This event is a standard U.S. Figure Skating Nonqualifying Competition
Entry fees are as follows:
Singles Events:
$90 - first event
$75 - second event
$55 - each additional event
High School Team Events:
$100 per team
Synchronized Skating Events:
$160 per team, plus an additional $25 per skater
REFUND POLICY: Entry fees will not be refunded unless no competition exists or the event is
canceled. There will be no refunds for medical withdrawals. The online processing fees are not
refundable. Checks returned for non-sufficient funds and contested credit card charges will
be issued a $20 fee. Payment of the fee will be required before the skater is allowed to
participate in practice ice or events.
Notification of competition and practice ice times will be available online at
www.empirestatewintergames.com and will also be e-mailed to competitors as soon as
possible after close of entries.

Competition events will be held in both the 1980 Rink & the 1932 Rink, both measuring 100’ x
200’.
MUSIC:
CDs are the ONLY acceptable form of media. Each CD must only have ONE (1) track on it. In
the case of a skater entering multiple events, separate discs must be used for each event.
CDs must be turned in in a paper CD sleeve. Both the CD and the sleeve must be labeled
with the skater’s name and event. Standard hard plastic jewel cases or other CD holders are
not acceptable. The official competition music must be turned in at the registration table at
the time of check-in. A duplicate CD should be readily available. Music may be picked up at
the registration table following each event. Every reasonable care will be taken, but the SC of
Lake Placid, NYS Olympic Regional Development Authority or Lake Placid Regional Office of
Sustainable Tourism cannot be responsible for CDs left at the end of the competition. Please
have separate CDs for practice and competition.
LIABILITY: U.S. Figure Skating, the SC of Lake Placid and the NYS Olympic Regional
Development Authority accept no responsibility for injury or damage sustained by any
participant in this competition. This is in accordance with Rule 1600 of the official U.S. Figure
Skating Rulebook.
JUDGING SYSTEM:
The International Judging System (IJS) will be used for the following events:
- IJS Well Balanced Program free skate events, juvenile – senior
- IJS Short program events, juvenile – senior
All competitors skating in these events need to submit the planned program content form
This event is a standard U.S. Figure Skating Nonqualifying Competition
online. This form is found in the Member’s Only section at www.usfigureskating.org. The
deadline to submit the form is January 30, 2017.
The 6.0 Majority Judging System will be used for:
- Well Balanced Program free skate events, pre-preliminary – pre-juvenile
- Juvenile – Senior 6.0 Short Program & Free Skate events
- Introductory free skate events (beginner, high beginner, no-test)
- All Test Track events
- All solo dance events
- High School events
- Synchronized Team Skating Events
REGISTRATION: Figure Skating registration will be open Thursday, February 2nd between noon
and 4pm. On competition days, the registration desk will be open one hour prior to the start
of the event time and close at the conclusion of the day’s events. The registration table will
be located on the main level of the arena just outside the main entrance to the 1980 Rink.
Please register promptly upon arrival.
PRACTICE ICE: All practice ice information will be available online and will also be e-mailed to
all of the registered competitors. This information will be made available as soon as it is ready.
PHOTOGRAPHY/VIDEOGRAPHY:
Miracle Moments photography will be shooting all events and prints for purchase will be
available onsite. If you have any questions, please contact Ona at [email protected].
There will be an official videographer onsite.
AWARDS:
Medals will be awarded for 1st-3rd places in contested events. An awards schedule will be
available at registration.
The Paul Kreppel award will be given to the synchronized skating team with the most inspiring
performance as voted on by the officials. This award will be given on ice following the
conclusion of the synchronized skating events.
OFFICIAL NOTICES: An official bulletin board will be maintained at the registration desk. It is the
responsibility of each competitor, parent and coach to check the bulletin board frequently
for any schedule changes and/or additional information. Skaters are requested to arrive 45
minutes prior to the scheduled time of their event. A tentative schedule of events will be
posted prior to the competition.
INFORMATION REGARDING COACHES:
U.S. Figure Skating Rule MR 5.11 Coach Compliance
In order to be granted access to work within U.S. Figure Skating sanctioned activities, each
coach must complete the following requirements on an annual basis by July 1:
A. Must be a current full member of U.S. Figure Skating - either through a member club or as an
individual member;
B. Must complete the coach registration process through the U.S. Figure Skating Members Only
site, submit proper payment for the annual registration fee of $30 and, if 18 years of age or older,
successfully pass the background screen.
C. Must complete the appropriate CER courses (A,B, C or D) depending on the highest level of
students being coached as of July 1. See rule MR 5.12.
This event is a standard U.S. Figure Skating Nonqualifying Competition
D. Must submit proof of current general liability insurance with limits of $1 million per
occurrence/$5 million aggregate.
For Basic Skills ONLY coaches - Any person, 18 and older, instructing in a U.S. Figure Skating Basic
Skills Program must have successfully passed the annual background screen and be registered
as a Basic Skills instructor member.
The local organizing committee/club will have a list of compliant coaches who are cleared for a
credential at the competition. Coaches will need to check in at the event registration desk and
show a government issued photo I.D. to receive a credential.
If a coach cannot provide a photo I.D. and is not on the list or cannot produce the necessary
documents, he or she will not be allowed a credential – no exceptions. We strongly urge all
coaches to have their cards with them. Non-credentialed coaches will not be permitted in the
designated coaching area at rink side during events including practice sessions. Coaching at
U.S. Figure Skating events without compliance is an ethics violation which is reported to U.S.
Figure Skating and PSA.

General event parameters:
1. Each program must contain the specified moves within the time duration given. NOTE: It is a MAXIMUM
time - no penalty will be given for programs shorter than the maximum duration.
2. Music may be vocal or instrumental.
3. Moves may be performed in any order.
4. Two marks will be given - the technical mark will be based on the foci of the specified moves. Difficulty of
transitions will not be rewarded in the technical mark. The presentation mark will be based on carriage,

Adult:
A team of 12 to 20 skaters. All skaters must be at least 21 with the exception that up to four team
members may be 18, 19 or 20 years of age. All skaters must have passed either the preliminary moves in
the field test, the adult bronze moves in the field test, the preliminary figure test or the preliminary
dance test.

NEW YORK STATE HIGH SCHOOL TEAM EVENTS
All teams entering this event must be registered with U.S. Figure Skating as a high school
team and follow all eligibility rules found in the High School Standardized announcement
found on the U.S. Figure Skating High School programs page.
Team maneuver events consist of teams of at least 2 athletes from the same high school or
combined high schools with no one skater performing more than 50% of the total number
of elements. Each high school may only enter one team in each competitive level. An
athlete may compete for only one team. Athletes may skate up to any level they desire,
but they may not compete on a team at a lower level than the highest test they have
passed.
The event will be judged on a team basis. Athletes will have a general warm-up of stroking
only for 2 minutes. There will also be individual warm-ups for each element for 1 minute.
Teams will be assigned a place to line up along the barrier and must remain on the ice for
their entire event. Elements will be skated one-at-a-time, and the announcer will call the
representative from each team when it is his or her turn to perform the prescribed
element.
Note: If a team has one athlete perform more than two elements, any succeeding
elements performed by that athlete will receive no value. If a competitor performs an
element higher than that listed, that element will receive no credit. For example, if the
element specified is a salchow jump and the competitor performs a double salchow
jump, no credit is given for this element.
