CoCRM procedure – all gates

Registration: The gate’s Registrar logs the received report about suspected misconduct in
DRC’s global online case tracking tool and submits it to the gate’s Intake Committee.
Intake determination: The Intake Committee determines what action is to be taken with
the report, which depends on its nature.
Investigation: If the Intake Committee determines that a formal administrative
investigation is required, its Authorising Officer will appoint a qualified Investigator to
conduct an impartial and “due process” investigation in accordance with DRC’s Guidelines
for the Conduct of Administrative Investigations. The Investigator will issue an Investigation
report (= misconduct substantiated) or a Closure report (= misconduct not substantiated)
with substantiated facts but without recommendations; the report will be submitted to the
Director.
Disciplining: The Director will determine whether and what disciplining be enacted in view
of substantiated facts.
Learning: If an investigation has uncovered systemic failures, the Investigator issues one or
more Advisory report(s), without investigative details, to the responsible management
level(s).
