PROVEN PROCESSES: PRODUCT LIFE CYCLE
APT provides HC and IM support
throughout the entire product life-cycle
 Small Scale Testing: We develop test plans and lead
tests to prove out IM mitigation technologies before
conducting a full scale test. This can save thousands
of dollars.
 We regularly test and recommend hazard
classifications for explosive components. This allows
rapid receipt of an EX letter for shipping.
 Under DOT, we can issue tentative shipping
classifications (similar to IHCs) for testing.
 For DOD, we can help with IHC applications.
 We work with test ranges to ensure products are
tested correctly and that the required data will be
obtained.
 We develop tailored test plans and test reports for
worry-free approval by HC and IM boards.
 We support HCs for updates to products that may not
need to be retested.
 We can recommend a HC for products used for
commercial purposes or Foreign Military Sales (FMS).

test item(s) configuration, instrumentation and layout

KEY PERSONNEL
APT personnel offer unmatched experience in explosives safety, explosives hazard classification,
and insensitive munitions testing with over 150 years of combined experience.
Mr. Eric Olson—Served for six years as Deputy Chief of the Weapons Safety Division and seven years as the Chief of Explosives
Testing and HC Programs at the Air Force Safety Center at Kirtland AFB. Responsible for Air Force explosives HC policy and
processes as well as executing the Air Force Explosives Safety Testing and Analysis Program. He serves as APT’s lead for
explosives HC and testing support for the Air Force Safety Center. Previous Vice Chairman of the Air Force Nonnuclear Munitions
Safety Board (NNMSB), Co-Chair of the Navy Weapons System Explosives Safety Review Board (WSESRB) and the NNMSB, and
Chairman of the DDESB Risk-Based Explosive Safety Criteria Team (RBESCT).
Mr. John Tatom—Currently the manager of APT’s Explosives Safety Division. In this role, he manages full-scale testing for government and
industry, including hazard classification. He serves on the DDESB Science Panel, supports the NATO AASTP Working Group, and the Klotz Group,
an international debris and modeling organization.
Mr. Jerry Rufe—Wide range of experience in Explosives Safety, and DoD and DOT hazard classification. Coordinated and
managed HC and IM tests for the US Army Aviation and Missile Command (AMCOM), including PAC-3 MSE, THAAD, and GMD
GBI missile systems. Conducted the largest Fast Cook-Off test in US Army history and the only Shaped-Charge Jet test ever
performed on a large missile system.
Mr. Michael Swisdak—Senior Scientist at APT. He is retired from the DoD after 45 years of service. His specialties include airblast, explosionproduced debris, and its effect on explosive safety quantity-distance. He served as the Chairman of the DDESB Science Panel and supported the
RBESCT from 1997-2010. He is the author or co-author of over 145 technical publications in these fields.
Mr. Pete Yutmeyer—Worked in Explosives Safety for the Army for 25 years. During that time he was the Army’s Hazard Classifier
for 15 years. He was also the DOT delegated signature authority on interim hazard classifications. During work within the Army he
was a member of many hazard classification committees and panels to include The DoD Tri-Service Hazard Classification Panel.
Mr. Lon Santis—Has been extensively involved in the testing and classification of Class 1 materials in the US for 29 years. From 1986 to 1998 he
worked at the US Bureau Mines (USBM), at the time, an authorized DOT test laboratory. Mr. Santis was personally involved in all aspects of
explosives classification recommendations and testing at the USBM. From 1998 to 2013, Mr. Santis served as the Manager of Technical Services for
the Institute of Makers of Explosives (IME) where he managed the Transportation and Distribution Committee and all explosive classification issues.
