Public Comments Andy Ventress spoke about his concerns regarding non-resident fees and pickleball in new Oaks building. John Olivieri spoke about his concerns with Henry Brothers, Inc. and saving the tax payers money. Lana Graser spoke, reminding everyone about the Lincolnway Special Recreation bunny breakfast. Steve Sodenberg spoke about his concerns with pickleball. B. Announcements - Mary Beth Windberg Lincoln-way Area Youth Tennis – This play based instruction program is designed for children 5-10 years of age. Featuring the TAUTennis play format, using age-appropriate equipment and courts scaled to the size of the players, this program makes the game more accessible – and more fun – by allowing kids to get involved right from the start. Players actively acquire skills by working with each other! This 6 week program is held indoors at the Oaks Recreation & Fitness Center on Tuesday afternoons, beginning March 7. Ageless Grace – It’s never too early to start, it’s never too late to begin. Ageless Grace is an antiaging fitness program for body and brain. It is for all age levels and most fitness levels. Activities are done in a chair with music and movements that incorporate stretching, flexibility, coordination, strength, and thinking skills. This 8 week program is held on Tuesday mornings beginning March 7. Presentations Mike Selep - Presentation of an award from the IAPD for the Mokena Community Park District and individual cards were passed out to each Commissioner that is a member of the IAPD. The Oaks Expansion/Yunker Farm Improvements Project Update Joe Bartkus reported. Oaks Expansion 1. 2. 3. 4. 5. 6. 7. Gym roofing is complete. Fascia and soffit will begin later this week. Windows and Caldwell are completed. 1 story areas slabs are poured. Framing and drywall in the multipurpose and electrical rooms is completed. Gym slab was poured today, we have to wet cure the slab and will have the trades get started on rough-ins March 8th. Door frames and doors will be installed starting Thursday. Yunker Farms Improvements 1. 2. 3. 4. 5. 6. Pump room is nearly completed; we need warm weather to start testing for leaks. Splash pad toys are being installed. Concrete around the splash pad was poured last week. Fence material for the dog park and splash pad arrived last Friday. This fencing will start to go up next week pending weather. Black dirt is being re spread around the barn. Band shell is installed and roof is completed. B. New Business 1. Proposed Policies, Procedures and Fees for Yunker Farm Dog Park and Splash Pad Mike Selep presented a handout regarding such policies, procedures and fees. No motion. The Board would like to review information further and will propose the same in March. The community will be able to vote on the dog park names. 4. Commissioner Committee Representation Mr. Bartos and Mr. Kirschsieper met with MBSA. We will talk more about this under affiliate groups. Minutes – Regular Meeting Mokena Community Park District 02-28-2017 Page 7 5. Affiliate Groups A. Affiliate Agreement Light Fees Mike Selep spoke about light usage for 2016. Based on the current fee structure, we can decrease the fee to our affiliate groups to the amount that we do expend. The current $50 fee can be reduced to $25 ($23.89 - rounded up to $25) and still be able to pay for the lights for those groups. There is an outline for 2016. The affiliates were paying 100% of the fees for the lights. We would like to provide a refund for the light fees for the difference from last year for the burros and MBSA for a total $3,991.25. The rate would be determined. The staff suggests $25. The board suggests $20. We would just make some changes to the allocation then we can move forward. Mr. Kirschsieper spoke about the meeting with MBSA with Mr. Bartos last week. Light fees came up. We came to an agreement somewhat without a vote of course, that they eliminate the fee reduction that they were going to initially request by offsetting it with fees that we were paying that and then some. It was a very productive meeting. Mr. Bartos spoke about the meeting with MBSA and they may have to raise their fees next year. If we could lower their lighting fees to $25 and not charge for practices, they are fine with 20% fees and not lower to 15% to 17% and keep their fees the same. They would like us to redo all the 12 sports fields by the start of the season with $20,000 of their original funds. We will be walking the fields of Hecht Park in a few weeks to discuss what’s on their wish list or safety issues so we can be all on the same page. I like to still continue that discussion with the Hecht Park Lighting. We have talked about that a couple different times. MBSA depending on who you talk too, it could be a priority for some or not for others, getting the fields in shape, more playable, more attraction are bigger needs for them. If there are no concerns from the Board, Mr. Selep will sign off on the lease.. B. MBSA and Mokena Burros Affiliate Agreements 13. COMMISSIONER COMMENTS Minutes – Regular Meeting Mokena Community Park District 02-28-2017 Page 8 Commissioner Markham - This is going to be my resignation letter tonight. I sat here for 18 months and watched us work on this project and be distracted from our real jobs of peoples business. These are my opinions only but they need to be said. I agree I should not just walk away. We are paying a general contractor to do this job. We are not construction gurus. We are elected by the people for the people to watch it be stewards of the tax dollars and help their kids with the park district. I have small goals and in 18 months could not get done. Bleachers at the parks. Stop taking annual tax increases and/or reduce your fees every year. Our accounting system is unusual in America not just in Illinois. What have we done for the single parents? Veterans and their families? Residents are our bosses. We are building buildings with tax dollars and then charge them to use them. We need to find where we can reduce costs for our residents. In 18 months, we got a new score board at Hecht Park and now we have lighting. Gentlemen, let’s do our jobs and lets’ hope we vote for people in like minds that are here to help taxpayers do well. Commissioner McJimpsey - No Comment. Commissioner Curran - No Comment. Commissioner Bartos - I just want to say to Tim as a messenger representative and Mr. Olivieri that the letter to the editor stating that Commissioners Bartos, McJimpsey and Curran have filed 3 lawsuits against Mr. Olivieri. I would expect a retraction from that. I think it’s slanderous. You can see in every lawsuit that it is Mokena Park District. I myself, not sure of George or Steve is suing Mr. Olivieri, I certainly know that I am not and do not know why that is put in the paper. Additionally, Mr. Olivieri, I have no idea what nationality you are and nor do I care. I find it very frustrating that you written something about your Italian name and German name. I would expect a retraction about that and that your future one about four of your employees resigning. I am not so sure again, lies again. Marianne Jamrok was retiring a long time ago; another employee got a 40% raise. I cannot believe her. The other employee did not like his boss and I don’t know about the 4th one.
