First KPIs for Public Service to be announced next
May
Earlier today, Principal Permanent Secretary Mario Cutajar, during his
address at the EUPAN (European Union Public Administration Network)
meeting, which is being held in Malta under the auspices of the Maltese
Presidency of the Council of the European Union, stated that the first
KPIs for Public Service will be announced next May.
KPIs will now be
extended to other areas
of Public Service in order
to reduce bureaucracy
and improve service.
The concept of KPIs was introduced to the Public Service last June,
through a pilot project which drastically hastened the process of
registering a new business in our country. KPIs will now be extended
to other areas of Public Service in order to reduce bureaucracy and
improve service. This will be achieved via improved co-ordination
between different departments, a set of clear goals and specific dates
by which these goals should be achieved.
Mr Cutajar talked about the revamp of Public Service which transpired
during these past 4 years and is still ongoing. This revamp aims at
improving the efficiency of the Public Service satisfie the aspirations of
both Public Service’s clients and employees. He also remarked about
various initiatives that were taken during this revamp and how these
pertain to the three working areas mentioned above.
These initiatives include:
-IDEA, whereby via an electronic mechanism, Public Service employees
can send their suggestions directly to the Office of the Prime Minister.
- The issuing of Directive Number 8 with the aim of speeding up
decisions taken in the Public Service via simplified and easy-to-use
processes.
-The publication of two other directives related to the planning and
engaging of human resources and operational requirements.
- The foundation of five servizz.gov centres at the heart of the
community, the centralisation of governmental services in one portal,
and the launch of 21 mobile apps for said services.

- An annual accountability review of how public administration is implementing Budget
measures and how it is simplifying its operation to improve efficiency.
- The issuing of a publication in which the Public Service reacts to the annual report of the
General Auditor.
Mr Cutajar stated that issues discussed in these meetings should not be ignored without
any appropriate measures for implementation. Therefore, it would be of benefit if a list
pertaining potential measures for implementation is published at the end of each
Presidency of the Council of the European Union. This would provide future Presidencies
with the opportunity to work on the execution of their own endeavours.
