ONE-TIME SPECIAL APPEAL FOR
2013 STORM DISASTER RELIEF
USCCB and Catholic Charities USA
At the request of Bishop David Ricken and on behalf of
Cardinal Timothy Dolan, Archbishop of New York and
President of the U.S. Conference of Catholic Bishops,
parishes are being asked to support a special one-time 2013
Storm & Disaster Appeal to support the efforts of the
United States Conference of Catholic Bishops and Catholic
Charities USA as they respond to emergency needs. The
following excerpts are taken from Cardinal Dolan’s letter to
Bishops.
Dear Friends in Christ,
The 2013 storm season has only just begun and
already we have witnessed tragedies in Oklahoma of
unprecedented proportions. As I write this letter, our
prayers are with the families in Moore, Oklahoma and
surrounding areas, who have lost loved ones or are among
those injured. Relief efforts of many government and social
aid agencies, including Catholic Charities USA, are in
action delivering emergency service to the affected area.
We are grateful to all immediate relief efforts and those
working around the clock to help those in need.
Today I make a request to take up a special
collection during June to assist in recovery efforts from the
recent storms in the Archdiocese of Oklahoma and other
natural disasters that the Church in this country may suffer
this year. I request that we broaden this appeal in
anticipation of more domestic disasters possibly awaiting
us this year.
The Funds collected in this one-time special appeal
for the 2013 storms and disasters will be used to support
the efforts of the United States Conference of Catholic
Bishops (USCCB) and Catholic Charities, USA, as they
respond to immediate emergency needs for such necessities
as water, food, shelter and medical care, as well as to the
long term need to rebuild after wide spread destruction,
and to the pastoral and reconstruction needs of the church.
Additional information on the U.S. Catholic
community’s response to this emergency and how U.S.
Catholics can help can be found at
www.catholiccharitiesusa.org and www.usccb.org.
Cardinal Timothy Dolan
Parishioners can make their checks payable to your parish
for 2013 Storm Relief. On-line donations by credit card can
be made through the Catholic Charities USA website:
www.catholiccharitiesusa.org or by sending checks to:
USCCB, Office of National Collections, 3211 4th Street, NE
Washington, DC 20017-1194
A second collection for the Storm Disaster
Relief Fund will be taken on June 29 & 30
at St. Francis Xavier Cathedral.
From Father Brian Belongia
Dear Cathedral Parishioners,
Terms in Canon Law #2:
Distinguishing between full Communion and full initiation and between Christifideles and Catholics
Canon law makes a distinction between those who are in full communion with the Catholic Church and
those who are fully initiated. There is also a distinction between the Christian faithful (the Christifideles) and
those in full communion with the Catholic Church. Whereas the terms may seem synonomous, they
are not. One need not be Catholic to be counted among the Christian faithful, and one need not be
fully initiated in it to be in full communion with the Catholic Church.
When one is validly baptized using flowing water and the Trinitarian formula one is constituted a person in the Church and has the duties and rights proper to being a Christian according to
their condition (c. 96). Those who have been validly baptized are counted among the Christian
faithful (c. 204 § 1). Whereas all Catholics are counted among the Christifideles, not all of them are
in full communion with the Catholic Church.
The Christian faithful in full communion with the Catholic Church are those who are “joined with Christ in
its visible structure by the bonds of the profession of faith, the sacraments, and ecclesiastical governance” (c. 205).
Simply receiving sacraments in the Catholic Church (or in another church that has valid sacraments) does not
automatically make one Catholic. One must have an aggregating intention, either made by the person oneself or
by one’s parents, godparents, or minister on one’s behalf, to profess the Catholic faith and be admitted fully into
it.
When we bring children to the Catholic Church to be baptized, the children are incorporated into full communion with the Catholic Church at baptism because of the manifested aggregating intention and profession of
faith. This is a reason why godparents must not only be in full communion with, but also fully initiated into the
Catholic Church. When an adult freely chooses to be baptized, s/he enters full communion with the Catholic
Church by one’s aggregating intention at baptism. When an infant is baptized in the Latin rite, confirmation and
(first) Eucharist are routinely delayed until a later age. Hence, being in full communion with the Catholic Church
does not necessarily mean one has been fully initiated. A baptized Catholic is fully initiated after receiving the
sacraments of confirmation and (first) Eucharist (c. 842 § 2). An adult who has been baptized in a Protestant
church who seeks to enter full communion with the Catholic Church becomes Catholic by one’s aggregating intention and profession of faith in it and is then received into it. The person is then confirmed and receives (first)
Eucharist. A person who has received baptism, confirmation, (chrismation) and (first) Eucharist in an Orthodox
(non-Catholic) church enters full communion with the Catholic Church by manifesting an aggregating intention
and making a profession of faith in it following which one is received.
If you think this is a bit confusing, just wait until the next topic!

LETTER FROM OUR OWN
SEMINARIAN: MIKE PICARD
Dear Parishioners of St. Francis Xavier Cathedral,
My name is Mike Picard and I am a
seminarian for the Diocese of Green Bay
and I am from the Cathedral! I just
finished my first year of seminary where I
went to Immaculate Heart of Mary
Seminary on the campus of Saint Mary’s
University in Winona, Minnesota. Before
going to seminary I went to the University
of Wisconsin-La Crosse for two years.
Then I decided to discern priesthood. My first year at
seminary was great; I met a lot of great young men and had
a lot of great experiences that will help me prepare for
ministry in the future. I have come a lot closer to God
through prayer, retreats and through formation
intellectually, spiritually, pastorally and in human
formation. During this past year I learned a lot about myself
and a lot about the priesthood, and it would be a great
blessing if God calls me to become a priest but right now I
am focusing on loving God fully and serving Him through
serving His people. Thank you for all your prayers over this
past year and just know that I am praying for this wonderful
parish and Diocese daily. God Bless, Mike
LETTER FROM OUR ADOPTED
SEMINARIAN: ADAM BRADLEY
Dear Cathedral Parish,
This past year of formation has been such a
great blessing. Thank you for your
thoughts and prayers. I finished the
necessary course work for Conception
Seminary College in December of 2012
and spent the next semester in De Pere
living at the Xavier House (Catholic men’s
discernment house) with Fr. Schuster, the
Vocation Director for the diocese. My time
at the Xavier house was a blessed time which allowed me to
see the many facets of the diocesan priesthood that in ways
I would not have had a chance to see otherwise. I had the
opportunity to attend Mass at many different parishes in our
diocese and to experience the different parish communities.
I also had the opportunity to help out with confirmation
retreats and to give several talks. Even though I was not on
a seminary campus, I still had a lot of formation. Fr.
Schuster assigned readings and tasks for me to complete
and report on throughout the semester. As for this summer,
my assignment is in Guatemala for an eight week
immersion program put on by a Benedictine monastery. I
will return to the United States at the end of July. Thank
you for taking me on as your adopted seminarian. Cathedral
Parish is in my thoughts and prayers often.

First Holy Communion, and Confirmation. Please note the start date is Wednesday, September 4th, 2013.
STEUBENVILLE-SAINT LOUIS, 2013
This summer (July 18-22), approximately 90 teens from around the diocese will be traveling to Saint Louis for the
Steubenville Youth Conference. We have several youth from our parish who will be taking part. The core
team of leaders is looking to provide some formation materials for the youth (i.e. rosaries, holy cards, scapulars,
books entitled, “Radiating Christ”, etc.) to be used to help the teens grow in their Catholic faith and deepen their
relationship with Jesus Christ. If anyone is able to provide a financial donation to help defray the cost of such
materials. Donations of any amount are greatly appreciated. Thank you and God bless you for your generosity.
