CONTRACT NOTICE UNDER THE COMPETITIVE DIALOGUE
DP ADDITIVE NEUTRALISATION UNIT PU-0210
The subject of the inquiry is a package of equipment (complete production unit) for running the process of
neutralization of off-gases stream composed of H2S and SO2. The final product of neutralization should be elemental
sulfur in the form of an aqueous pulp (suspension).
The production unit should include:
- gases neutralization system with auxiliary equipment (circulation pumps, etc.), which performs the main process of
neutralization;
- separator system of elemental sulfur which performs the separation of the elemental sulfur from the reaction
slurry.
- auxiliary equipment for receiving and storing sulfur pulp, filters of gas vents, etc.
Process capacity: 8 to 10 kg / h of a mixture of H2S + SO2 in a stream of inert gas (nitrogen).

Having all above in mind the Client proposes to conduct dialogue with bidders directly with the aim of developing
solutions meeting the following requirements:
a) To work out best definition of Specification of Contract Basic Terms and Conditions [SIWZ] based on the
Competitive Dialogue carried out with the participating bidders:
- Technical and organisational questions related to the subject of contract,
- Scope of supply and services,
- Other tender documents (i.e. SIWZ) and possible modifications and alterations.
b) To propose Project Schedule and delivery times.
c) To envisage required competences of the supplier.
d) To define required competences of the purchasing party.
e) Rough budget requirements.

f) Any other features of the proposed purchase technical and commercial documents.
Expects that participating bidder will discuss the above said questions using his professional experience, standards
and best practises.

1. Awarding Procedure:
Contract will be awarded according to the Competitive Dialogue rules as outlined in the “Common provisions on the
European Regional Development Fund, the European Social Fund and the Cohesion Fund for years 2014-2020”.

The Application will be accompanied by a Non-Disclosure Agreement filled and signed by the Applicant’s authorised

NDA form constitutes Attachment No. 2 to this Notice.
3. Companies being by a financial, economic or other personal interest associated with the Client will be excluded
from the Dialogue.
Financial, economic or personal association means any links to the Client or person authorised to legally represent the
Client or person participating in preparation of bid invitation or Bidder selection, and the Bidder.
This includes:

partner, owner or co-owner in a company,
−
share-holding of, at least 10% of shares,
−
attorney, procurist, supervisory or management board membership,

−
remaining married in consanguinity or affinity in a straight line, the second degree of kinship or affinity of
the second degree in the collateral line or by adoption, guardianship or custody.
A Non-Conflict Declaration Form is included in Attachment No. 3, thereof.

Pre-qualification criteria for the dialogue participants

Experience in production of listed above systems. Score: 50 points
Completion of complete package of equipment in 3rd quarter 2017 year at the latest. Score: 30 points
Devices included in the unit must be manufactured in the European Union and CE marked. Score: 20
points

Results of the pre-selection will be advised to the Applicants.

Client reserves the right to change or to cancel the Contract Notice at any time, without offering any reason or
explanation.
7.
Any and all costs paid by participants in connection with this Contract Notice will be borne by the Bidders.
8.
At least 2 reference letters issued within the last 5 years and concerning at least 2 separate similar projects will be
required. Also a list of references or track record of supplies and services done to date will be provided by the
Applicant. Specimen list form is included in Attachment No. 4, thereof.
