Notice of Public Hearing
Notice is hereby given pursuant to Section 28.2-1302 and Chapter 14 28.2-1400 of the Code of Virginia,
that the Northumberland County Wetlands Board, at a meeting in the Board of Supervisors Room of the Old
Courthouse in Heathsville, Virginia, on Tuesday, April 12, 2016, commencing at 7:30 P.M., will consider the
following applications for wetland and/or coastal primary sand dune and beach permits:
1. Request by Nina Bhat (V.M.R.C. #16-0409) to construct 251 linear feet of bulkhead
along the shoreline of Hull Creek and 516 Fountain Gate Road..
2. Request by George M. Butler (V.M.R.C. #16-0414) to construct 211 linear feet of
bulkhead 2 feet channelward of an existing bulkhead from the shoreline of Cockrells
Creek 707 Main Street in Reedville.
3. Request by Joseph S. Drake (V.M.R.C. #16-0394) to construct 67 linear feet of
bulkhead 2 feet channelward of an existing bulkhead along the shoreline of Cockrell
Creek and 574 Main Street in Reedville.
4. Richmond H. Dugger, III (V.M.R.C. #16-0067) to construct a 48’ low-profile groin from
the shoreline of Indian Creek and 146 Waterbury Road.
5. Request by William H. Holmes (V.M.R.C. #16-0406) to remove existing 141 linear feet
of riprap revetment and install 222 linear feet of armor stone revetment; construct a 36’
armor stone groin reinforcement along side of an existing timber groin; remove a 36’
section of damaged timber groin and construct a 36’ armor stone replacement groin and
to cap existing 38’ stone groin with armor stone and install a 16’ armor stone spur. along
the shoreline of the Chesapeake Bay and 794 Gaskins Beach Road.
6. Request by Reece Jackson (V.M.R.C. #16-0304) to remove two existing groins and
install two (2) 60’ groins from the shoreline of the Potomac River and 552 Devils Wood
Yard.
7. Request by Ronald Jenkins (V.M.R.C. #16-0347) to install 85 linear feet of riprap marsh
toe stabilization along the shoreline of Indian Creek and 136 South Drive.
8. Request by Donna P. Shomo (V.M.R.C. #16-0421) to remove existing 190 linear feet of
riprap revetment and install 190 linear feet of riprap revetment along the shoreline of the
Little Wicomico River and 841 Greenfield Drive.
9. Request by Theodore M. Taylor (V.M.R.C. #16-0260) to construct 280 linear feet,
including return wall, of timber bulkhead along the shoreline of Mill Creek and 263
Grays Point Lane.
The applications requesting the proposed permits are on file in the Office of Building and Zoning
at the Old Courthouse in Heathsville, VA, where all interested parties may view and inspect the
