CourseDescription/Objective
ThiscoursetreatsCanadaasakeycasewithinthecomparativestudyoffederations.The
particularfocusisonthemanagementofdiversityandconflict,analyzingthesociodemographicandinstitutionalaspectsofCanadathroughthelensofapplicablefederal
theory.ThegoalistounderstandCanadathroughthislens,butalsotoreflectbackon
thebroadertheoryandpracticesdiscussed.
Thecourseisdividedintotwosections.Thefirstintroducescoreelementsof
comparativefederalstudies,linkingthistothedifferentwayswecanunderstand
Canadaandthegeneraltheoryandpolicyrelatedtotheuseoffederalismtomanage
diversityandconflict.Thesecondsectionturnstoinvestigatethreekeyelementsof
managingdiversityviafederalisminCanada,andelsewhere.Thesethreeelementsare:
1)howpowerisdistributedinafederation;2)theroleofthefederalarbiterin
managingconflict;and,3)howminoritygroupsarerepresentedinfederalinstitutions.
Format
Thisisaseminar-stylecourse.Inthefirsthour,studentswillpresentonaquestion
relatedtotheweek’stopic,whileanotherstudentchairsquestionsanddiscussion.In
thesecondhour,Iwillleadastructureddiscussion.
Therearenoexamsortestsforthiscourse:itisfocusedonengagingdiscussion
stemmingfromthereadingsandstudentpresentations,aswellasdevelopingskills
relatedtohigh-caliber,succinct,analyticalwriting.

Participationinthisseminariscriticaltomakingitworthwhileforeveryone.Itwillbe
markedbasedonthreeequallyweightedfactors:
• constructivecontributiontodiscussion(asdemonstratedbyknowledgeof
readings,insightfulquestionsandcommentsduringclassandwillingnessto
engageindiscussion);
• performanceaschair(whereapplicable);and,
• attendance.
Presentation
Studentswillmakea(approximately)15-minutepresentationansweringoneofthe
questionsfortheweek(seeAnnex1:PresentationandChairAssignments).
Thepresentationshould:
• Summarizetherelevantaspectsoftheappropriatereadings;
• Provideanalysis/criticalcommentaryoftherelevantreadings(linkingthe
readingtothequestionandcoursethemes);
• Directlyanswerthequestion,makinganargumentwhereapplicable.
Ashort(e.g.2page)handoutsummarizingyourpresentationfortheclassisexpected.
NoPowerPointpresentations.Forguidelines:mostindividualsspeakatapproximately
100wordsperminute;so,a“script”fora15-minutepresentationshouldbeabout1500
words.

ResearchProposal
Studentswillcompleteabrief(approx.5page)researchproposal.Theproposalshould:
• Identifyaresearchquestionrelatedtoatopicintheclass(withastrong
preferencethatyoutakethequestionfromsectiontwo);
• Proposeanargumentthatdirectlyrespondstotheresearchquestion(a
thesisstatement);
• Provideanoutlineforthepaperthatidentifieshowyouwoulddefendthe
argument,includingidentifyingthemainpointsandprooftosupportthe
argument;
• Provideabriefabstractthatsummarizestheargumentandmainpointsin
200words;and,
• Provideanannotatedbibliography.Theannotationsforthebibliography
should,foreachsource,identifyitsmainargument/point,howitwillbeused
tosupporttheproposedpaper’sargumentandakeycriticalreflectiononthe
source.

Theemphasisinputtingtogethertheresearchproposalshouldbetodemonstratehow
theargumentwouldbedefended.
ResearchPaper
Studentswillcompletearesearchpaper.Itmusthaveaclearargument(athesis
statement)thatdirectlyrespondstothechosenquestion.Itisexpectedthatyouwilldo
yourresearchpaperandproposalonthesametopic;if,however,youwishtochange
topics,pleasediscussthiswithmeassoonaspossible.Note,though,thatyour
presentationandyourpaper/proposalmustbeontopicsfromdifferentweeks(i.e.be
ondifferenttopics).
Theresearchpapershouldprovideonlyverybriefcontext,withthefocussquarelyon
presentinganargument,defendingthatargumentandanalyzing/refutingcounterarguments.Intermsofformat:
• Undergraduatestudentpapersshouldbenomorethan5,000words(including
notesandbibliography).
• Graduatestudentpapersshouldbenomorethan7,000words(includingnotes
andbibliography).
• Provideacoverpagewiththequestion,yourname,andthewordcount;
