FOREWORD
I congratulate Oulgaret Municipality for publishing its first monthly enewsletter for the month of June 2015. Oulgaret Municipality is the biggest
Municipality covering 7 Assembly Constituencies in Union Territory of
Puducherry.
The idea of publishing a e-newsletter was under consideration for some
time in order to keep the citizens posted with the information relating to the
functioning of the Municipality. It’s one of the media to reach the public at
large.
I also personally congratulate Thiru.M.S. Ramesh, Commissioner, Oulgaret
Municipality being the Editor for this e-newsletter, who is making enormous
efforts in streamlining the multifaceted process of municipal activities, which
includes among others the overwhelmingly welcomed “Whatsapp” mode of public
grievance redressal system.

month of June 2015 of Oulgaret Municipality in compiling and updating the
news for the general public. I ensure that this e-newsletter will cover the whole
range of issues from challenges to achievements as well as our future plans. I
also ensure that every month the e-newsletter will be published covering all the
activities done during the month.

OULGARET MUNICIPAL BACKGROUND
Prior to the upgradation of Municipality, this local body remained as Oulgaret
Commune Panchayat. Accordingly, Oulgaret Commune Panchayat existed from the
year 1973 to 13.01.1994 and thereafter it was upgraded as Oulgaret Municipality.
This Municipality covers Seven Assembly Constituencies viz; 1. Oulgaret, 2. Indira
Nagar, 3. Kadirkamam, 4. Thattanchavady, 5. Lawspet, 6. Kalapet & 7. Kamaraj Nagar
comprising 37 wards.
As per the 2011 Census of India, the total number of
population covering the limits of Oulgaret Municipality is more than 3.25 lakhs. The
total number of households as per 2011 Census is about 70,000 Nos. covering an area
of 36.7 Sq.Km.

ACTIVITIES DURING THE MONTH OF JUNE 2015
RECEIPT OF GRIEVANCE THROUGH “Whatsapp”
One of the major area of crux in administering Oulgaret Municipality is the
modality in redressal of public grievance. Not only the general public find difficult in
addressing their grievance, but also the Municipal Administration faced difficult in
initiating proper follow-up action. Thus in order to streamline the conventional
method of lodging complaints to a user friendly mode, in the history of the local
body, this Municipality introduced receipt of complaints from the public through
“Whatsapp” mode of application using Smart Phone directly to the Cell Number of
the Commissioner 9443371671. This user friendly type of launching complaints
through Whatsapp is overwhelmingly welcomed by the general public, besides it
becomes easy for the Commissioner to monitor and address their grievances through
Whatsapp Monitoring Cell of Oulgaret Municipality.
COLLECTION OF ARREARS OF CABLE TV/ENTERTAINMENT TAX
Under the provisions of Puducherry Municipality Act, 1973 there was an arrear
of Rs. 57.00 lakhs of Entertainment Tax on Cable TV upto 31-03-2014.
This
Municipality convened a meeting of all the Cable TV Operators during February 2015
and ordered to remit the arrear amount in five equal installments. Resultant, many
of the operators responded in payment of monthly equal installments, while to the
defaulters this Municipality swiftly reacted by disconnecting the cable wires. Because
of this stringent measure initiated by Oulgaret Municipality at of the arrear amount
from Rs.57.00 lakhs an amount of Rs.50.00 lakhs of arrear collected by the end of
June 2015.

CONDUCT OF PUBLIC GRIEVANCES REDRESSAL MEETING
For the first time in the history of Municipality, constituency-wise Public
Grievance Redressal meeting was conducted. On this line, Kamaraj Nagar Assembly
Assembly Constituency Meeting was conducted wherein hundreds of general public
from various sectors attended the meeting who were all educated the about defects
of throwing garbages in the street besides other issues. Further they were also asked
to utilise the services of lodging complaints through Whatsapp about garbage
cleaning as well as “L” and ‘U’ drain cleaning directly to the Cell Number of Municipal
Commissioner.
CLEANING OF GRAVEYARDS
As a part of Swatch Bharath Mission, Oulgaret Municipality already in action in
cleaning all the graveyards in its limit. In this line, the graveyard in J.J.Nagar was not
only cleaned but also multiple varieties of plant saplings were planted and with the
help of the Community, they are being rightly maintained. In a phased manner
cleaning of all the other graveyards are in process.
RESTORATION OF DEFUNCT THE ELECTRICAL CREMATORIUM
The Electrical Crematorium adjacent to the Karuvadikuppam burial ground
remained defunct for more than one year. Because of the strenuous effort initiated
by this Municipality, all the electrical repair works were attended and crematorium is
functioning from 1st May 2015. A funeral fee Rs.850/- is charged from the general
public for cremating a body.

COLLECTION OF PROPERTY TAX
As per the provisions of the Pondicherry Municipalities Act, 1973, the Property
Tax has to be remitted in advance for every financial year. Precisely, the first half
yearly of Property Tax is due by 15th April of every year and therefore in order to
augment revenue to Oulgaret Municipality collection process of Property Tax was
already initiated from the month of June 2015 itself, by serving the Demand Notice to
the tax assessees.
Accordingly the Property tax assesses of Kamaraj Nagar Assembly constituency
was taken-up and 45 teams comprising of Oulgaret Municipality staff members were
framed to serve the demand notices. The same is in operation in a successful manner
with the co-operation of the team members of Oulgaret Municipality and the
revenue collection escalating.
CATCHING OF PIGS AND PIGLETS
Series of complaints are received by this Municipality through Whatsapp about
pig menace prevailing in their residential area. Responding to this social issue, in the
recent past, more than hundreds of pigs were caught in various areas of this
Municipality limit. However, it is admitted that pig menace continuous for the
reasons catching of pigs remain a cumbersome for the pig catchers and the persons
rearing pigs are letting them roam in open space of residential areas. Action is being
initiated against those who are causing nuisance and health hazard to the general
public.
