SECTION 4. The third paragraph of said section 90 of said chapter
131, as appearing in section 1 of chapter 802 of the acts of 1967, is
hereby amended by inserting after the word "eighteen", in line 1, the
words:—, nineteen, nineteen A.

ACT FURTHER REGULATING THE ELECTION OF
DELEGATES TO THE STATE CONVENTIONS OF POLITICAL
PARTIES HELD IN THE YEAR NINETEEN HUNDRED AND
SEVENTY-TWO.
Whereas, The deferred operation of this act would tend to defeat
its purpose, which is to provide forthwith for the election of delegates
to the state conventions of political parties in the year nineteen
hundred and seventy-two by ward or town committees elected in said
year, therefore it is hereby declared to be an emergency law, necessary
for the immediate preservation of the public convenience.
Be it enacted, etc., as follows:
Notwithstanding any contrary provision of' law, each ward or town
committee desiring representation at the state convention of a
political party to be held in the year nineteen hundred and seventytwo shall elect delegates to said convention at the organizational
meeting of the members of said ward or town committee elected in the
year nineteen hundred and seventy-two which is called pursuant to
the provisions of section four of chapter fifty-two of the General
Laws. The chairman of each such ward or town committee shall notify
the respective city committee, in the case of a city, or the state
committee, in the case of a town, of the election of said delegates not
later than the last Wednesday in May, nineteen hundred and seventytwo.

Chap. 225. A N ACT DEFINING THE TERMS "BOILER" AND "PRESSURE
VESSEL" UNDER THE LAW REGULATING BOILERS.
Be it enacted, etc., as follows:
SECTION 1. Section 1 of chapter 146 of the-General Laws is hereby
amended by inserting after the definition of "Board" the following
definition:— "Boiler", A closed pressure vessel in which water is heated, steam is
generated, steam is superheated or any combination .thereof, under
pressure or vacuum for use externally to itself by the direct application of heat from the combustion of fuel, or from electricity or nuclear
energy. The term "Boiler" shall include fired units for heating or
vaporizing liquids other than water where these units are separate
from processing systems and are complete within themselves.

SECTION 2. Said section 1 of said chapter 146 is hereby further
amended by inserting after the definition of "Inspector", as most
recently amended by section 3 of chapter 486 of the acts of 1958, the
following definition:—
.
"Pressure Vessel", A vessel in which the pressure is obtained from
an external source or by the application of heat from an indirect
source or from a direct source, other than a vessel defined as a
"Boiler" in this section.

A N A C T FTJBTHER REGULATING T H E RESIDENCY REQUIRE-
M E N T S FOR APPOINTMENT OF POLICE OFFICERS UNDER THE
CIVIL SERVICE LAW.
Be it enacted, etc., as follows:
Section 48A of chapter 31 of the General Laws, as most recently
amended by chapter 16 of the acts of 1969, is hereby further amended
by striking out the first sentence and inserting in place thereof the
following two sentences:—No applicant for appointment to the police
force of a city or town shall be required by rule, or otherwise, to be a
resident of such city or town at the time of filing his application for
examination for such appointment; provided, however, that notwithstanding the provisions of any general or special law to the contrary,
any person who receives an appointment to the police force of a city
or town shall within nine months after his appointment establish his
residence within such city or town or at any other place in the
commonwealth that is within ten miles of the perimeter of such city or
town. If any person has resided in a city or town for one year
immediately prior to filing his application for examination and has
the same standing as any person who has not so resided in such' city or
town, the director of civil service, when establishing the list of eligible
applicants, shall place the name of the person so residing ahead of the
name of the person not so residing, or upon written request of the
appointing authority to the director, the director shall place the names
of all persons who have resided in a city or town for one year
immediately prior to the date of examination ahead of the name of
any person not so residing, provided that the request is made prior to
establishment of the eligible list.

A N A C T F U R T H E R REGULATING T H E M E M B E R S H I P O F S T U -
D E N T ADVISORY COUNCILS TO THE BOARD OF EDUCATION TO
INCLUDE CERTAIN STUDENTS IN A VOCATIONAL SECONDARY
SCHOOL.
Be it enacted, etc., as follows:
The fifth paragraph of section I E of chapter 15 of the General
Laws, as appearing in section 1 of chapter 1009 of the acts of 1971, is
hereby amended by striking out the first sentence and inserting in
place thereof the following sentence:—There is hereby established a
student advisory council to the board of education, consisting of four
elected representatives from each student regional council established
under the provisions of this section, one of whom shall be a student in
a vocational secondary school.
