Spring 2014 Citizen’s Planning Academy Speakers Melissa Anguiano Economic Development Manager City of Sacramento Chair, City of Sacramento Planning and Design Commission City of Sacramento Kiyomi Burchill [email protected] [email protected] Melissa is the Economic Development Manager for the City of Sacramento. Her top priority is to support the department in implementing strategies to foster market recovery and leverage opportunities to create jobs and prosperity as the market returns. In addition, Melissa manages the City’s Master Lease with U.S. National Leasing for the former Sacramento Army Depot. Melissa has over 12 years of experience in Economic Development principles, practices, and implementation including community and business development, real estate development, and redevelopment. She has been with the City since August 2004. Prior to Sacramento, Melissa served as an Economic Development Specialist with the City of Fremont for over 5 years. Kiyomi Burchill is Chair of the City of Sacramento Planning and Design Commission. She was first appointed to the Planning Commission in March 2011, and completed the City Planning Academy in November 2008. Professionally, Kiyomi serves as Assistant Secretary of the California Health and Human Services Agency. Prior to this position, she served as a Policy Consultant to California Senate President pro Tempore Darrell Steinberg in the State Legislature where she worked on housing policy, among other areas. Kiyomi was one of 50 Americans selected for a four‐week Marshall Memorial Fellowship by the German Marshall Fund of the United States, learning from urban leaders and policymakers in five countries (Belgium, Denmark, Greece, Former Yugoslav Republic of Macedonia, and Poland) in 2013.
Ellie Buford William Burg Environmental Services Manager Development Services Department [email protected] Ms. Buford has been balancing environmental protection regulations and proposed development for over ten years as the Environmental Services Manager for the Development Services Department, which oversees the environmental review / CEQA compliance for development projects. Prior to coming to work for the City, she worked for the City of Santa Barbara, the City and County of San Francisco and in private consulting. She served as the Senior Environmental Project Manager for several major projects including the Railyards Specific Plan and Sutter Medical Center Expansion. President, Sacramento Old City Association [email protected] William Burg is a historian specializing in the history of urban planning and transportation networks. He holds a Master of Arts in Public History from Sacramento State, and is a Planning Academy graduate. He has written five books on Sacramento's history and urban development: Sacramento's Streetcars, Sacramento's Southside Park, Then and Now: Sacramento, Sacramento's K Street: Where Our City Was Born, and Sacramento Renaissance. He works for the California Office of Historic Preservation as a historian, and is currently President of Sacramento Old City Association, a historic preservation and urban planning nonprofit. William is also a Planning Academy graduate. 1 Spring 2014 Citizen’s Planning Academy Speakers Robert Burris Ed Cox Senior Vice President, Sacramento Area Commerce & Trade Organization (SACTO) Bike and Pedestrian Coordinator, City of Sacramento [email protected] [email protected] Robert Burris is Senior Vice President of the Sacramento Area Commerce and Trade Organization (SACTO). He is trained as an urban economist and is experienced in applied economics, economic development, and real estate market analysis. As Deputy Director, his responsibilities include external marketing and company recruitment for the six‐county Sacramento Region. Burris's professional experience includes information technology marketing with AT&T/NCR Systemedia Group, real estate, economic and urban land use research with the California State University system, private consulting with a northern California economic consulting firm, as well as senior management positions. Robert received a B.A. in Business Economics from the UCSB and an M.B.A. in Business Administration with an emphasis in Market Analysis from the Sacramento State University. Ed Cox is the City of Sacramento’s Bike and Pedestrian Coordinator and has been for the past 14 years. He has been working to make improvements to the walking and bicycling environment at both the policy level and the implementation level. He is involved with the City of Sacramento’s General Plan, programming of transportation funds, applying for grant funding and reviewing of design plans for new transportation projects as they relate to bicycle and pedestrian improvements. He also serves on the board of directors for the Sacramento Transportation Management Association and is a former founding board member of the Sacramento Area Bicycle Advocates and the California Bicycle Coalition. He has also been an active participant with WalkSacramento and CalPed. Ed received a B.A. degree in Architecture from the University of New Mexico and a master’s degree in Architecture from the University of Oregon. Jeffrey Damon Roberta Deering AICP, Director, Long Range Planning Sacramento Regional Transit District Preservation Director Planning Division, Community Development Dept. [email protected] [email protected] Jeffrey Damon joined the Sacramento Regional Transit District (RT) in 2011 and is presently the Director of Long Range Planning. Key projects his Department is leading include the Green Line to the Airport, integration of High Speed Rail and the San Joaquin Regional Rail efforts, the Downtown Arena, and supporting the Sacramento Streetcar with SACOG, complete streets efforts with Sacramento County, redevelopment of the Dos Rios (Twin Rivers) area with SHRA, and planning for the implementation of bikeshare with SMAQMD. Prior to joining RT, Mr. Damon had a 30+‐year career working as a consultant in private industry on transportation planning efforts mainly in the western US. His experience has been multi‐modal in nature ranging from bus and rail transit to roadways and pedestrian and bicycle planning efforts. He holds a B.S. in Economics, a Masters of Transportation Planning, and is a member of the American Institute of Certified Planners. Roberta Deering returned to the City of Sacramento in 2003 after serving 5 years as Executive Director for the California Preservation Foundation. Within 2 years of her return, a writer from East Sacramento called her one of Sacramento’s, “preservation pioneers…whose short tenure has done so much to further work in creating historic districts, historic surveys, a stronger preservation plan and ordinance, and public awareness.” She has been a speaker for the National Trust for Historic Preservation, National Alliance for Preservation Commissions, California League of Cities' Planners Institute, the California Preservation Foundation and the Society for California Archaeology, among many others, on historic preservation topics including incentives and outreach, CEQA, the California Historical Building Code, building support for surveys and historic preservation programs and exploring ways to share the past through heritage tourism. 2 Spring 2014 Citizen’s Planning Academy Speakers Teri Duarte Max Fernandez Executive Director WALK Sacramento [email protected] Teri Duarte joined WALKSacramento as Executive Director in 2011. Teri has a Masters of Public Health degree and for 22 years managed the Women, Infants and Children Nutrition Program for the County of Sacramento. In 2004, after a trip to Guanajuato, Mexico, she became interested in community walkability. She worked with the Sacramento City and County planning departments to develop policies that lead to development that facilitates walking and bicycling. She helped WALKSacramento launch its Complete Streets Coalition. She served part‐time in 2009‐10 in the Land Use and Transportation unit of the Sacramento Metropolitan Air Quality Management District. Director of Community Development Department [email protected] Max Fernandez is the Director of the Community Development Department and has been a City employee for 22 years. Max also served as Code Enforcement Director, and Neighborhood Services Director. He led the Sacramento Streamline effort, which won the Government Innovation award in 2012 from the Sacramento Chapter of the American Society for Public Administration. Teresa Haenggi Fedolia 'Sparky' Harris Principal Planner Associate Planner Community Development Department [email protected] Department of Public Works, City of Sacramento [email protected] Teresa Haenggi is an Associate Planner with the City of Sacramento Community Dev elopement Department. She has over 14 years of planning experience, and her primary role is General Plan implementation, including: rezoning over 2,000 parcels, updating the zoning code, evaluating the city’s capital improvement program for general plan consistency, and preparing general plan annual reports. Fedolia ‘Sparky’ Harris has been with the City for 13 years having previously worked as a planner with the Sacramento Area Council of Governments for 7 years. After serving 4 years in the Planning Department, he was promoted to Senior Planner and his team was transferred to what is now the City’s Public Works Department. Mr. Harris’ planning interests include transit station area planning, streetcar planning, transit oriented development, policy analysis, GIS analysis, statistics, public presentation, and consensus building. Mr. Harris holds both a B.A. in Geography and an M.A. in Urban Planning from UCLA and currently serves on the Planning Commission of the City of Elk Grove. Harvey, a registered Architect in California, is the Senior Vice President of Development for Petrovich GROUP, one of the West Coast largest privately held Development Company specializing in the development commercial and residential real estate development, construction, investment, and property management of commercial and mixed‐use projects including R firms. Since 1983, he has developed and built over Street Market and Curtis Park Village. In his professional 4,000 lots and homes within the SMA including Metro career he has worked on and entitled public, Square, Islands of Riverlake, and SoCap Lofts in the City institutional, educational, and private projects that have of Sacramento. David Kwong Laurie Litman Martha Turner AICP Planning Director, City of Sacramento Co‐founders, 350 Sacramento [email protected] [email protected] Laurie Litman and Martha Turner are co‐founders of “350 Sacramento” (http://www.350sacramento.org/index.html), a local organization that supports local initiatives to reduce greenhouse gas emissions and engage with Sacramento area citizens and local community groups to help build the global climate movement. They are working to encourage climate friendly policies, behaviors, and businesses. In 2012‐2013, 350 Sacramento partnered with the City and other organizations to participate in the CoolCalifornia Challenge, a competition between California cities to reduced greenhouse gas emissions David Kwong, AICP, is the Planning Director for the City of Sacramento. He oversees all aspects of the city’s planning programs, including current and long range planning, environmental planning, Urban Design and Historic Preservation, and zoning code implementation and compliance. He has over 24 years of planning experience and has been with the City more than 14 years. He has overseen planning and development during times of both rapid growth and economic downturn. David has worked with his staff to implement a new general plan, development and implementation of a new planning and development code and process changes for better planning and development in the city. 4 Spring 2014 Citizen’s Planning Academy Speakers Jim McDonald Kacey Lizon Senior Planner, SACOG AICP, Senior Planner, Long Range Planning City of Sacramento [email protected] [email protected] Kacey Lizon is a senior planner for SACOG specializing in integrated land use and transportation planning. Kacey manages SACOG's Metropolitan Transportation Plan/Sustainable Communities Strategy, a 20‐year regional plan that is updated every four years. She also leads several aspects of SACOG’s Blueprint land use program, including land use forecasting and analysis and technical assistance to the region’s 28 cities and 6 counties. Prior to joining SACOG she was a planning consultant, mainly working in northern California. Kacey received her Masters of Regional Planning and Bachelor of Science from Cornell University. Jim McDonald is currently a member of the American Institute of Certified Planners (AICP) and is a certified floodplain manager (CFM). He is a Senior Planner in the Long Range Planning division of the City of Sacramento’s Planning department and has over 20 years of planning experience. In addition to his responsibilities in the Planning Department, he has guest lectured for the Sacramento Area Council of Governments (SACOG) and for the Planning Academy. Some of the projects he has worked on include the "65th Street/University Transit Village Plan", “South 65th Street Area Plan”, “2030 General Plan”, “Shining Places: Sacramento and National Examples of Smart Growth” publication, and the "Transit for Livable Communities" land use recommendations for development near light rail.

He has 18 years of expertise in municipal planning, including current planning, long range planning, housing policy, and community participation. Tom is Sacramento’s Long Range Planning Manager, and directed the preparation of the Sacramento 2030 General Plan (www.sacgp.org), and the city’s Climate Action Plan. He is currently overseeing the 2035 General Plan Update, which will include the integration of the Climate Action Plan into the general plan. Joy Patterson is a Principal Planner with the Planning Division of City of Sacramento’s CDD. She has worked as a planner for the City of Sacramento for 31 years. Some of her early projects include Arco Arena, Arden Fair Mall expansion and the Riverlake development in the Pocket area. Since 1993 she has served as the City's Zoning Administrator, a public hearing officer for a variety of land use entitlements. She has also acted as the City's Preservation officer and supervised the site conditions unit in the Building Division. Besides her duties as Zoning Administrator, Joy’s areas of responsibility include supervision of the Planning Division public counter, supervision of the Zoning Investigators related to code enforcement, and regulatory improvements to the Sacramento City Code related to land use, including the Planning and Development Code (Title 17) and sign regulations.
Kristi Perry Luis R. Sanchez Manager and Small Business Owner 350 Sacramento Board Member Senior Architect Community Development Department [email protected] [email protected] Kristi Perry serves on the board of the local climate action group, 350 Sacramento, a Sacramento‐based organization that supports local initiatives to slow (and eventually reverse) climate change. Kristi is also the manager of a sole‐practitioner medical practice in Sacramento, and a small business owner. She has 7 years of experience in medical practice management, and prior to that spent 10 years in the electronics industry as a project manager and electrical engineer. She is an avid cyclist and runner, and enjoys spending time with her family along the American River. Luis Sanchez is a Senior Architect with the Community Development Department, overseeing the design review of applications for development for compliance with Site Plan and Design Review ordinance and guidelines. With 23 years of service with the city, Mr. Sanchez is a licensed architect in the state of California since 1994. He is a member of the American Institute of Architects, a Commissioner with the Historic State Capitol Commission, as well as a past Commissioner with the California Architects Board. In addition, Mr. Sanchez is a LEED accredited professional. He has also been published in Urban Concepts, a monthly newsletter covering Design Review, Historic Preservation & Urban Design, as well as interviews in the Sacramento Bee, and Metropolis, an architecture, culture, and design magazine. 6 Spring 2014 Citizen’s Planning Academy Speakers Greg Sandlund Randy Sater Associate Planner City of Sacramento President, Stonebridge Properties [email protected] [email protected] Randy Sater has over twenty‐five years of experience in Real Estate, Land Use Planning and Community Building. He serves as President of StoneBridge Properties, LLC. StoneBridge Properties, a subsidiary of Teichert Land Co., is a developer of sustainable master‐
planned communities. Randy’s community involvement includes 2013 Board Chair for the Power Inn Alliance Business Improvement District, 2010 Board Chair for the Sacramento Metropolitan Chamber of Commerce, Full Member and Past‐Chair of the Urban Land Institute Sacramento, founding member and Past President of the Cache Creek Conservancy, Past Chair of Valley Vision, Board Member of the California State University, Sacramento, Advisory Board, Vice President of the Power Inn Alliance, current Board Member of Crossroads Diversified, current Board Member of University Extension, Sac State; and current Board Member of American Leadership Forum. Greg Sandlund has worked as a planner for 8 years with the City of Sacramento and is primarily responsible for developing and implementing zoning code amendments that facilitate sustainable, urban growth. He is currently the project manager for the update of the Mixed Income Housing Ordinance and recently completed the update to the 2013‐2021 Housing Element of the General Plan. He has also developed ordinances and policies relating to transit oriented development, parking requirements, urban design standards, as well as reasonable accommodation and universal design for residential development. Greg has a M.S. in Community Development from the University of California, Davis. Brian Sehnert Helen Selph AIA, LEED BD+C Principal, bVerdant Associate Planner City of Sacramento [email protected] [email protected] A registered Architect and LEED Accredited Professional, Brian is recognized as an expert in the area of green building and sustainable design and construction, and is personally dedicated to making high‐performance and renewable‐energy systems more prevalent in commercial building projects. His lectures have helped to educate building owners and industry professionals on environmental and passive design, photovoltaics and other advanced technologies. Brian also has experience guiding projects through the LEED, Collaborative for High Performance Schools and Green Point Rating Systems. He serves on the AIA Central Valley, USGBC Capital Branch and Soil Born Farms Board of Directors. Helen Selph has served as project manager for the Citizen’s Planning Academy since 2005, and has been employed by the City of Sacramento since 2003. She has over 14 years of planning experience in both public and private sectors, including long range and current planning. She has a particular interest in sustainable planning and design, and contributed to the City’s Climate Action Plan, General Plan, and Sustainability Master Plan. She holds a B.A. in Landscape Architecture from Cal Poly Pomona, and a Bachelor’s degree in Food Science and Nutrition form Cal State University, Northridge. 7 Spring 2014 Citizen’s Planning Academy Speakers Greg Taylor Kirk Skierski Planning Intern City of Sacramento Project Manager, Sacramento Valley Station Public Works Department [email protected] Kirk Skierski is a graduate of the University of California Davis. He studied Environmental Policy Analysis and Planning with a minor in English. Prior to his internship with the City of Sacramento, Kirk completed an internship with Supervisor Don Saylor, Yolo County District 2. There, Kirk was the project leader of a pedestrian and bicycle infrastructure update, and created a project proposal that was presented to members of Yolo County Public Works and council members for the City of Winters. Kirk’s goal is to work as a full time planner at either the city or county level. [email protected] Mr. Taylor was formerly the Urban Design Manager for the City of Sacramento. He is currently transitioning from the Community Development Department to the Public Works Department to work exclusively on the Sacramento Valley Station (Intermodal Station) project at the Downtown Railyards site. This is a critical project of citywide importance being managed by the Public Works Department and the City Manager’s Office. Mr. Taylor graduated from Harvard University in 1997 after 8 years of professional practice in Sacramento and San Francisco with a Master of Architecture in Urban Design. Prior to forming his own practice, Mr. Taylor was employed with several firms recognized for design excellence. Mr. Taylor has a solid reputation for design excellence in a wide range of projects and has been a public advocate for urban design in Sacramento’s downtown community, and founded the Urban Design Alliance – Sacramento to promote excellence in design of public spaces in the Capitol city. Paul Zykofsky Assoc. AIA, AICP Associate Director Local Government Commission [email protected] Paul Zykofsky directs the Local Government Commission’s programs related to land use and transportation planning, community design, and health and the built environment. During the past 18 years he has worked with over 200 communities to improve conditions for infill development, walking, bicycling and transit and has helped facilitate participatory design charrettes in over 50 communities. Zykofsky is certified to facilitate workshops on Walkable Communities, Safe Routes to School, Complete Streets and pedestrian safety.
