The retail milk price information shown in this report has been collected by Federal milk
order market administrators (MA’s). This information, which has been assembled for
several years, has been helpful in answering congressional and other inquiries concerning
retail milk prices. It also has been a valuable compliment to similar information reported
by the Bureau of Labor Statistics (BLS) of the U.S. Department of Labor.
The data for the MA series are collected by surveying one outlet in each of the largest
food store chain, the second largest food store chain, and the largest convenience store
chain in selected cities or metropolitan areas. The same outlets are surveyed each month.
The survey is conducted on one day between the first and tenth of each month, excluding
Fridays and weekends. The price reported is for the most common brand, based on shelf
space, and does not represent a temporary special price, or one that is dependent on the
purchase of other food items or the use of a cents-off coupon. The determination of the
largest and second largest food store chain is based on estimated sales of fluid milk
products in the metropolitan area. When using the “selected cities” data series, it is
important to remember exactly what this price series represents and to point out that for a
particular city these prices are believed to be reflective of price levels and change over
time. However, in making city-to-city comparisons using this data series, it is important
to remember that price differences may be affected by brand market share and retail
pricing policy variations.
Table 1 presents all-city average retail prices for whole milk and reduced fat (2 %) milk,
by month, 2001 through 2005, and annual averages for 2001 through 2005. Retail prices
in about 30 cities were surveyed. Over the past five years, prices for both whole milk and
reduced fat (2 %) milk increased, rising about 11 percent and 10 percent respectively.
Most of the rise during this period occurred during 2004 and 2005. In 2002 and 2003
retail prices averaged lower than in 2001. Retail prices for both products reached all-time
record highs in June 2004. Over the time period surveyed, the difference between the
retail prices for whole milk and reduced fat (2 %) has widened from 8 cents a gallon in
2001 to 12 cents in 2005.
Tables 2 and 3 present the individual-city data on retail prices for whole and reduced fat
(2 %) for the period January 2001 through December 2005. The figures represent the
simple average of the three outlets reported for each city. In reviewing the information in
these tables, it is important to remember the objective of this data series is to measure the
level of price in a particular city such that changes over time can be measured
comparably. City-to-city comparisons may not be comparable. For example, the average
retail price for a gallon of whole milk in one city might include the top-of-the-line
product of a fluid milk processor that has expanded a large amount of time and money in
developing a strong brand recognition; whereas the price in another city might be
influenced by the private label of a large chain store. In addition, in some cities fluid
milk products might be positioned as price leaders to attract customers whereas in other
cities the setting of retail milk prices below cost might be prohibited. These
relationships, along with differing raw milk costs, should be recognized if location
comparisons are made using this data series.
During 2005, retail prices for whole milk on average were the lowest in Cincinnati, OH
and the highest in Chicago, IL while, retail prices for reduced fat (2 %) milk on average
were lowest in Carbondale, IL and highest in New Orleans, LA. It should be noted,
however, that New Orleans prices for September – December 2005 were estimated due to
lack of data resulting from hurricane disruptions. While, generally, reduced fat (2 %)
milk prices were lower than whole milk prices, in the five cities of Cincinnati, Detroit,
Fort Lee, Miami, and New Orleans prices for the two products averaged the same for the
year. In Baltimore and Dallas, prices for reduced fat (2 %) milk averaged higher than
whole milk. The largest yearly average difference in retail prices for the two products
occurred in Chicago, IL where reduced fat (2 %) milk averaged 38 cents lower.
Significantly lower average prices for reduced fat (2 %) milk were also seen in
Milwaukee and Seattle.
Table 4 presents the retail price information by type of surveyed outlet; annual averages
for 2001-2005 are shown by selected city or metropolitan area. In 2005, for all cities
combined, the price for whole milk was lowest in the largest food store chain and the
largest convenience store chain at $3.31 per gallon, and was 4 cents higher in the second
largest food chain store at $3.35 per gallon. For reduced fat (2 %) milk, prices were
lowest at the largest convenience store chain, $3.14 per gallon, followed by $3.20 per
gallon at the largest food store chain, and $3.25 per gallon at the second largest food store
chain.
There were some cities with significant variations in the price relationships among the
types of outlets. For example, using 2005 information, in Pittsburgh, PA, there was no
price variation among the outlet types. In Seattle, WA, prices at the convenience store
outlet were significantly lower than the two food store chain outlets for both whole milk
and reduced fat (2 %) milk. In Carbondale, IL, prices for both fluid milk products at the
convenience store outlet were significantly higher than either of the two store outlets.
Figure 1 shows the all-cities-combined simple average prices for whole milk and reduced
fat (2 %) milk for the January 2001 through December 2005 time period.
