DEAR READERS,
This year is off to a very fast start in all of our businesses. We continue
to add construction backlog while seeing strong improvements in our
hospitality and materials segments. With all of this opportunity, I am
extremely excited about this year and our future.
The opposite side of having all these opportunities is the tremendous task of meeting our
own expectations. The news today consistently echoes our experience and intuition that we
will face even greater difficulties in staffing our needs with quality skilled people in the future.
In the last issue of the Zachry Advantage, I began describing an evolution of our culture that
will take place during the next few years. The changes we will all experience are necessary to
meet the challenges of our growth and success.
Who we are as people is at the very heart of everything we do as a company. We will
significantly increase investments in our people, as sharpening our skills is the most
important part of supporting growth. We will accomplish this through increased investment in both leadership and technical training.
Many of the skills of leaders are consistent across industry, and we will create programs that bring together leaders from each of our
businesses so that they can learn from each other. In the short term, we recently implemented a program to incentivize employees to
identify great new people to join our corporate family.
One critical aspect of our efforts is that we must have a culture that supports and encourages excellence and rewards collaboration.
That culture must also move forward nimbly in search of opportunities to improve. We do not have the time, and should not have the
patience, for mediocrity. I have written often about the importance of creating a meritocracy, and the time for that has never been
more at hand.
To get the very best people, we must simply be the place where the very best people want to work. One significant aspect of our
cultural evolution is that we will support our values as well as initiate a process to determine whether the benefits we offer our
employees are really a benefit to them. A few additional examples or programs you should expect to see include: paid parental and
maternity leave, a focus on leaders having some ability to communicate in Spanish, and a renewed emphasis on showing that we care
for our people in times of personal crisis.
We have a lot going on all around our company, and I am ready for us to face whatever challenges lie ahead. Together We Can Do Great
Things is more than simply a statement of our values—it is a key to our success and that of all of our people.

HEMISFAIR PARK
The legacy continues and the extraordinary begins.
For nearly 50 years, Zachry has been involved
in, and committed to, the mission and vision of
Hemisfair Park in San Antonio, Texas.
Zachry developed, built, and owned and operated
the Hilton Palacio del Rio hotel since its opening just
before the World’s Fair in 1968. At the time, the hotel
was a marvel, having been built in a record 202 days
through innovative modular construction. Today,
historical facts about the hotel and Hemisfair Park
are kept alive through tour guides and personal stories
passed down through generations from the residents
of San Antonio.
Now, a new era of Zachry and a new plan to once
again transform Hemisfair Park into an urban retreat
will serve the people of San Antonio and its guests
for generations to come. On Feb. 2, a unanimous vote
by the San Antonio City Council gave Zachry the final
approval on the plans for development. David Zachry,
president and CEO of Zachry Corporation, attests this
achievement to employees. “We are nothing without
our wonderful people,” said Zachry. “We have always
built our businesses by finding the very best people
and making them a part of our family.”

The Hemisfair project plan will provide approximately
385 mixed-income residential units, up to 70,000
square feet of retail space, up to 110,000 square feet
of office space, 200 hotel rooms and approximately
800 underground parking spaces.

The public-private partnership agreement, or P3 as it’s
known in the industry, is made up of $200 million in
private investments.
“I believe everyone will look back on today as the day
San Antonio truly activated Hemisfair as it connects
to the Alamo, the Riverwalk, La Villita and the
Convention Center,” said District 1 Councilman
Robert Treviño.

BREAKS GROUND
ON NEW HOTEL
Zachry Hospitality hosted an official groundbreaking of
its newest hotel on January 23, 2017. Once complete,
Embassy Suites by Hilton San Antonio Landmark Centre
will include 203 all-suite guest rooms, 7,800 sq. ft. of
flexible meeting space, a restaurant, outdoor swimming
pool and fitness center.
Robert Thrailkill, vice president of Zachry Hospitality,
celebrated the event with business partners and
community leaders including San Antonio Mayor Ivy
Taylor and Texas Secretary of State Rolando Pablos.
“This expansion will not only provide additional guest
rooms, but will grow Zachry Hospitality and create new
jobs and bring new opportunities to the city of San
Antonio,” said Thrailkill.
The Building Division of Zachry Construction
Corporation began construction in early January, with a
grand opening planned for July 2018.
“Our construction team is ready and excited to be
a part of another great Zachry project,” said Darrell
Arevalo, director of operations for Zachry Construction
Corporation. “Even though both companies work for
Zachry Corporation, we are approaching this project
like any other important customer—with ingenuity and
commitment.”
The hotel will be located at 5615 Landmark Parkway
in the southeast corner of I-10 and Loop 1604 in San
Antonio. Guests will be able to enjoy the Shops at
La Cantera, The Rim, Six Flags Fiesta Texas and The
University of Texas at San Antonio.

The permanent crushing plant at the Solms Operation
in New Braunfels, Texas is Capitol Aggregates’ latest
hit. It just came online in January 2017 replacing the
temporary plant. Right now, it creates the same two
products that the temporary plant did: Base (11/2” and
smaller) and 3”x5” stone. The difference is, the output
nearly doubled, going from a capacity range of 450520 tons per hour up to 975 tons per hour. That’s
huge…but so is the story behind it.
It started in May 2014, when Capitol Aggregates
bought 1,100 acres of land southwest of New
Braunfels from an international concrete firm.
The site came with vast limestone reserves, but also
with challenges.
Take permitting, for example. As with all crushed
stone operations, Solms has to follow strict air quality
regulations to minimize dust at the hopper, crusher,
drop chutes – every transfer point. The land also sits
over the Edwards Aquifer and is subject to stringent
WPAP (water pollution abatement plan) rules. In
addition, the property is adjacent to a dam built by
Comal County between 2009 and 2012 – and the
county engineer had to be assured that blasting
required for our operations would not jeopardize
that structure.
Then there was work to make the site suitable as
a Capitol quarry: remove material stockpiled from
the dam construction, get the temporary crushing
equipment up, excavate a hill to create a level area for
the permanent plant, and more.
Charged with undertaking this challenge was Sr. Area
Manager Charlie Gronewold, a mining engineer who
joined Capitol’s team on July 28, 2014. Gronewald
made Kenneth Kramer, Jr. plant manager, a 37-year

aggregate professional and son of the late Ken Sr.,
plant manager and much-admired employee for
nearly 40 years, and Heavy Equipment Operator
Richard Cepeda, who brought 29 years of experience
with Capitol Aggregates. Kramer and Cepeda were
the first two employees to work at Solms.
Starting in early August 2014, things moved fast.
Debris was hauled, brush cleared, permits acquired
and blasting began. By March 2015, the temporary
dry crushing plant was up and running. Crushed stone
was shipped to Capitol Aggregates San Antonio
cement plant and other clients, and the land was
prepped for building of the permanent dry crushing
installation, which started construction on
June 30, 2016.
The next move for the Solms Operation will be to
install a temporary wash plant which will produce
washed rock for another range of clients, including
asphalt and ready mix plants. The temporary wet
plant will have a production rate of 300 tons per
hour and will provide a wide range of products: B, C,
D and F rock, 1” concrete rock, Grade 4, Grade 5 and
concrete sand. Production from this temporary plant
is scheduled to begin later this year.

San Antonio has a
new source of H20.
On January 27, 2017, Zachry Parsons
Water Resources, a joint venture, the
City of San Antonio (CoSA) and the
San Antonio Water System (SAWS)
along with elected officials including
San Antonio Mayor Ivy Taylor, celebrated
the grand opening of the new desalination
plant, the H2Oaks Center. This event
marks an important milestone to secure
and diversify San Antonio’s water supply
for future generations to come. When
future phases 2 and 3 are complete, the
plant will become America’s largest inland
desalination plant.
For years, CoSA and SAWS have worked
on a solution to find an alternative source
of potable water for San Antonio’s
distribution. Their solution was to drill
deeper. In fact, going up to 1,720 feet
for the production supply wells and
more than 5,000 feet deep for the
disposal wells.
The project includes a 60,000-squarefoot water treatment plant facility that
produces up to 12 million gallons of

treated water per day through a reverse
osmosis process in which salts and
minerals are removed. The treatment
plant involved complicated process
mechanical, electrical and SCADA
(supervisory control and data acquisition)
controls systems; some of this equipment
required many months’ lead times for
manufacturing.

In addition to the treatment plant,
the project also included drilling four
production wells and one injection well,
the fitting out of 12 production and two
injection well sites, and installing over
12 miles of high density polyethylene
conveyance pipeline and access roads to
the remote well sites.
“One of our major successes of the
project is achieving the 30-day Reliability
Demonstration Test in the first 30 days
of testing,” said Construction Project
Manager Brian Lennard. “This allowed
the project to move into the 90-day
Commissioning phase which involves
testing and training to transition SAWS
employees to take over plant operation in
March 2017.”
The facility, now called the H2Oaks
Center, not only processes the water,
but is also a great place to teach people
about water conservation. Sandi Wolff,
a former teacher and current executive
with SAWS, said the center will be used
by surrounding schools to teach students
about conservation, innovation, and the
commitment of local government and
utilities to find environment-friendly
solutions to community problems.
It’s all part of a bigger picture that
Zachry is proud to be part of and we look
forward to further success as the next two
phases proceed.
ZUUS
IS GROWING
CUSTOMER BASE.
Zachry Underground Utility Systems (ZUUS) excavates from
24” to 20’ below ground to install, relocate, service or upgrade
electrical, telecommunications and gas lines that provide utility
infrastructure for utility companies, large building/campus
expansion, transportation and civil projects. ZUUS has worked in
San Antonio since 1972 with customer loyalty that spans decades.

“There are a lot of opportunities for ZUUS,” said
Tubb. “I am looking inside and outside Zachry to
find the right partnerships that will bring ZUUS’s
talents to growing cities across central Texas.”
ZUUS’s latest contract win began in January with University
of Texas Health Science Center in a joint project with ZCC’s
Heavy group to upgrade electrical service from CPS Energy
by installation of a tunnel, a large underground vault, manholes
and duct bank systems. ZUUS’s skilled crews have started
strategically digging and will perform these upgrades with
minimal disruption in service to hospital/campus facilities.
This highly specialized service and market demand has put
ZUUS in a position to expand.
“Safety and quality service will always remain our number
one priority,” said Will Tubb, Operations Manager. “ZUUS has
an outstanding customer service reputation and has the right
combination of talented, highly skilled workers, coupled with
unmatched industry experience that the industry needs.”
Tubb joined ZUUS in September 2016. A Texas native with a
background in electrical and heavy highway construction, he is
reaching out to designers, developers and contractors seeking
opportunities outside the core business of servicing utility
companies directly.
“There are a lot of opportunities for ZUUS,” said Tubb.
“I am looking inside and outside Zachry to find the right
partnerships that will bring ZUUS’s talents to growing cities
across central Texas.”
TECH CORNER
ELO TRAINING GOES INTO ROUND 2.
2017 will bring Zachry closer to the paperless operation we’ve been working toward.
For two years, the ERP Team has been taking team members through ‘ELO: 101’ training – both at the home office and
at the job sites. It’s already having positive impact, notes Kevin Walters, V.P. of IT for Zachry Corporation, “especially
on the field accounting side of things. Paperless invoicing is a huge benefit for everyone.”
Now comes round two. Rachael Ferrera, Document Controls Administrator, will be looking to customize and integrate
ELO into specific departments and projects. “We want to sit down with each department and focus on their individual
needs instead of general operations,” she says. “But instead of building three separate workflows for three separate
projects, we want to analyze their needs and build one thing that everyone can use.”
The results should be improved individual productivity and a more collaborative environment, as well, says Ferrera.
“We want to have everything running smoothly and be as paperless as possible – soon.”

In just four years, the Regional Office in Raleigh, North Carolina has gone from being new kid on the block to a partner on two of the
three largest road construction projects ever awarded by the South Carolina Department of Transportation.
How? Local-experienced management hires are bringing a new level of success to Zachry. Operations Manager Drew Johnson arrived
with 35 years of experience; Danny Eudy, Paving Operations Manager, has 39 years; Steve Hubbard, Regional Safety Manager, has
another 30+ years in the industry; and relative newcomer Hank Bernal, Sr.,
Regional HR Manager, has been recruiting for almost 30 years.
Zachry won its first out-of-state bid in March 2012 when it won a $70 million
project to reconstruct part of Interstate 20 in South Carolina. Skilled workers
were brought in from Texas, notes Regional Manager Pike Riegert. “In the
beginning, when jobs were few, it was hard to hire the best local talent.
But now we have five years of backlog and our reputation of being a great
employer is preceding us. So is our specialty area of concrete paving.”
With the workforce now at 161, most Texas employees were able to return
home to other projects – but two San Antonio experts were brought in:
Paving Superintendents Felix Loa and Mike Kimble. Their mission: help
Zachry become the premier concrete paver in the Southeast.
According to Danny Eudy, they’ll be working with local crews to handle
approximately one million cubic yards of concrete paving already in the
Raleigh office backlog. “Ultimately, we’ll have 75 to 100 workers on three
paving crews in the Carolinas, just to handle the concrete work on
the books.”
Riegert believes the growth in the Carolina region is expected to continue.
“It’s one of the fastest growing regions in the country,” said Riegert. “We are
still new and still learning, but we have made tremendous progress with lots
of success and I am thankful to be part of it.”

Zachry Federal Construction Corporation (ZFCC) is the
Zachry company that manages construction projects with
the United States government agencies or departments.
Late last year, ZFCC won two projects working with the
United States Army Corps of Engineers (USACE). First, ZFCC
is prime contractor on the Falfurrias Border Patrol Checkpoint
Project and as a subcontractor to work on Fort Hood Cow
Creek Bridge Project.

Zachry divisions collaborate on the border.
Cross-border traffic on US 281 in Falfurrias, Texas, has increased
dramatically over the decades since the existing border
patrol checkpoint was built in 1994. U.S. Customs and Border
Protection determined that there was tremendous need for a
new, larger and more technologically advanced facility to keep
up with current and projected future demand. So in September
2016, that agency – in partnership with the U.S. Army Corps of
Engineers – awarded ZFCC a $30M contract to be prime general
contractor for a new checkpoint.
Why ZFCC? One major advantage is vertical integration – the
combined experience of Zachry Construction’s Building Division
and Heavy Division along with Capitol Aggregates cement
gave Zachry a major advantage. Both will be required for the
extensive work to be done at the new checkpoint.
According to general superintendent Doug Hutzler, ground
was broken January of this year and work is proceeding, with
completion slated for late summer of 2018. “ZFCC has jumped
out of the gates to self-perform all of the sitework, and will next
start all of the concrete paving and building concrete work.”.
The new facility is being built to satisfy exacting specifications
from the Department of Homeland Security. These will include
20,000 CY’s of concrete paving, 150,000 CY’s of sitework,
8 primary and 16 secondary inspection lanes, plus canopies,
a vehicle inspection lift, and two new z-portals (for vehicle
x-ray inspection!); an 8,600 sq.ft. administration building with
processing and short-term detention areas; a 4,000 sq.ft. general
storage building; an impound lot; kennels for guard dogs; plus
multiple water supply and security lighting features.

Zachry begins design for bridge at Fort Hood.
Zachry is currently in the design phase for the Fort Hood
Georgetown Bridge. This design/build project will replace
dangerous low water crossings with new bridges.
USACE is overseeing the project, with JSR as the general
contractor. ZFCC is the dedicated subcontractor and will be
performing all construction work. Construction is expected to
start in early April.

Rita Phillip, Corporate Business Diversity, was selected to participate in the

workgroup is composed of local city architectural and engineering firms,
contractor association and chamber representatives, Alamo Colleges and the
City of San Antonio staff. Phillip represents Zachry Construction as the only

Steering Committee for 2017- 2020. This national steering committee
provides AGC with valuable information that affects construction-industry
