Althoughnotanintegralpartofitsterritory,ClippertonIslandwasadministeredfromFrenchPolynesiauntil2007.

implementationofabalanceddevelopmentprocesswhichwillcementsocialcohesionwhileatthesametimeallowingimplementationofapolicyto
integratedisadvantagedpopulationssoastoreducethesocialdividecreatedbytheCEP(FrenchPolynesiaNuclearTestingCentre).Thisprocessof
convertingFrenchPolynesiaÂ’seconomyinvolves,inparticular,developingproductionsectors(sea,agriculture,industries).Between1990and1995,
thecoveragerateforalltransfersbyself-generatedresourceswentfrom24%to32%.Itisvitaltocontinuethissignificantlevelofgrowthandto
intensifyit.Intheseaproductionsector,the“oceanicfisheries”aspectisoneofthemajorcomponentsofthisdevelopment.

ThewatersofFrenchPolynesiaofferahugevarietyofunderwatermarinelife.Withclearwaters,brightcoral,sunkenshipsandmanyspeciesof
dazzlingfish,divinghereisadream.Severalvarietiesoffish,tuna,sharks,jacks,rays,barracudas,dolphins,andseaturtlescnbeseenaswellas
touristcanexploreshark-feedingexpeditions,aswellasdiveswithmantarays,whalesandschoolsofdolphins.
CriticalIssues:
Giventhescopeofitsmaritimeterritory,FrenchPolynesiahassignificantpotentialfordevelopingitsfisheriesactivities.Ithasanexclusiveeconomic
zoneofabout5millionsq.km.andprivilegedaccesstointernationalfishingareaswithhightunaconcentrations.However,semi-industrialoceanic
fisheriesarejustbeginninganddevelopmenteffortsmustbecontinued.Althoughfishexportshaveincreasedsharplysincetheearly1990sasalocal
commercialoceanicfisheriesfleetdeveloped,verysignificantpotentialforgrowthstillexists.Infact,thelocalmarketabsorbsalargepartofproduction.
Thelimitednumberofboats(54workingboatsin1998,57in1999)isahindrancetoexportsgettingofftheground,somethingwhichwillalsocome
aboutthroughstrengtheningproductivityinthelocalfleet.DevelopingfisheriesintheMarquesasIslandsrequiresthattechniquestostoreorprocess
fish(yellowfinorbigeye)beforeshippingneedtoberefined.The‘burntmeat’phenomenon,whichmakesthemeatturnfrombrightredtobrown,
bringsabouttradeproblemsonoutsidemarkets.Studiesshouldbeconductedtobothfindoutthecausesofthisphenomenonandidentifystorageor
processingtechniquestopreventitfromhappening.

ThetermFrenchPolynesiaisappliedtothescatteredFrenchpossessionsintheSouthPacific—Mangareva(Gambier),Makatea,theMarquesas
Islands,Rapa,Rurutu,Rimatara,theSocietyIslands,theTuamotuArchipelago,Tubuai,Raivavae,andtheislandofClipperton—whichwere
organizedintoasinglecolonyin1903.Thereare120islands,ofwhich25areuninhabited.Theprincipalandmostpopulousisland—Tahiti,inthe
Societygroup—wasclaimedbytheFrenchin1768.TheindigenouspeoplearemostlyMaoris.TheFrenchPolynesianislandgroupsdonotsharea
commonhistorybeforetheestablishmentoftheFrenchprotectoratein1889.ThefirstFrenchPolynesianislandstobesettledbyPolynesianswerethe
MarquesasIslandsinAD300andtheSocietyIslandsinAD800.ThePolynesianswereorganizedinpettychieftainships.Europeandiscoverybeganin

declaredaprotectorateoverTahuatuin1842,theFrenchregardedtheentireMarquesasIslandsasFrench.In1885,Franceappointedagovernorand
establishedageneralcouncil,thusgivingittheproperadministrationforacolony.TheislandsofRimataraandRurutuunsuccessfullylobbiedforBritish
protectionin1888,soin1889theywereannexedbyFrance.Postagestampswerefirstissuedinthecolonyin1892.Thefirstofficialnameforthe
colonywasEtablissementsDeL'Oceanie(SettlementsinOceania);in1903thegeneralcouncilwaschangedtoanadvisorycouncilandthecolony's
namewaschangedtoEtablissementsFrancaisesDeL'Oceanie(FrenchSettlementsinOceania).In1940theadministrationofFrenchPolynesia
recognisedtheFreeFrenchForcesandmanyPolynesiansservedinWorldWarII.In1946,PolynesiansweregrantedFrenchcitizenshipandthe
islands'statuswaschangedtoanoverseasterritory;theislands'namewaschangedin1957toPolynesieFrancaise(FrenchPolynesia).In1962,
France'searlynucleartestinggroundofAlgeriabecameindependentandtheMururoaAtollintheTuamotuArchipelagowasselectedasthenewtesting
site;testswereconductedundergroundafter1974.In1977,FrenchPolynesiawasgrantedpartialinternalautonomy;in1984,theautonomywas
extended.FrenchPolynesiabecameafulloverseascollectivityofFrancein2004.InSeptember1995,Francestirredupwidespreadprotestsby
resumingnucleartestingatFangataufaatollafterathree-yearmoratorium.ThelasttestwasonJanuary27,1996.OnJanuary29,1996,France
announceditwouldaccedetotheComprehensiveTestBanTreaty,andnolongertestnuclearweapons.
Referenda:
Ina1958referendum,FrenchPolynesiachosetoremainaFrenchterritory,subjecttotheFrenchconstitution,ratherthanbecomeindependentand
loseFrencheconomicassistance.
RecentSignificantEvents:
ThemostimportanthistoricaleventoftheerawasthediscoveryofTahitibySamuelWallison17June1767.TheEnglishcaptainanchoredtheDolphin
atTaiarapuinthesouthernpartoftheisland.Theislandersweresohostilehewasobligedtointimidatethembyfiringcannons.Thenextdaytheship
movedtotheNorthoftheislandlookingforamorepleasantanchorage,andon23June,helandedinMatavaiBay.Inmorerecenthistory,theatollsof
MururoaandFangataufawhicharelocatedinFrenchPolynesia,(between1966and1974),Franceconductednuclearweaponstestsintheatmosphere
attheatolls,including41nucleartestsandfive“safetytrials”.Inasafetytrial,anuclearweaponisdestroyedwithconventionalexplosiveswithno,or
verylittle,releaseofnuclearenergy.Withtheexceptionoffourtests(threeatMururoaandoneatFangataufa)carriedoutonbargesfloatinginthe
lagoons,mostatmospherictestswerecarriedout,suspendedfromballoons,hundredsofmetresabovethelagoonssothattherewasverylittlelocal
falloutofradioactivematerial.Indeed,mostoftheradioactivematerialwastransportedintotheupperatmosphereanddispersed.Thereafter,testing
wasconductedundergroundinsealedverticalshaftssome500-1100metresbeneathatollrimsorunderthelagoons.Between1975and1996,atotalof
137deepundergroundteststookplace,and10underground“safetytrials”werealsocondu
Music,Dance,HandicraftandPatrimony:
Petroglyphsgainedwidepopularityinthisregionasagraphicalartformthatdenotedanoblecharacter.Onewouldevencomeacrossthewoodenor
stonehumanfiguredstatuettes,whichwasknownasti'iortikiintheMarquesanlanguagethisplace.Thenativepeopleindulgeindancingwhatsoever
