Appendix 6 – infrastructure and development plans Information concerning railroad road and railroad infrastructure IMPORTANT NOTES: the information stated below has been provided by HŽ Infrastrukturad.o.o., being the company managing the railroad infrastructure in the Republic of Croatia, and by Hrvatskecested.o.o., being a company in charge of management, construction and maintenance of public roads in the Republic of Croatia. the information stated below are for information purposes only – the concession grantor does not guarantee the implementation of development plans of HŽ Infrastrukturad.o.o. and Hrvatskecested.o.o., neither for their planned content, nor the time frame in which the implementation of different parts of development plans is anticipated. Railroad infrastructure The railway route Zagreb – Rijeka – Šapjane leads to the the concession area, with access to the area of the future Zagreb Pier Container Terminal gained through the Rijeka-Teretna classification yard. Maximum train lengths Due to restrictions at Rijeka station, the maximum length of trains travelling between Rijeka and Moravice is 375 m. After the planned reconstruction of the Rijeka station, anticipated by the end of 2017, the maximum length of trains travelling between Rijeka and Moravice will be 400 m. The maximum length of trains travelling between Moravice – Zagreb classification yard – DugoSelo – Koprivnica – Hungary (state border) and Moravice – Zagreb classification yard – DugoSelo –Vinkovci – Tovarnik – Srbija (state border) is 500 m. For trains travelling between Rijeka and Plase (Zlobin), the maximum length remains at 400 m. The construction of a second track on the route from Rijeka to Škrljevo is anticipated by 2020, and on the route from Škrljevo to Plase (Zlobin) after 2025. In the route between Plase (Zlobin) – Delnice – Ogulin – Karlovac the conditions for traffic of 750 m long trains are expected to be met after 2025 (the construction of a new double track railway and the reconstruction of the Plase (Zlobin) – Delnice stations, reconstruction of the Delnice – Skradnik stations, construction of a new double track railway and the reconstruction of the Delnice – Karlovac stations). In the routes between Karlovac – Zagreb classification yard – DugoSelo – Koprivnica – state border with Hungary (construction of a second track or a new double track railway and the reconstruction of the Karlovac – HrvatskiLeskovac stations, construction of a second track and the reconstruction of DugoSelo – Koprivnica – state border with Hungary) andKarlovac – Zagreb classification yard – DugoSelo – Novska – Vinkovci – state border with Serbia (construction of a second track or a new double track railway and the reconstruction of DugoSelo – Novska stations, reconstruction of the Nova Gradiška – Vinkovci stations) – the traffic of 750 m long trains is expected to start by 2022. Railroad track capacity Railroad track capacity and the number of unit trains per week, shown through the capacity increase over the years as a result of completion of individual phases of railroad track reconstruction: With the present conditions, the daily railroad track capacity in the route between BrodMoravice and Skrad, suitable for capacity calculation, amounts to a minimum of 57 trains per day, out of which 45 trains are planned in the train schedule. Out of the said 45 trains, 27 are freight trains. In present conditions, the number of freight trains can be increased from 27 to 39 freight trains. Considering the aforementioned, there can be a traffic of 273 freight trains a week. The stated number is a planned number of trains according to the train schedule, while the actual traffic is quite low. In light of the above, under present conditions, the railroad track has sufficient capacity to carry a total of 6 million tons of cargo. After the installation of a new security system (ABS) the capacity of the existing railroad track will increase by about 20% to 70 trains, meaning that approximately 50 freight trains a day will be able to travel. The completion of works on ABS installation is anticipated in 2015. After the completion of said works the railroad track will have the potential to carry approximately 8 million tons of cargo. After the construction of a second track in the route between Rijeka and Delnice, the railroad track capacity will increase by another 40%. According to that said, the railroad track capacity will enable the transport of planned cargo from both container terminals in Rijeka (Zagreb pier and Brajdica). After the completion of works the railroad track will have the potential to carry approximately 11.5 million tons of cargo. Total time required to transport containers to the Hungarian and Serbian border Freight train travel time from Rijeka to Botovo (Hungary) is 7 hours and 54 minutes. Freight train travel time from Rijeka to Tovarnik (Serbia) is 10 hours and 12 minutes. Clarification of planned improvements on the Vb route by 2018 and their impact on railroad track capacity and improvements planned after 2018. Works on installation of the automatic block signaling device (ABS) are in course on the part of the railroad track between Moravice and SušakPećine, and works on installation of interstation dependence device on parts of the railroad track between S. Pećine and Rijeka and S. Pećine – Rijeka Brajdica. The completion of works is planned for 2015. Railroad track restoration is ongoing in the route between Moravice and Skrad. The completion of works is planned for 2014. Restoration is planned for the route between Ogulin and Moravice. The route between Jastrebarsko and Zdenčina is undergoing track restoration. The completion of works is planned for June 2014. The route between Zagreb Borongaj and DugoSelo is undergoing track restoration. The completion of works is planned for June 2014. The construction of a second track with the reconstruction of stations in D. Selo, Vrbovec and Križevci by the construction of the new Gradec station is planned for the route between DugoSelo and Križevci. Works are scheduled to start in the beginning of 2015, and to be completed by 2018. Road infrastructure At this time public city traffic routes of the City of Rijeka lead to the concession area, and no special fee is charged for the use of real estate. The construction of state road D-403 (being the road intended to connect the port of Rijeka with the Rijeka bypass, hence the Rijeka – Zagreb highway more efficiently) is planned by the middle of 2017 or, depending on sources of financing, by the end of 2018.
