1.1 Background of Community Information system (CIS)
The Government of Uganda‟s economic vision is that every household is able to have the means to earn
the minimum income that enables it to access basic human needs such as food, shelter, clothing, health
and education. The Government aims at using this approach to eradicate poverty among the different
households.
The Poverty Eradication Action Plan (PEAP) recognizes that although major progress has been achieved
in the reduction of poverty from 56% in 1992/1993 to 31% in 2005/2006, the proportion of people living
below the poverty line is still very high.
So the Government of Uganda launched the Economic Development Strategy (EDS) in the financial year
2005/2006 with the aim of eradicating poverty at household level. The strategy initially started at subcounty level as the unit of planning, implementation and monitoring.
Under the EDS, the Government launched the Sub-county Development Programme in the financial year
2006/2007 as a means to implement the Government programme which is the pledge to the people of
Uganda to promote “Prosperity for All”, and build socio-economic transformation and peace.
The Sub-county Development Programme is focusing on empowering the Sub-county structures to carry
out the planning, budgeting and development roles by implementing the EDS (reduction of household
poverty) through:

Establishment of the Community Information System (CIS)
o
Increasing access to Rural Financial Services (RFS)
o
Improving Productivity
o
Improving Marketing and Trade
o
Improving infrastructure, and
o
Improving local standards of Physical Planning and Development.
1.2 The Community Information System (CIS)
The Community Information System (CIS) is a government programme that has been established to
ensure that households and communities have access to and make use of reliable and meaningful data
and information generated at household, parish and sub-county levels. The CIS generates basic
information from communities to monitor households‟ welfare as well as promote efficient utilisation of
information at grassroots level.

As earlier mentioned, the CIS programme is a component of the Rural Development Strategy (RDS)
which was launched in FY 2005/2006 as part of the Poverty Eradication Action Plan (PEAP). It is also an
activity of the Community Mobilisation and Empowerment Strategy (CMES), which is a multi- sectoral
framework to harmonise and consolidate actions by all actors involved in mobilising communities for
development.
1.3 Objectives of the Community Information System.
The main objective was to empower communities to make informed decisions using readily available up
to date information. The system was also intended to enable community administrators to have regular
and meaningful information about households and communities on which to base development planning,
monitoring and evaluation of projects / programmes that are geared towards poverty alleviation. The
specific objectives are:

To facilitate regular and sustainable monitoring of the effectiveness of Government, NGOs and
other agencies‟ poverty reduction initiatives among communities and for policy and decision
making.

To enhance the use of reliable and accurate data among communities.
-
To support participatory development planning at various levels of administration.
-
To identify communities and households by their socio-economic characteristics and hence their
needs.

CIS Data Collection
During CIS data was collected using household registers, village summaries used to compile this report
were derived from the household registers that were administered at the household level within the village
(see summary forms I II III in Appendix B). These village summaries were further summarized into parish
level summaries then sub county summaries. Data in the 19 subcounties was collected in mid 2009 (June
to July).
1.4.1 Data management and Presentation
Data was summarised at three levels after collection, which is at village, parish and subcounty level,
information in this report was presented at subcounty level leaving the detailed information in Appendix A.
Considering the under count and incomplete coverage, a comparison with population projection figures,
was employed based on subcounty Level. The information in this report shows the socio economic
characteristics of the households, Asset ownership, Crops grown and livestock reared.

1.4.2 Limitation and challenges to the report


Some data recorders had problems of arithmetic when it came to summary compilation

Some summary forms where misplaced due to inadequate follow-up and storage

Data recorders complained about delayed or none payment which demoralized them and affected
the compilation and submission of results

The sensitization level – was very low. The respondents were reluctant to provide information
due to fear of being taxed and taking their land and other property. They claim to have not been
given prior knowledge about the exercise and its usefulness.

The media used to inform the residents is not adequate enough. Though costly, urban settings
demand TV services to be used for this exercise.

In urban areas the eligible respondents leave early and come back late from their respective
workplaces and therefore are available late in the evening and weekends.

Accessibility to some houses is also a problem, especially those with enclosures.

There was also a lot of worry about confidentiality of the information collected. This was expected
especially in the more affluent members of the community.

2.1 Population by Gender
Table 2.1 presents the total households and population distribution by sex at sub county levels. Findings
under the CIS revealed that Nangabo subcounty had the highest population of 56,230 (27,483 males and
28,747 females) and Kakiri Town council sub county had the lowest population of 7,343 (3,807 males and
3,537 females).
A comparison across sex shows that in all the sub counties female population was slightly more than the
male population apart from Busukuma, Namayumba, Kasanje and Kiira Town council. In terms of the
number of households, results showed that Nangabo sub county had the highest number of households
(13,567) followed by Nsangi (12,234), While Kakiri Town Council (1,557) had the lowest number.
Comparing with the number of households during 2002 census, CIS 2009 had a slighting alternating
number of households more or less than the census 2002. In terms of population figures, 2009 population
projections had a higher number of people than CIS 2009 data collection exercise except for Kakiri Town
council (see table 2.1). Appendix a Table a 2.1 presents the detailed results at Parish and Village level.

Population by Age Group
Information was gathered on CIS during 2009 data collection exercise where household members were
asked their age in completed years. The age groups were categorised between 0-5, 6-17 and 18 years
and above. Table 2.2 presents the percentage distribution of the household population by age group and
subcounty; findings showed that Kakiri Town council had the highest percentage of persons between the
ages of 0-5 years (22.7%) while Nangabo had the lowest (16.4%). In the range of 6-17 years of age,
Masuliita Sub County had the highest population (40.1%) and Nansana town Council registered the
lowest (28%). Considering the age of 18 and above, Katabi registered the highest population (54.3%)
while Masuliita registered the lowest (40.7%) in this category. The results at parish and village level are
presented in Appendix A Table a 2.2.

2.3 Marital Status
Marital status was among the variables that were collected during 2009 CIS Information gathering
exercise. Household members who had reached the age of 12 and above were asked about their marital
status. The findings revealed that Nsangi Sub County registered the highest proportion of people who
were never married (72.2%) and Kasanje Sub County registered the lowest (36%). Among those who are
in the „now married‟ category, Nangabo Sub County registered the highest proportion (43.9%) while
Nsangi had the lowest (19%). Nabweru Sub County registered the highest proportion of persons who
were married (76.9%) whereas Nansana Town council registered the lowest (11.3%). see Appendix. A
Table A 2.3 for Parish and Village detailed information.

2.4
Household members by Level of Education.
Usual Household members who where 5 years of age and above were asked their highest education
completed. The highest education level completed was captured, including that of children who were in
boarding schools/colleges and other institutions. The highest education attained was categorized in 3
groups. These were P1-P7, J1-S6 and above S6. Table 2.4 shows that Namayumba sub county was
found to have the largest proportion of persons whose highest education levels are between P1- P7
(82.7%) and Nansana Town council had the smallest proportion (39.1%). The highest education
completed between J1-S.6 was evidenced in Nansana Town Council (51.2%) and the lowest was in
Namayumba subcounty (16.3%). Katabi subcounty had the highest percentage (11.3%) for those whose
highest level of education was above S.6 and the lowest proportion under these categories was in
Namayumba Subcounty (0.9%). Appendix a Table a 2.4 presents the results of the educational
attainment of the household population aged 5 and above at Parish level.

2.5 Population Aged 5 years and above by Main Economic Activity
CIS data collection exercise 2009 also collected information concerning the economic activity of the usual
household members aged 5 years and above. Table 2.5 presents the findings. The majority of household
members who were involved in Agriculture were from Namayumba Subcounty (57.8%) while Nansana
Town council registered the least (0.9%). Findings showed that Wakiso town council had the highest
percentage of people that were involved in Trade (12%) and Masuliita Subcounty had the least (1.4%).
Manufacturing as a main economic activity was mostly done in Wakiso town Council (6.9%) while the
least was in Kakiri (1%). Provision of Services as a main economic activity was mostly evidenced in
Nabweru Sub County (35.5%). The detailed break down and analysis at Parish level is presented in
Appendix A Table a 2.5.

2.6 Asset ownership
When considering asset ownership, Namayumba Subcounty had the highest proportion of households
owning land (71.9%) while Wakiso Town Council (13.3%) had the lowest. Looking at houses as an asset
Namayumba Subcounty (80.7%), had the highest proportion of households owning houses followed by
Masuliita (17.2%) While Nansana Town council (42.7%) had the lowest number owning houses.
Nabweru had the highest proportion of households owning bicycles (51.5%) and the lowest proportion
was in Nansana Town Council (11.4%). The highest proportion of households owning radios was in
Nabweru subcounty (94.3%) and the lowest was in Busukuma (59%). Katabi had the highest proportion
of households owning telephones (83.9%) and the lowest was in Busukuma (43.4%). Appendix A Table
A2.6 presents the detailed results at Parish levels.

2.7 Livestock Ownership
Looking at households owning livestock, Namayumba subcounty had the highest proportion of
households owning cattle (30.6%) and Nansana Town Council had the least proportion of households
owning cattle (0.8%). Namayumba subcounty had the highest proportion of households owning goats
(19.9%) while Nansana Town council had the lowest proportion of households owning goats (1%). The
highest proportion of households owning pigs was in Namayumba (39.9%) and the lowest was in
Nansana Town council (0.5%). For the chicken rearing, Namayumba had the highest proportions of
households (47.1%) while Nansana Town council had the lowest (0.9%).The detailed analysis of the
findings at parish level is presented in Appendix A Table a 2.7.

2.8: Major Crops Grown
The CIS household register gathered information from the respondents on the different types of crops
grown. Table 2.8 presents the findings on major crops grown. The findings showed that the highest
proportion of households growing coffee was in Namayumba subcounty (35.8%) while Nansana town
council and Nabweru Sub County had nothing at all.
In conclusion the most widely grown crops in the district were coffee, cassava, beans, Sweet Potatoes
and bananas see table 2.8 for details
