The Steele County Board of Commissioners met at 8:00 a.m. Present were Chairman Jane Amundson and
Commissioners Lance Fugleberg, Dennis Lindstrom, Ted Johnson, and Randy Richards.
The commission recessed to meet as the Steele County Park Board.
The commission reconvened at 8:40 a.m.
Commissioner Lindstrom made a motion, seconded by Commissioner Johnson, to approve the minutes of the March
6, 2013, meeting as presented. All members voted yes. Motion carried.

Chairman Amundson compiled data from the previous months’ vehicle logs. Vehicle logs for March were briefly
reviewed. Chairman Amundson will continue to compile and monitor the data.
The accumulated leave deficit of Kitty Showers was corrected by the March 31, 2013, deadline established by the
county commission. No payroll adjustment will be required.
Commissioner Lindstrom confirmed that John Brager will complete the fence replacement at the new box culvert
project site.
Commissioner Lindstrom made a motion, seconded by Commissioner Fugleberg, to appoint Renae Rayner to
complete the unexpired term of Richard Fugleberg as Director, Garrison Diversion Conservancy District. All members voted
yes. Motion carried.
Options for improving the drinking water in the courthouse were discussed. Possibility of filtration or installation of
water coolers will be explored.
Commissioner Johnson reported on an estimate for constructing a storage building for the weed department.
Additional details will be gathered regarding a site and possible contractors available to complete the project.
A quote was reviewed from Flint Hills Resources of West Fargo, North Dakota, for supplying bituminous materials
for June 1, through September 30, 2013. Commissioner Johnson made a motion, seconded by Commissioner Lindstrom, to
accept the quote from Flint Hills Resources for asphalt materials for 2013, and to allow the road superintendent to coordinate
the purchase. All members voted yes. Motion carried.
Brad Thykeson, Matt Roller, and Jeff Wigen, township representatives from Primrose, Sherbrooke, and Easton
respectively, met to discuss county road #11 with the commission. Tim Lee was also present for the discussion. Mr.
Thykeson explained how petitions have been circulated requesting that local government pursue the possibility of paving the
east miles of county road #11 in Steele County and Traill County. The group would like the State of North Dakota to explore
the possibility of completing this paving project as a continuation of the North Dakota State Road Alternate 200. Safety
concerns regarding high volume of truck traffic passing by two schools in Finley and Mayville-Portland were presented. The
- 44 Steele County Road Department will coordinate installation of traffic count devices on paved county roads to have
current information for these roads. The commission recommended that the cities of Finley, Mayville, and Portland be
involved in the discussion. Plans will be made to have representatives at city council meetings in the near future. The county
auditor will share information regarding this discussion with Traill County and ask for representation at upcoming city
council meetings.
Tim Lee met with the commission to review road department matters. No action will be taken at this time in regards
to removal of the fuel pump at Golden Lake. The commission directed the road department to plan graveling and
maintenance to the roads designated for the lease sites at Golden Lake this summer. Golden Lake Township will be putting
gravel on other township roads around Golden Lake. Questions and concerns regarding snow removal procedures were
presented. Townships will have the opportunity to discuss these issues with the commission and road department at the
spring township officers’ meeting on April 4, 2013.
Commissioner Lindstrom made a motion, seconded by Commissioner Johnson, to approve the transfer of
$352,142.84 from the Highway Tax Distribution Fund to the Road Fund. It was noted that the county received a special
highway tax distribution of $262,106.73 in February of 2013. All members voted yes. Motion carried.
Gaming Site Authorization was allowed for the Hope Fire Department, Inc. for its location at the club house of the
Hope Golf Course.
A question regarding apportionment of the flexible spending benefits for permanent part-time employees was
presented. The commission will review this type of question on a case by case basis. No policy was adopted at this time.
Steele County Director of Tax Equalization Emily Halverson met with the commission to explain appraisal options
for commercial and residential property. Vanguard Appraisals provided costs for establishing values per parcel for each type
of property. The cost of the computer program and annual maintenance for managing property values was also discussed.
The commission requested that Ms. Halverson compile information for the township meeting to present township share of
costs and services available.
Due to Alicia Harstad being unavailable for the scheduled meeting, the Steele County Weed Board will postpone its
meeting to a later time.
The responsibilities of the current public safety coordinator position were discussed. Plans for distributing these
duties following the resignation of Don Huso, effective May 31, 2013, were presented. The Barnes County Commission and
Emergency Manager have expressed interest in assuming responsibilities for Steele County Emergency Management.
Meetings will be planned to determine how the counties can manage a combined position. Deputy Sheriff Justin Wells has
agreed to accept the county coroner position and the road department will assume the responsibility of issuing overweight
road permits. Don Huso will continue with the 9-1-1 coordinator position on a part-time basis. Further details and
expectations for the GIS programs will be gathered before making a decision on the responsibilities of that department.
Steele County Social Services Director Sheila Oye met briefly with the commission to recommend and ask the
commission to support the nomination of Linda Leadbetter for the North Dakota Association of Counties’ Excellence in
County Government Award. The commission members stated their support for the nomination. Sheila Oye agreed to
compile required information and prepare the application on the county’s behalf. Commissioner Johnson made a motion,
seconded by Commissioner Richards, to nominate Steele County Auditor Linda Leadbetter for the North Dakota Association
of Counties’ Excellence in County Government Award, county official category. All members voted yes. Motion carried.
Mike Bassingthwaite will be contacted to answer questions regarding costs involved in adding one mile to the
overlay project for county road #5. The commission will meet with the engineer on April 4, 2013, at 9:30 a.m.

The Steele County Board of Commissioners met at 9:30 a.m. Present were Commissioners Lance Fugleberg,
Dennis Lindstrom, Ted Johnson, and Randy Richards. Vice-Chairman Randy Richards called the meeting to order.
Mike Bassingthwaite of Interstate Engineering, Inc. shared information from a recent meeting with the contractor for
the 2013 county road #5 overlay project.
Chairman Jane Amundson was seated at the meeting at 9:40 a.m.
Mr. Bassingthwaite explained the details of proposed changes presented by Knife River Materials.
The contractor would like to mill approximately three-quarter to one inch of asphalt from the road and incorporate
that product into the hot mix for the overlay. A savings may be realized after the additional cost of the milling is deducted
from the reduced amount of oil needed for the project. The commission questioned the cost savings for this project versus
the amount of road base material remaining. It was noted that the milling would create a more level roadway for placing the
three-inch structural overlay. Because the milled material will be backhauled to the plant site, additional trucking and costs
will not be involved.
The contractor would also like to change the material from “hot” mix to “warm” mix. Mr. Bassingthwaite shared
his opinion on the durability and need for less fuel to heat the mix to the extreme level of the standard hot mix. This practice
is currently more common in Minnesota, but has been used in the Grand Forks District of the North Dakota Department of
Transportation.
The commission accepted both change proposals. These will be presented to the district office of the NDDOT for
approval.
The project is estimated to begin as soon as spring load restrictions are lifted.
Temporary signing changes will be made to handle the haul route for this project. The Steele County Road
Department will be instructed to make these changes prior to the beginning of the project to ensure that motorists are familiar
with the temporary stop and/or yield intersections involved.
The question of the cost of placing an overlay on the section of county road #9, north from its intersection of the
paved county road #5 east of Hope had been presented by Commissioner Richards. Mike Bassingthwaite estimated
approximately $220,000 of local funding would be required for that section of the road. Other options for the road were
discussed.
The pre-construction hearing will be planned for Finley near the end of April. Two commissioners will be asked to
be present at this meeting. Commissioner Johnson and Commissioner Richards will try to be available to attend.
