If your motor vehicle was registered out of state (after October 1st but before September 1st) and it is permanently
garaged there and you have ceased to be a resident of Connecticut, you may qualify to have the tax bill for such
motor vehicle reduced.
In order to determine whether your motor vehicle tax bill can be prorated, you must first document that you have
ceased to be a Connecticut resident.
Connecticut State law requires that the motor vehicle(s) of a Connecticut resident be registered in Connecticut.
For purposes of registering a motor vehicle, the State of Connecticut defines a “resident” as any person having a
place of residence in this state which is occupied for more than six months in a year, or any person, firm or
corporation owning or leasing a motor vehicle used or operated in intrastate business in this state, or a firm or
corporation having its principal office or place of business in this state.
Even if you have registered your motor vehicle in another state, such motor vehicle may still be taxed by the Town
of Guilford [pursuant to C.G.S. 12-71b (g)]:
“Any motor vehicle which is not registered in this state shall be subject to property tax in this state if such motor
vehicle in the normal course of operation most frequently leaves from and returns to or remains in one or more
points within this State, and such motor vehicle shall be subject to such property tax in the town within which such
motor vehicle in the normal course of operation most frequently leaves from and returns to or remains, provided
when the owner of such motor vehicle is a resident in any town in the state, it shall be presumed that such motor
vehicle most frequently leaves from and returns to or remains in such town unless evidence, satisfactory to the
assessor in such town, is submitted to the contrary.”
Therefore if you are a Connecticut resident and you have mistakenly registered your motor vehicle out-of-state,
please correct this error by registering your motor vehicle in Connecticut and providing a copy of such
registration(s) to this office.
However, if you claim that you are NOT a Connecticut resident, please follow all the instructions and answer all
the questions on the reverse side of this letter.
Please return the completed questionnaire and all requested documentation to this office.

ALL REQUESTED DOCUMENTATION AND THE COMPLETED QUESTIONNAIRE
IS RECEIVED AND APPROVED BY THIS OFFICE
1. Please provide a copy of your first out of state registration to us.
2. Please provide a copy of the CT DMV return plate receipt or CT DMV lost or stolen plate receipt.
If you still have your Connecticut plates and you cannot visit a DMV branch or satellite office to
return those plate(s), then mail the plates to the Department of Motor Vehicles or the Lost/Stolen
Plate Claim Form (if you do not have the plates) available on the Connecticut Department of
Motor Vehicle website:

Request a cancellation of the registration and include a self addressed stamped envelope requesting a
copy of the cancellation receipt. Then provide a copy of that Connecticut DMV cancellation receipt
to us.
