PART 2B – POSITION REQUIREMENTS
2.1 ORGANIZATIONAL CONTEXT. Define the role of the position within the team, describing its leadership role, if any, it’s
external/internal work relationships or contacts, the contextual environment in which it operates and the scope of supervision received, and where
applicable, exercised by the incumbent.
As of July 2014, Lebanon hosted more than 1.1 million registered refugees from Syria compared to 576,000 just over a
year prior. The Syrian refugee population in Lebanon is the largest in the world and also represents a significant
percentage of Lebanon’s total population. With no sign of a political solution in Syria, UNHCR continues to register up
to 9,000 refugees per week.
There are no camps in Lebanon and refugees are found across more than 1,700 locations across the country. Some
57% of refugees rent basic apartments or homes, half of which are overcrowded with several refugee families sharing
limited space. Over 30% live in substandard and insecure conditions in makeshift shelters, tents, unfinished buildings,
garages, warehouses and worksites. Ensuring access to basic services is a constant challenge.
As the designated lead agency in the refugee response in Lebanon, UNHCR has established a sector-based structure in
Beirut and in the field to support the Government. The structure brings together 11 UN agencies, 54 national and
international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian
refugees and other affected populations.
Moving forward, partners are making significant efforts to ensure that available resources reach the most vulnerable
including through the targeting of assistance across all sectors and new programming efficiencies such as the
introduction of cash assistance. UNHCR is also integrating direct support to government institutions and communities
most impacted by the refugee influx into programming to ensure continued social cohesion and receptivity towards
refugees
The Associate Information Management Officer is responsible for providing support to the inter-agency unit in the
development and reporting of the regional response plan, this includes ensuring appropriate, integrated, inter-agency
tools and data tracking mechanisms. The post will assist in the production and dissemination of information on the
population of concern, including but not limited to Protection and Programme information. S/he may supervise data
collectors or data entry personnel.
The incumbent operationalizes data standards developed at the central level in field operations, train field staff,
compile data and analyse information from all populations of concern. S/he supports the Inter-agency team and
sectors under the coordination structure in the choice of indicators for monitoring to be included in response plans.
The position will support UNHCR programme and protection teams when needed with a specific focus on
operationalizing protection monitoring systems.

2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position.
Accountability (key results that will be achieved)

The office is able to take a technical lead in the inter-agency discussions around the planning and reporting of
the Lebanon Crisis Response Plan.
The Office is able to implement its Information Management strategy which guides all IM activities in the
country.
The Office delivers reliable, accessible and user-friendly, relevant, predictable, appropriate and timely delivery
of information.
Global data standards, and where appropriate, the establishment of country-specific common data standards
are adopted by UNHCR and its implementing and opertional partners.
Responsibility (process and functions undertaken to achieve results)

Support the inter-agency unit in the development and reporting of the regional response plan/Lebanon Crisis
Response Plan, this includes ensuring appropriate, inter-agency for data tracking and reporting.
Assist sector coordinators in the choice of indicators for monitoring to be included in response plans
Assist in the implementation and operationalization of the country/operation-specific Information
Management strategy.
Operationalize country-specific common data standards and promote them with partners will continuously
ensuring regional coherence with other countries affected by the Syria Crisis.
Compile, aggregrate and analyze data and information elements required to produce standardized
information products and implement data/information collection plans for baseline and context-specific data.
Support the operation in the analysis of processed data and information and perform data quality and
consistency control.
Train field staff on the use of data collection forms, how to enter data and how to analyze it. Also, train field
staff on the protection of sensitive data, including both hardcopies and electronic data.
Facilitate the analysis of cross-border information between relevant countries.
Support and leverage geographic data for map production and use in geographic information systems (GIS).
Share UNHCR data with partner agencies and maintain Portal population figures in-line with aggreed
frequencies.
Provide technical Information Management support to Needs Assessment processes, specifically in data
collection, processing/collation and analysis.
Perform other duties as required.

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the
position.

University degree in information technology, demography, statistics, social sciences or any related area.
At least 4 years of relevant work experience (2 years with advanced university degree).
Knowledge of the UN system and the humanitarian community.
Experience in the context of partnership building and consensual decision-making.
Proven skills to analyse statistical information.
Advanced Excel skills (e.g. pivot tables, functions, etc.).
Ability to formulate IM-related technical requirements and Operating Procedures.
Ability to compile and holistically analyse diverse datasets.
Experience with handling confidential data and demonstrated understanding of different data collection
methodologies.
Excellent knowledge of English and working knowledge of another UN language.
(In offices where the working language is not English, excellent knowledge of working language of duty station and
working knowledge of English.)
***For National Officer positions, very good knowledge of local language and local institutions is essential.

2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES.
Describe any experience or knowledge that would be an
asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc .

Proficiency in a second official UN language is desirable.
Knowledge of protection-related guidelines, standards and indicators.
Successful participation in the Operational Data management Learning Programme is desirable.
Experience in web design and software development is an asset.
Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres is
desirable.
Experience with HTML, PHP, ASP and/or Java is an asset.
