Economic chaos, a worthless currency, food and housing scarcities, and shattered morals and morale combined to create a grim picture. Allied authorities administered their respective zones and provided for the social, economic, political, and industrial recovery of a divided Germany—eastern on a communist path and western (the United States, Great Britain, and France fused their zones in 1948) along the “yellow brick road” of capitalism and political democracy. Out of this chaos the Western Allies forged a new nation. Following the establishment of state governments in western Germany in 1948, and with encouragement from the Western Allies, the Federal Republic of Germany was established. The political fortunes of the new republic rested largely in the hands of the Christian Democrats. The dominating personage in postwar Germany was Konrad Adenauer, who took office as chancellor in 1949 and ruled until ousted in 1963. Elections held every four years confirmed the Christian Democrats in office, although a reinvigorated and modernized Social Democratic Party provided a strong and energetic opposition. West Germany was headed toward a two-party system. Adenauer realistically relegated to an indefinite future the question of German unification and the “lost eastern territories.” His government strengthened ties with France, cooperated in the movement of European economic integration, won the support and confidence of the Western powers, and provided the domestic stability and continuity that made possible the phenomenal German economic recovery. With assistance provided under the Marshall Plan, careful allocation of resources, planning of capital investments, and cooperation with other European countries in lowering trade barriers, West Germany embarked upon an unprecedented economic and industrial expansion—the “German Miracle.” Essentially the economic system remained capitalist, but the government shaped economic and trade policies. Throughout the 1950s, Germany’s industrial capacity expanded above and beyond its pre–World War II capacity because of the lack of labor strife, increased demand for products due to the Korean War, no burden of military expenditures, and government insistence on reinvestment. By the mid-1960s, West Germany was producing well over v twice as much as before World War II, even though its industrial rate of growth showed signs of slowing down, largely because of a labor shortage (in spite of a population increase of ten million). In less than two decades since the ignominious defeat of Nazi Germany, the Federal Republic of Germany became an impressive industrial and political power, a coveted ally of the West, and an equal member in the North Atlantic Treaty Organization (NATO). Material progress seemed triumphant over ideology, at least among the older and middle-aged population. The only sources of discontent appeared among students and youth, who, like their counterparts elsewhere, rebelled and embraced a vaguely defined anarchism. Many issues seemed to define West German foreign relations. These included the long and arduous negotiation of the U.S.–West German balance of payments and trade agreement, relations with France and Charles de Gaulle, relations with NATO partners, support of the Common Market and European economic integration, concern over East-West relations, and Soviet support and control of East Germany. Primarily, West Germany’s foreign affairs revolved around its European neighbors, particularly the German Democratic Republic (GDR) or East Germany. An immediate postwar concern to all West Germans was the establishment of the GDR under the suzerainty of the USSR. The GDR followed the general pattern of other Soviet satellites, collectivizing the land, industrializing, and creating a one-party state. Liberals, democrats, and socialists in West Germany, and the communists in the GDR, were at one in their determination someday to reunite their divided nation. The West Germans insisted that it be by free elections throughout German territory. The GDR and their Soviet overseers insisted that it be by negotiations between the two governments. Although consultations were undertaken, reunification remained remote, the issue being less in German hands than in the larger framework of postwar power rivalries. Just as Germany remained divided, so did Berlin, which lay one hundred miles deep within the GDR. Partitioned into Western and Soviet sectors, this city was the scene of continuing international friction. In 1961, the Soviet and GDR authorities erected a physical barrier, the Berlin Wall, in an effort to stem the exodus of East Berliners to the West, thousands already having fled in pursuit of the more democratic atmosphere and material plenty of the West. The Berlin Wall crisis whipped East-West tensions to a fever pitch that summer, but through skillful West German diplomacy, the crisis faded for a time; Germany, East or West, did not want to be reduced yet again to battlefield rubble. vi SCOPE AND CONTENT NOTE Confidential U.S. State Department Central Files, Federal Republic of Germany, 1960–January 1963 The U.S. State Department Central Files are the definitive source of American diplomatic reporting on political, military, social, and economic developments throughout the world in the twentieth century. Surpassing the scope of the State Department’s Foreign Relations of the United States (FRUS) series, the Central Files provide extensive coverage of all political, military, social, and economic matters relating to a particular country and/or world event. The State Department Central Files for 1960–January 1963 cover a crucial period in U.S. and world history. Each part of the 1960–January 1963 series contains a wide range of primary materials: special reports and observations on political and military affairs; studies and statistics on socioeconomic matters; interviews and minutes of meetings with U.S. and foreign government officials and leaders; legal and claims documentation; full texts of important letters and cables sent and received by U.S. diplomats and embassy personnel; reports, news clippings, and translations from journals and newspapers; and countless high-level/head of state government documents, including speeches, memoranda, official reports, aide-mémoire, and transcripts of political meetings and assemblies. In addition, these records offer new insights into the evolution of American foreign policy toward both allies and adversaries and into the shaping of the policies of these countries toward the United States. Of even greater importance for the study of individual countries is the comprehensive manner in which the Central Files illuminate the internal affairs of foreign countries. This system assembled and arranged individual documents according to their subject, with each subject having a specific decimal code. The decimal system from 1950 to January 1963 consists of ten primary classifications numbered 0 through 9, each covering a broad subject area. CLASS 0: Miscellaneous.
