Board Highlights 3-21-16 - Glenbard High School District 87

March 21, 2016 Board of Education meeting
Present – Rich Heim, Robert Friend, Margaret DeLaRosa, Jennifer Jendras, Martha Mueller and
Judith Weinstock. Mary Ozog was absent.
SUPERINTENDENT’S REPORT:
1. The District received the following donations:
• Sylvia Brewer in the amount of $200 to be used for the boys volleyball program at Glenbard
East.
• Lisa and Gerald Holm in the amount of $370 to be used for the boys swim team at Glenbard
West/South.
2. The Glenbard North Panthers Illinois Special Olympics basketball team has repeated as Special
Olympics state champions. Congratulations to Kendall Moore, Dakota Johnson, Deshawn
Jefferson, Deshaun Griffin, Omar Vargas and Ali Mohammad. The team is coached by Dino
Petrin, Andy Adduci and student coach Aquil "Q" Spates.
3. Glenbard West student Allison Gould has been awarded a Scholastics National gold medal
(photography) for her piece, “Orange Intrigue”. She will be honored at the National Ceremony at
Carnegie Hall on June 2nd. By being chosen from 320,000 works of art and writing, Allison’s
piece is one of the top 1% of art and writing submissions.
4. Our spring break is scheduled for the week of March 28th. Classes will resume on April 4th.
The schools and administration center will be open during the spring recess with staff available
to assist students and their families.
5. Parents and other community members are encouraged to attend the following Glenbard Parent
Series events:
• Career Trends: Planning for the Future with Lynn Burks at 7 p.m. April 14th at Glenbard
South
• Helping Girls Thrive: The Mother-Daughter Relationship with Mariana Proske at 7 p.m. April
20th at Glenbard East
6. On February 16, 2016, the District received a Freedom of Information Act request from Justin
Grygiel with Durham School Services requesting the following information:
a. Copy of the current transportation contract, pricing sheet, contract extension documents and
escalation documents for the current contractor(s).
b. Copies of the transportation invoices (home to school, community service, homeless, preschool and field trip, etc.) including all line item billing details. Please provide invoices from
May 2015 and October 2015.
c. In addition please provide details noting the fuel escalator calculations for each of the
requested invoices if a fuel escalator is applicable as part of your current contract.
d. For all contracts and invoices, can you please provide information for each of the districts
involved in the transportation bid including:
Glenbard Township High School District 87, Queen Bee School District 16, Glen Ellyn
School District 41, Marquardt School District 15 and Community Consolidated School
District 89.
e. We understand that other contractors may have requested similar information during the bid
process for the Request for Bid Transportation Services for Regular Education. In an essence
to minimize additional work on behalf of the district(s) we are open to you providing the
above information for different months and any other information requested and provided
during the bid process.
f. Please provide a copy of the labor agreement for the transportation employees performing
services (contractor and/or district employees) to the district and any amendment letters or
memorandums of understating.

- the regular transportation contract with First Student, at the prices set forth in First Student’s bid
submittal for the 2016-2017, 2017-2018, and 2018-2019 school years; provided that this approval
and the superintendent’s execution is subject to Marquardt School District 15, Queen Bee School
District 16 and Glen Ellyn School District 41 approving regular transportation contracts with First
Student prior to May 1, 2016. In the event that any of those three school districts does not approve
an agreement with First Student prior to May 1, 2016, this motion shall be null and void and the
superintendent shall have no authority to sign the agreement with First Student pursuant to this
motion. We cooperatively bid for regular education transportation Services with districts 15,16, 41
and Community Consolidated District 89. Our cooperative developed one bid specification
document, with the stipulation that the vendor awarded the contract would be required to
separately contract with each school district/board of education and that operational responsibility
for transportation services would reside with each respective district. We were able to leverage
efforts and share legal costs as we developed these specifications.
Request for bids were issued and we received responses from three vendors:
• Cook Illinois Corporation
• First Student
• Illinois Central School Bus – our current provider
First Student is the lowest responsible bidder for Glenbard and they have met all conditions of the
bid. We have held due diligence reviews with First Student and recommend a contract award to
this company.
Our transportation costs will increase approximately 6% next year with First Student. We had
anticipated a significant increase next year, by greater than 20 percent. Illinois Central’s bid
response was an increase of 25% over our current rates.
We expect that Districts 15, 16 and 41 will contract with First Student and District 89 will contract
with Illinois Central.
- a three-year contract with Skyward at a cost per student of $7.94 for years 1 – 3. We converted
our financial and human resources systems to Skyward effective January 1, 2014. The system has
provided improved functionality and lower cost. After our initial startup we have added modules to
provide better process and service levels to users.

Year 1 cost is $7.94 per student, or an annual projected cost of $65,000 (5.6% increase in year one;
with zero % increase in years 2 & 3).
- the permanent transfer of $2,715,061 from the Operations and Maintenance Fund to the Debt
Service Fund to prevent a negative balance position in Fund 31. Under the new Illinois Program
Accounting Manual, expenditures for debt and related interest expenses are to be paid out of the
Debt Service Fund (Fund #31).
However, the Debt Service Fund only receives tax levy funds for referendum debt that was tax
levied. This would leave the Debt Service Fund in a negative balance position. Therefore, a
permanent transfer of $2,715,061 from the Operations and Maintenance Fund must be made to the
Debt Service Fund to prevent a negative balance position.

found in the people who work with students. Every day, they give of themselves in extraordinary
ways, in order to help all students succeed. Distinguished Service Awards were presented to the
following individuals: Mary Kate Bertane, Bob Dobosz, Joe Kain, Nathan King, Tom Martinez, Barb
Nimmo, Laura Payton, Deb Redmond, Mary Wheeler and Carol Woods.
- recognition of the following 2015-2016 Glenbard East parent leaders: Glenbard East Music
Parents Association president Robert Biddle, treasurer Tammy Ireland, secretary Wendy Peca and

solar panel project they have led at Glenbard East.
