Non-renewable consultancy Supervisor: Stateless Campaign Manager 1. General Background On 4 November 2014, UNHCR launched its Campaign to End Statelessness in 10 years. Statelessness is an entirely a man-made problem and is relatively easy to resolve and prevent. With the necessary political will and public support, millions of people around the world could acquire a nationality and prevent their children from being born stateless. UNHCR’s 10 year Campaign is supported by its Global Action Plan to End Statelessness: 2014 - 2024, which sets out steps for states to help end statelessness. Following a successful campaign launch the focus now moves into the first full year of the campaign. The launch was extremely successful- receiving high levels of media coverage and attention on social media. In addition, several concrete actions have also followed including commitments made in three regional declarations and an additional four countries have acceded to the stateless conventions. As a largely manmade problem- ending statelessness is indeed possible within our lifetime. Largely a digitally led campaign its main call to action is to sign an online Open Letter to End Statelessness. While the Campaign has had some success online – attracting high level signees and creating buzz on social media -the biggest challenge will be to maintain momentum over ten years. In order to do this we must create a global movement behind the campaign – that calls for an end to this human rights abuse. This position would develop a strategy to identify and engage individual supporters- with the longer term aim of creating communities of support. By creating these communities the Campaign’s message and goals could be embraced by a wide array of civil society and private sector groups and individuals who can advocate for change- and engage others in the global movement to end statelessness. 2. Purpose and Scope of Assignment Supervised by the PR Officer, Events, Campaigns and Goodwill Ambassadors’ Section of the Division of External Relations, the incumbent will deliver the following: 1) A strategy to engage our existing supporters on a systematic basis ensuring they have continued opportunities to support the campaign and to enlist others in the movement. a. Assist the Manager of the #IBelong Campaign to End Statelessness in planning, developing and implementing a supporter engagement strategy. This strategy will direct outreach as well as digital engagement to identify and ultimately create supporter communities. These communities will help drive: i. ii. iii. New signatories to the open letter Increase public awareness and broaden public debate on the issue. Advocacy actions by governments and civil society Specific target groups would include: o o o o Academics, and university student groups NGO’s supporting cross cutting issues ( children, women, human rights) Faith-based organisations Other organized civil society groups, (i.e. International Scout Federation, YWCA etc) 2) Maintain a global calendar of events from partners and targets in our key groups and work to find a place for the #IBelong campaign in these events. 3) Provide a regular flow of information, content, engagement ideas with a view of increasing the commuities involvement in our core campaign moments. 4) Provide support as needed to advance other activities of Events, Campaigns and Goodwill Ambassadors’ Section. 3. Monitoring and Progress Controls Development and roll out of a supporter engagement strategy to be handed over in an operational capacity at the end of contract. Engagement of five organisations in substantial communications support around the #IBelong campaign anniversary moment in November. Creation and maintenance of global calendar of events that is up to date for 2016 and contains key campaign opportunities with our partners throughout the year. 4. Qualifications and Experience a. Education Bachelor’s degree is essential. Advanced university degree in social sciences, international relations, politics or law is desirable. b. Work Experience Up to two years’ work experience in advocacy, campaigning or communications is essential. Experience of managing a supporter network desirable. Professional and/or academic experience relating to statelessness, nationality and human rights desirable. Fluency and excellent drafting skills in English are essential. Knowledge of French is an asset c.
