Introduction
The 3045 letters of Cons 488/32 comprise some 520 letters from
Fitzgerald, the remainder being from his replacement. Kennedy
tended to express his personal views less, writing more directly but
less interestingly. Kennedy, like his predecessor, continued to
promote development despite insufficient funds and/or labour, with
an administration deficient in competence.
How to Use the Index
The pages of the letter book are not numbered. The letters are
numbered and commence with 1694 to 1704. These letters appear to
be a continuation from 488/31 which concludes at letter 1466. If so,
some letters are lost.
The initial eleven letter numbers (1694-1704) are later
replicated in a new number series and the initial (or continuation)
letter numbers are marked in the Indexes with an * .
The new number series has some omissions of number, some
extra ‘a’ numbers and some repeated numbers, but letters may be
found readily using the letter numbers; but note the use of * above.

1082 letters were addressed to the Comptroller-General. He took leave
from 26 February 1856 until 1 February 1858 and c. 918 letters
were addressed to the Acting CG, although many letters in the leave period
were 'incorrectly' addressed to the CG.
