OPPORTUNITIES
Residents are invited to provide input on the
fiscal year 2014-15 budget to help shape the
future of the City of Irving. Below are public
input options available prior to the Sept. 18
budget adoption.

Irving Main Street Event to
Feature Arts, Crafts, Music
The city’s signature family affair — Irving Main Street Event — will hit
downtown Sept. 19-20, and families are invited to take part in the fun.
Every year, the city’s Parks and Recreation
Department aims to make the annual Irving Main
Street Event more memorable than the previous year.
This year, event organizers are extending a special
invitation to families to come out and enjoy one of the
city’s largest community events.
show will be held from noon to 4 p.m. The car show
will feature custom and classic cars from the early
1900s to today, and 98.7 KLUV radio personalities will
be on-site. Questions about the Manifolds on Main
Car Show should be directed to Fritts Car Shows at

For the first time in Irving Main Street Event history,
the Fun Zone will kickoff the event. Open from 6 to
10 p.m. Friday, Sept. 19, the Fun Zone is where kids
can be kids, and enjoy a variety of free attractions
including a giant zipline, slide, video games and other
great activities.
On Saturday, Sept. 20, Irving Main Street Event
attendees will embark upon a musical journey with
The Vintage Vibes, The Royal Rhythmaires, Charla
Corn, and Jon Christopher Davis and Lone Star
Attitude. From oldies to jazz and country, each of
these bands have their own flavor and will have
listeners tapping their feet. Following are the Main
Stage showtimes for Sept. 20.
Providing the soundtrack for the Friday night
experience will be Fingerprints and the Matchmaker
Band. Known for their unique blend of jazz and R&B,
Fingerprints is a Dallas-based sextet often referred
to as one of the South’s best kept music secrets.
Matchmaker Band, hailing from Austin, Texas, will
thrill the crowd with its take on Motown, soul, funk
and dance music. In addition, from 6 to 10 p.m.,
Friday night attendees will have an opportunity to
meet with personalities from K Soul 94.5 radio.

Residents provided input on the budget
during public hearings held earlier this year.
Additional comments can be made to the city
council online on any aspect of the budget
using the Ask the Budget Guy feature at
cityofirving.org. The service offers accurate
information regarding financial matters and
direct access to the “Budget Guy.”
Residents can ask the Budget Guy questions
regarding the FY 2014-15 budget by sending
an email to [email protected].
The Budget Guy will respond to all questions
and post answers to the city’s website.

The Main Street Marketplace is where attendees can
get their hands on rare crafts, clothing, jewelry, décor
and of course, food. Asian, barbecue and Greek
foods will be available for purchase. ATMs will be onsite and available to the public.

The family festival continues from noon to 8 p.m.
Saturday, Sept. 20 with more Main Stage music, an
expanded Fun Zone, and the opening of traditional
favorites — the Main Street Marketplace and
Manifolds on Main Street Car Show. This year’s car
Interactive Budget Retreat
A live interactive Budget Retreat set for Aug.
21-22 will allow residents to provide input
by telephone, email or comment card. The
interactive Budget Retreat will be televised
on ICTN 2 (AT&T U-verse 99, ictn.tv, Time
Warner Channel 95 and Verizon Channel
31). Residents who wish to provide input

The Irving Main Street Event will run along Main
Street from Irving Boulevard to Third Street, and
along Second Street from Hastings Boulevard to
Delaware Road. Parking and admission are free.

Keyhole Gardening
First made popular in Africa, keyhole gardens
are catching on in Texas and other hot, dry
places. Keyhole gardens hold moisture and
nutrients due to an active compost pile placed
in the center of a garden bed, and will result
in improved growing conditions in just about
any climate. From a bird’s eye view the garden
is shaped as a keyhole. A notch is cut into a
round garden bed, the notch makes for easy
access to the center compost well. This class
is the precursor to the hands-on workshop that
will be offered in 2015.

Free Trees to Oncor Customers
Through a partnership with the Arbor Day
Foundation, Oncor is giving away 8,300
3- to 4-foot trees to help reduce energy costs.
Trees will be shipped directly to customers
ready to plant. To participate, residents must
be Oncor customers. To reserve free trees, visit
arborday.org/Oncor and fill out the form. To
submit an order the ESI ID from electric bill
must be entered.

The Gallery of Artists: Diverse Artistic Expressions or

A collaborative group called The Gallery of Artists
returns to the Irving Arts Center for a month long exhibit
with lectures, demonstrations, and artist talks the first
and last weekends of the show. Original artwork in a
variety of media will be included. Participating artists:
Robert Louis Caldwell, James Gary Hines II, Jan Martin
McGuire, Sally Maxwell and Dale Weiler. With Guest
Artists: Jocelyn Russell and Julie Askew.
14th Annual Art Connection Members Exhibition

This annual show features the work of the Art
Connection members competing for cash awards in
three categories: Student/Youth, Non-Professional and
Professional. An overall “Best of Show” prize also is

Filled with his trademark wit and whimsy, the exhibit
features 70 works by Caldecott Medal award-winning
illustrator and author, David Small. This exhibition

Angry Birds Celebration – 2:30 p.m. Aug. 23, West
Irving Library, 4444 W. Rochelle Road. Staff has
hatched up a fun mash-up of Angry Birds crafts,
games, treats and activities for all ages.
Customers will notice the attractive catalog launch
page that puts the library’s collection front and center
with virtual displays of book recommendations, new
arrivals and best-sellers. Spell-check and popular
search suggestions make the catalog look and feel
like an Internet search engine. Users can save paper
by sending book call numbers to their mobile phones
using the Text It! feature and share library book
reviews with online friends and followers from virtually
anywhere.
Polaris is set to revolutionize the way customers use
the library’s Overdrive and 3M eBook collections.
Cardholders will no longer have to log into separate
Web pages to see the downloadable items along with
the library’s physical items.
Customers also will be able to place holds and check
out eBooks, as well as monitor account activity
directly from the library’s catalog. Other new account
features include an option to keep one’s reading
history, create alphanumeric usernames and receive
text notifications. n

Registration for the after school program will begin Aug. 1. Elementary school
students will participate in a variety of activities in a safe and supervised
environment. An afternoon snack is provided daily. The program is offered on
school days between the hours of 2:45 to 6 p.m. at Cimarron, Georgia Farrow,
Lee, Mustang, Northwest and Senter Park recreation centers. The cost of
each six-week session is $180. Space is limited for these programs. Check
neighborhood recreation centers for detailed registration information. n

Advisory Boards
Advisory Committee on Disabilities
Purpose: To serve as a contact and voice of residents
to city council, to review and discuss matters referred
to the committee by council and the city manager,
and to provide recommendations on matters
pertaining to disabilities.
Qualifications: Members must live or work in the city.
Meeting Frequency: Bimonthly, Thursday at 6 p.m.
Animal Services Advisory Committee
Purpose: To advise the city council and the
department regarding issues pertaining to animal
care and welfare, animal rescue, standards for animal
shelters, training of personnel and any other issues
that may be required by applicable law.
Qualifications: Members must live or work within the
city, one licensed veterinarian, one county or city
official, one person whose duties include the daily
operation of an animal shelter, and one representative
from an animal welfare organization.
Meeting Frequency: Bimonthly, Tuesday at 6 p.m.
Board of Health
Purpose: To offer vision, advice and the community
perspective to the city council in matters concerning
community health and related public policy.
Qualifications: Members must live or work in the city,
two members must be employed in a medical-related
field, ex officio members include a designee of the
city manager and the city health officer or designee.
Meeting Frequency: Monthly, Monday at 6 p.m.
Green Advisory Board
Purpose: To provide recommendations to the city
council concerning matters of sustainability and
ecological significance to ensure that the city
promotes environmental stewardship now and in the
future.
Qualifications: Members must live or work in the city.
Meeting Frequency: Bimonthly, Tuesday at 6 p.m.
Library Board
Purpose: To advise the city council and the director
on matters pertaining to the operation of the library
system and recommending policies for both the
maintenance and improvement of library services.
Qualifications: Members must live in the city for at
least one year; one member is a liaison for the Friends
of the Library.
Meeting Frequency: Monthly, Monday at 5:45 p.m.
Museum Advisory Board
Purpose: To collect, preserve, interpret, and exhibit
the material culture and the heritage of Irving and the
surrounding area.
Qualifications: Members must live in the city.

Parks and Recreation Board
Purpose: To act in an advisory capacity to the city
council and the director in all matters pertaining to
parks and recreation.

Purpose: To enhance the tax base of the city;
preserve the value of the existing developments; and

Sovereign Boards
Arts Board
Purpose: To provide financial, technical, program
and facilities support to enable artists and arts
organizations to expand art activities in the
community.
Qualifications: Nine members must live in the city;
two members work for, represent, or own corporate
or business operations within the city and do not
need to be a resident of the city; and two nonvoting
members are representatives from the hotel/motel
industry.
Meeting Frequency: Monthly, Monday at 5:15 p.m.
Building and Standards Commission
Purpose: To hear and determine cases concerning
alleged violations of ordinances for the preservation
of public safety, relating to the materials or methods
used to construct a building or improvements.
Qualifications: Members must live in the city.
Meeting Frequency: Quarterly, Thursday at 3
p.m.
Civil Service Commission
Purpose: Routinely reviews disciplinary actions
of police and fire employees and adopts rules as
necessary for the proper conduct of commission
business including cause for removal or suspension
of a firefighter or police officer.
Qualifications: Members must live in the city for three
years.
Meeting Frequency: As needed, Thursday at
3:30 p.m.
Construction Board of Appeals
Purpose: To hear and decide appeals of orders,
decisions or determinations made by the building
official or fire chief.
Qualification: One member lives in the city, one
master electrician or electrical contractor, one
master plumber or plumbing contractor, one class
“A” licensed mechanical (HVAC) contractor or
mechanical engineer, one homebuilder, one
representative from the fire protection industry, one
licensed architect or engineer.
Meeting Frequency: As needed.
Convention and Visitors Bureau Board
Purpose: To market Irving as a premier travel
destination, enhancing the community’s economy
and quality of life. The board of directors makes
recommendations to the city council about
convention facilities, assists with attracting visitors
to the city and hires the executive director.
Qualifications: Nine members must live in the city
and cannot be employed in the hotel or tourism
industry. The additional four voting members consist
of the Chair to the Greater Irving Las Colinas Hotel
Association, a representative of the hospitality
industry, a representative of the hotel/motel industry,
and a representative of the restaurant industry.
Twelve non-voting members consist of two
representatives of the hospitality industry; a
representative from the Dallas Cowboy Football
Club; a representative of the Las Colinas Association;
a representative from University of Dallas; a
member of the TIF No. 1 board; a member of the
Salesmanship Club of Dallas Byron Nelson; a
member of Dallas County Utility and Reclamation
District board; a previous ICVB board member; City
Manager or designee; Greater Irving-Las Colinas
Chamber of Commerce Chair; and President and
CEO.
Meeting Frequency: Monthly, Monday at 11:45 a.m.
Hospital Authority Board
Purpose: The general purpose of the authority is
to establish, maintain, and provide for health care
services and facilities for the residents of Irving and
patients within its medical service area.
Qualifications: Member must live or work in the city.
Meeting Frequency: Varies.
Housing and Human Services Board
Purpose: The purpose of the board is to serve as an
educational outreach and citizen input mechanism
for the community and in an advisory capacity to
staff and council, and to act as an appeals board
for all city-administered programs funded with
HUD grant funds, including housing rehabilitation,
homeownership assistance and human service
programs.
Qualifications of members: Members must live or
work in the city.
Meeting Frequency: Monthly, Wednesday at 6 p.m.
Planning and Zoning Commission
Purpose: To hear and recommend matters relating
to zoning, planning or subdivision control as may be
specified or required under ordinance, the city charter
or the laws of the State of Texas.
Qualifications: Members must live in the city.
Meeting Frequency: Twice monthly, Monday at 6 p.m.
Zoning Board of Adjustments and Appeals
Purpose: To hear and decide appeals and special
exceptions to Irving’s city ordinance.
Qualifications: Members must live in the city.

EMPTY THE SHELTER
Residents should look no further than the
Irving Animal Care Campus, 4140 Valley View
Lane, to find their perfect pet match during
the Empty the Shelter Event from 10 a.m. to
5 p.m. Aug. 16. During the special adoption
event, all spayed and neutered animals will
be available to the public at no cost, although
other fees may apply.
Trash Bash volunteers
Trash Bash Organizers Aim to
Make This Year’s Event Bigger
Volunteers needed to help make Irving cleaner and greener from 9 a.m. to
noon Sept. 27 during Keep Irving Beautiful’s 23rd Annual Trash Bash.
Keep Irving Beautiful (KIB) is enlisting the support
of individuals, groups and business organizations
to make this year’s Trash Bash the largest in history.
This year’s cleanup will be held at T.W. Richardson
Grove Park, 333 E. Interstate Highway 635 (LBJ), at the
Northeast corner of Valley View and I-635.
“Participation in beautification projects like the
Trash Bash has consistently trended upward, and
the Trash Bash is a great opportunity for residents,
businesses and civic organizations to display the spirit
of volunteerism that has made Irving famous,” said
KIB Administrator Rick Hose. “Our goal is to get folks
personally invested in litter abatement — after picking
up trash for a couple of hours, you get a better idea of
the damage that’s done when people carelessly litter
our parks and neighborhoods.”
In keeping with tradition, this year’s Trash Bash will be
held in conjunction with National Public Lands Day the
country’s largest single-day volunteer event for public
lands to raise awareness of environmental issues
like litter. Accordingly, Irving will be just one of many
communities across the country banding together to
make a clean and green difference.
“We have hundreds who come year after year to be
part of the cleanup, but we’re hoping for a surge in
first-time participants to push us over the 500 mark,”
said Hose. “So, for those who have never taken part in
a KIB beautification project, this is your chance to get
to know your neighbors, support a good cause and
make an impact in the community.”
Some 503 volunteers participated in last year’s Trash
Bash event, committing 1,509 hours to cleaning up the
community. This level of participation resulted in 2,680
pounds of litter and 400 pounds of recyclable material
being removed from Irving streets.
Event organizers are asking for prospective
participants to commit to participating as soon as
possible and help spread the word. To register or for

There is not a minimum age requirement or maximum
number of volunteers for the cleanup, so everyone
can participate. The cleanup celebrates a partnership
among KIB, the Parks and Recreation Department and

IRVING TO HOST NFL PUNT,
PASS, KICK COMPETITION
In partnership with the Irving Police Athletic
League, the Irving Police Department
Problem Solving Unit will host the NFL Punt,
Pass and Kick competition from 10 a.m. to
1 p.m. Aug. 16 at Lady Bird Middle School,
3601 W. Pioneer Drive.
Open to boys and girls ages 6 to 15, the
equal opportunity competition allows local
youth to compete in a friendly environment
using basic football skills (punting, passing
and kicking).
There are five age groups, offering a place
for everyone. Young people are encouraged
to take part in the NFL’s commitment to
Play 60.
There is no cost to participate just show up
