GENERAL RULES AND REGULATIONS
500.1
DEFINITIONS
ATS –
Assistant Technical Specialist. This is a position on the Technical Panel
whose responsibilities include assisting the Technical Specialist in calling
elements, determining levels, and working with the Technical Panel to
determine the elements performed in a programme. See ISU
Communications for more information.
Closed Marking System –
This means that the judge’s marks will not be presented to the public at the
time but will be given when the results are announced.
Element –
A specific move in figure skating that is given a value.
GOE –
Grade of Execution. These are determined by judges in accordance with ISU
regulations. Typically these range from positive to negative marks depending
on how well the particular element was performed. Details of how GOE is to
be determined may be found in ISU Communications.
IJS –
International Judging System
ISU –
International Skating Union
Level –
Some elements (like spins and steps) may be given a level. This represents
the difficulty of the performed element.

SOV –
Scale of Value. This is what determines how many points each element is
worth. This is determined by the ISU and is updated every year. Details of
the current Scale of Value may be found in ISU Communications.
PCS –
Programme Component Score. These are additional marks given by judges
in accordance with the International Judging System. Details of how
Programme Component Scores are determined may be found in ISU
Communications.
Programme -
A programme consists of a number of elements strung together with
interconnected movements in maximum time duration, typically to music.
TC –
Technical Controller. This is a position on the Technical Panel and works to
determine the elements performed in a programme. See ISU
Communications for more information.
Technical Panel –
Made up of a Technical Specialist, Assistant Technical Specialist, and
Technical Controller.
TES –
Technical Element Score. This is the total of all element scores and makes
up the “technical” mark of the International Judging System. Details of the
value for elements are found in ISU Communications.
TS –
Technical Specialist. This is a position on the Technical Panel whose
responsibilities include calling elements, determining levels, and working with
the Technical Panel to determine the elements performed in a programme.

Definitions that reference the ISU or IJS are based on standards and definitions used by the International
Skating Union. These must be read in conjunction with the latest information from the ISU. The ISAI has no
separate definition of these terms.
500.2
GENERAL REQUIREMENTS
500.2.1
All tests are offered inclusively to all eligible members in good standing of the ISAI. All
tests are conducted under the rules of the Association.
500.2.2
Test fees will be set by the Board each year, and will include the cost of administration
and certificate. Current fees can be found on the Test Application Form.
500.2.3
Test fees may not include the cost of ice time, there may be an additional charge made
to cover ice time.
500.2.4

All costs incurred in the taking of any test will be the responsibility of the Club and/or
skater concerned and shall not be the responsibility of the Association.
500.2.5
All candidates must apply to test by submitting a Test Application with payment of appropriate fee to the
Test Coordinator.
500.2.6
Test applications can be made at any time, however all applications must be received no later than 14
days prior to any proposed test date, or such earlier time as agreed by the Test Coordinator.
500.2.7
A test session will only be held when there are sufficient applications to economically warrant organizing a
test session.
500.2.8
It is the responsibility of the Test Coordinator or representative to arrange the ice time for the tests.
500.2.9
Field Moves Tests may be taken independently of the Free Tests. Field Move tests do not hinder a skater’s
competitive level.
500.2.10
All Single, Pairs, Ice Dance and Solo Ice Dance tests may be achieved at either a test session or as a
result of competition participation.
500.2.11
A candidate may progress to the Adult structure once they have reached the age of 18 if they wish to.
500.2.12
A candidate not appearing at the appointed time for their test, without written notice 90 minutes prior to the
appointed time, will forfeit their test and must reapply. No notice will result in the forfeit of fees and
necessitate reapplication for the test and further fees.
500.2.13
A candidate who has given notice for not appearing at the appointed time for their test must send their
reason for not appearing in writing to the Test Coordinator within seven days after the test date. Failure to
supply a satisfactory explanation to the ISAI Test Coordinator will result in loss of test fee and will
necessitate the reapplication for the test along with a further test fee.
500.2.14
No coaching or prompting may occur during any test.
500.2.15
Any circumstance not covered in these rules will be decided under ISU regulations and or by decision of
the ISAI Board of Directors.

500.3
CONDITIONS OF ICE
500.3.1
The Test Coordinator, Technical Controller or Judge may call off any test where the
condition of the ice in their opinion is not satisfactory.
500.3.2
The Test Coordinator, Technical Controller or Judge may call off any test where in their
opinion health and safety issues are not satisfactory.
500.3.3
The Test Coordinator, Technical Controller or Judge may stop any test due to rink side
interference or distractions to skaters or judges. Once the interference or distractions are
removed the test may continue from the point of interruption.
500.3.4
All National Tests, Bronze to Gold and Field Moves, may be held on non-standard size ice rinks with prior
approval of the Figure Technical Committee.
500.3.5
All Championship Tests, Novice to Senior, must be taken on an ice surface no smaller
than 56m by 26m.
500.4
PREVIOUS TESTING
500.4.1
Member skaters who have passed tests of another ISU Member Federation may be
exempted from starting with lower level tests provided they submit proof of tests passed
to the ISAI.
500.4.2
A skater may then enter for the test level they feel is appropriate to their standard.
500.4.3
In the event a skater fails the chosen test, he/she will have an opportunity to retest
once more at that standard.
500.4.4
In the event a skater fails the first attempt at a test level he/she cannot then choose to do
a lower level test at the retest. The retest MUST be at the same level.
500.4.5
If on the second attempt the skater still fails to achieve a pass mark, the skater must
enter the test structure at the National Bronze entry level and follow the progression.

500.5
JUDGING OF TESTS
500.5.1
All tests will use the IJS system to determine the outcome of the test.
500.5.2
The current ISU Scale of Values, Component guidelines and relevant deductions for
errors will be used as appropriate.
500.5.3
The closed marking system shall be used for all tests. Judges marks will not be announced publicly at the
time, but given as feedback in accordance with Rule 500.6.16
500.5.4
The ISAI shall appoint all judges and officials for all tests.
500.5.5
It is the responsibility of the Test Coordinator or representative to arrange the Judges and
Officials.
500.5.6
On completion of the tests it shall be the responsibility of the Test Coordinator to collect
all Judges 'and Officials sheets (including passes and failures) and hand these to the
National Test Coordinator or ISAI representative within seven days for the completion of
a test summary form.
500.5.7
The judging/testing panel’s decision is final.
500.5.8
No Referee is necessary at a test session. All decisions will be made by the senior
qualified Judge.
500.5.9
The judging / testing panel should include a minimum of 1 Judge of appropriate
standard and 1 Technical panel member. i.e. 2 people.
500.5.10
The judging / testing panel may also consist when necessary of at least, either
1. person who is acting as both judge and technical controller, in which event
there must be a Technical Specialist (TS) or Assistant Technical Specialist
(AST) on the panel.
2. The technical controller may act independently or with the support of TS
when there is at least 1 judge on the judging panel as necessary.
500.5.11
The judging / testing panel should include a maximum of 3 Judge of appropriate
standard and 3 Technical panel member. i.e. 6 people.

500.5.12
Data operators, Video operators, time keepers and other officials may be used in support
as necessary. A video recording of the test may be taken.
500.5.13
All tests and deliberations of the judging and testing panel may be recorded but will
otherwise remain confidential.
500.5.14
All officials shall at all times comply with the ISAI Code of Conduct and for the avoidance
of doubt:
A Judge or a member of the technical panel shall not officiate at a test where any of the
following circumstances exist:
1. When they are a relative (defined as husband, wife, de facto partner, mother,
father, aunt, uncle, grandparent, son, daughter, sister, brother or first cousin, inlaw) of the candidate.
2. When they have been a skating partner of the candidate during the past 24
months in a competition or test.
3. When they are a relative of either:
 a coach of the candidate or
 any person who has been a coach of the candidate during the preceding 24 months.
4. When they remunerate the coach of a candidate in respect of the candidate’s tuition
5. For the purpose of staffing at an event, the senior official present shall decide
any issues raised at the test concerning conflicts of interest or other matters
relevant to the conduct of the test including those involving the applicability of
ISAI Code of Conduct and / or ISU Code of Ethics to the assigned officials.
500.5.15
The candidate’s order of skating for each standard, when there is more than one skater,
shall be drawn by the Test Coordinator or Senior Official present responsible for the test
session.
500.6
RESULTS
500.6.1
All test pass scores will be published annually, at the beginning of the new season, on the
ISAI website and will be available from the ISAI office.
500.6.2
All tests, with the exception of Field Moves are awarded at Retry, Pass, Merit or Distinction.
500.6.3
Pass, Merit, and Distinction are awarded where the skater achieves the passing total in Singles, Pairs, Ice
Dance, Solo Ice Dance and Adult.
500.6.4
Field Moves are awarded at Retry or Pass. Pass is awarded where the skater achieves the passing total.

500.6.5
The Passing score for all tests National Levels will be calculated on the Technical
Element Score (TES) only.
500.6.6
The Passing score for Championship Levels will be calculated on the Technical
Element Score (TES) only.
500.6.7
The Passing score for Adult Levels will be calculated on the Technical Element Score
(TES) only.
500.6.8
Where appropriate all programmes will be scored on Programme Component Scores (PCS) but this total
will not contribute to the passing score.
500.6.9
The test shall be marked according to the current IJS regulations issued by the ISU and in
accordance with the verification rules and test pass scores determined by the ISAI.
500.6.10
All test pass scores will be reviewed and revised as necessary by the technical
committee in accordance with the relevant ISU regulations, for the ISAI Boards approval.
500.6.11
A skater who subsequently achieves a higher score in competition may be awarded with
the higher award.
500.6.12
There are no age limits for the purpose of testing levels. Any age requirements set by the ISU are negated
for the purpose of testing.
500.6.13
Within the ISAI Championship levels, a skater, who meets the age requirements of ISU
at Novice and above, but holds an ISAI test standard above their ISU age category may
choose to compete at either the appropriate ISU age category or the ISAI test standard at
ISAI Nationals and or competitions.
500.6.14
Within the ISAI Championship levels, a skater, who meets the age requirements of ISU
Advance Novice, Junior or Senior levels, may choose to test at that level once they have
passed their National Gold Free Style Test.
500.6.15
Results will be given to the skater generally within one week of the test date.
500.6.16
Feedback will be given to all skaters who do not meet the pass requirements. Test candidates will be
given feedback via the test protocol and judge’s comments.

Certificates will be issued to the skater only for the test levels passed.
500.6.18
Results, Feedback, and Certificates will be posted to the skater following the test.
500.7
TESTING THROUGH COMPETITION
500.7.1
A competition score equal to or greater than the test pass score maybe used to achieve a test level.
500.7.2
All skaters must have participated at the competition representing an Irish Club, ISAI or Ireland.
500.7.3
Competition must be during the current season.
500.7.4
Only competitions held by the ISAI, or any other ISU member Federation, where ISU IJS scoring has
been correctly applied will be considered for test application.
500.7.5
At international competitions, the competition event must be the same duration and include the same
number of elements as the test programme to be considered.
500.7.6
A skater must include with their test application a copy of their protocol.
500.7.7
All applications must be accompanied with an administration fee to cover the cost of test certificate.
500.8
PROVISIONS FOR SKATERS WITH IMPAIRMENT
500.8.1
In order to include skaters with any form of disability and facilitate able and disabled bodied skaters to
participate in the same competitions and test sessions on an equal basis, the ISAI adopt the Inclusive
Skating approach. www.inclusiveskating.org
500.8.2
The ISAI adopts the Inclusive Skating Classification System, which gives each skater an impairment
compensation depending upon how their medical conditions affect the ability. This will be added to their
test score.
500.8.3
The classification for the impairment compensation must be pre-assessed and cannot be calculated on the
day of the test.

MUSIC REQUIREMENTS
500.9.1
Music must be as per ISU Regulations.
500.9.2
Music for Ice Dance National and Solo Tests must be appropriate to the patterns skated.
500.10
GENERAL REQUIREMENTS FOR "NATIONAL" TEST STANDARDS
500.10.1
There are 4 test levels in Field Moves.
500.10.2
There are 3 test levels in the National Test Structure for Singles.
500.10.3
There are 5 test levels in the National Test Structure for Ice Dance.
500.10.4
All tests are to be taken in progressive order.
500.10.5
A candidate must hold Emerald Skate Level 8 or equivalent if coming from a different
ISU member federation before attempting any National Test.
500.10.6
Test passes can also be achieved through competition participation, see 500.7 except field moves which
must be taken at a test session.
500.10.7
The time is to be taken from the moment the skater begins to move.
500.11
GENERAL REQUIREMENTS FOR "NATIONAL" FIELD MOVE TESTS
500.11.1
Each exercise has a fixed technical base value and is marked with a +/- GOE on a scale from -3 to +3.
500.11.2
All Exercises must be attempted, before a Pass will be awarded, even if a passing total is
achieved on the lesser number of exercises.
500.11.3
Where a skater does not skate the required number of lobes/moves, all non-skated
segments will be given a value of 0.

500.11.4
The Field Move Tests are basic skating moves skated without music.
500.11.5
The exercises in the Field Move Tests shall be skated in order as set out in these Test rules.
500.11.6
Field Moves must be commenced with a minimum number of introductory steps.
500.11.7
If a skater starts a move on the wrong foot or skates a move other than that prescribed, the
Judge must draw attention to the mistake as soon as possible. The mistake must be treated as a
false start. A skater is only permitted one false start without penalty.
500.11.8
Skaters shall select the area on the ice surface for the Field Move Test as directed by the Judge.
500.11.9
An effortless, flowing and graceful execution should be achieved. Within the limits of the
following rules, complete freedom is allowed to the skater.

The head should be carried in an upright position, relaxed and naturally held
The upper body should be upright but not stiff
The arms should be held gracefully
The free leg should be extended with the toe pointed or held close with control where appropriate.
500.11.10
The steps must be skated in accordance with the diagrams and descriptions. The number of
steps must be skated as prescribed. Subject to a general conformity with the basic
requirements, complete freedom is allowed to the skater with respect to arm and free leg
positions.
500.11.11
Stroking must be skated with good edges, control, flow, extension, carriage and rhythm. An even
speed and flow should be maintained throughout. Maximum utilisation of the ice surface is
desirable. Ice coverage must not be obtained by the use of flat or shallow edges.
500.11.12
Detailed instructions and patterns for all appropriate exercises are available from the ISAI office
in a Test Booklet. These must be followed exactly.
500.12
GENERAL REQUIREMENTS FOR SINGLES & PAIRS "CHAMPIONSHIP" TEST
STANDARDS
500.12.1
There are 4 test levels in the Championship Skating Test Structure
 Basic Novice (B)
 Advanced Novice
 Junior; and

500.12.2
All skaters must hold National Gold Free skate Test, Adult Silver Free or equivalent if coming
from a different ISU member Federation before attempting any Singles or Pairs Championship
Test.
500.12.3
Championship Pair and Dance tests do not have to be taken as a team, however both tests
require 2 skaters to participate even if only one is attempting the test.
500.12.4
The test shall be marked accordingly with deductions given for errors as listed under the current
IJS regulations given by ISU.
500.12.5
In all programmes where there are Required Elements, for example, short programmes, all
elements must be called by the technical panel, before a Pass will be awarded, even if a passing
total is achieved on the lesser number of elements.
500.13
GENERAL REQUIREMENTS FOR ICE DANCE TESTS
500.13.1
There are three Ice Dance Test Structure: National, Solo and Championship.
500.13.2
All skaters must hold National Ice Dance Gold Tests or equivalent if coming from a different ISU
member Federation before attempting any Solo Dance or Championship Dance test.
500.13.3
The Solo Ice Dance Structure is designed to allow skaters who wish to continue to learn more difficult ice dances
to progress. It is encouraged that any skater attempting Championship Tests also attain the Solo Tests, however
this is not required.
500.13.4
Dance patterns must be repeated twice (or four times where a pattern repeats halfway round the rink) resulting in
minimum two full circuits of the rink for all National and Solo tests.
500.13.5
Each exercise has a fixed technical base value and is marked with a +/- GOE on the ISU scale.
500.13.6
Where a skater does not skate the required number of patterns, all non-skated segments will automatically be
given a total value of 0 for the element.
500.13.7
For National and Solo Tests, introductory and finishing steps are at the skater’s discretion, but should be minimal
and will not be evaluated in the GOE.
500.13.8
The Championship Ice Dance Tests will be judged according to the IJS system. The current ISU Scale of Values,
Component guidelines and relevant deductions for errors will be used as appropriate.

All National and Solo Ice Dance tests may be taken either as a team or on their own. A skater may also take
these tests in a team where the partner is not attempting the test.

Championship Ice Dance tests do not have to be taken as a team, however all tests for these levels require 2
skaters to participate even if only one is attempting for the test.
500.13.11
Advance Novice, Junior and Senior test standards consist of a short and free programmes.
500.13.12
The short and free programmes do not have to be passed at the same test session or competition.
500.14
GENERAL RULES FOR ADULT TESTS
500.14.1
Candidates must have reached the age of 18 years to select the Adult Skating Test Structure.
500.14.2
Any skater aged 18 or above may select the Adult Skating Test Structure or the National Test Structure.

There are no separate Field Moves tests for Adults;
500.14.4
There are no separate Solo Dance tests for Adults;
500.14.5
Skaters must have completed the Emerald Skate Level 8 or equivalent.

The Passing score for Adult Levels will be calculated on the Technical Element Score (TES)
only.

SINGLES "NATIONAL" TEST STANDARDS
TECHNICAL REQUIREMENTS
502.1
"NATIONAL" BRONZE FREE SKATE TEST
502.1.1
A free programme of 1 minute 30 seconds (+/- 10 sec) duration with music comprising linking
steps and movements which must be in time and in character with the rhythm of the music
chosen.
502.1.2
Technical requirement
1. Maximum of 3 jump elements
i. Must include a Toeloop & Salchow.
ii. Maximum of one (1) jump combination. Where a sequence is performed, only the 2 most
difficult jumps will be counted. These jumps can be a repeat of (a).
iii. Waltz Jumps will be counted as an unlisted jumps part of Transitions, worth 0 points. They
will not block a jump box.
2.
There must be a maximum of two (2) basic position spins of a different nature (abbreviation)
i. No change of foot or position is allowed
ii. Minimum of 3 revolutions total per spin (at least 2 revolutions must be in position for the
position to be called)
3. There must be a maximum of one (1) step sequence covering at least three quarters (75%) of the ice surface.
502.1.3
In all elements which are subject to levels, only features up to Level 2 will be counted. Any
additional features will not count for Level requirements and will be ignored by the technical
panel.
502.1.4
The test will be marked in Program Components: Skating Skills and Performance/Execution but this will not
contribute to the passing score.
502.2
"NATIONAL" SILVER FREE SKATE TEST
502.2.1
A free programme of 2 minutes (+/- 10 sec) duration with music comprising linking steps and
movements which must be in time and in character with the rhythm of the music chosen.
502.2.2
Technical requirement
1. Maximum of 4 jump elements
i.
Must include a Loop and Flip.
ii.
Maximum of 2 jump combinations, Jump combinations can contain only 2 jumps. A jump
sequence can contain any number of jumps, but only the 2 most difficult jumps will be counted.
iii.
Any single jump may not be executed more than twice in total.

2. There must be a maximum of two (2) spins of a different nature (abbreviation)
a. One of which must be a combination with no change of foot with a minimum of
four (4) revolutions in total.
b. One of which must be a spin with no change of position with or without change of
foot.
c. If a change of foot is executed in the spin with no change of position, there must
be a minimum of six (6) revolutions in total. If no change of foot is executed, then
there must be a minimum of four (4) revolutions in total.
3. There must be a maximum of one (1) step sequence fully utilizing the ice surface.
502.2.3
In all elements which are subject to levels, only features up to Level 2 will be counted. Any
additional features will not count for Level requirements and will be ignored by the technical
panel.

"NATIONAL" GOLD FREE SKATE TEST
502.3.1
A free programme of 2 minutes and 30 seconds (+/- 10 sec) duration with music comprising
linking steps and movements which must be in time and in character with the rhythm of the
music chosen.
502.3.2
Technical requirement
1. Maximum of 4 jump elements.
i.
Maximum of 4 jump elements one of which must be a Lutz and one Axel jump.
ii.
Maximum of 2 jump combinations or sequences. Jump combinations can
contain only two (2) jumps. A jump sequence can contain any number of
jumps, but only two most difficult jumps will be counted.
2. There must be a maximum of two (2) spins of a different nature (abbreviation)
i.
ii.
iii.
iv.
One of which must be a combination spin with or without change of foot.
One of which must be a spin with no change of position with or without change of
foot.
If a change of foot is executed in either spin, there must be a minimum of six (6)
revolutions in total. If no change of foot is executed, then there must be a

Flying entry is allowed.

TECHNICAL REQUIREMENTS

BASIC NOVICE (B) SINGLE & PAIRS TEST
503.1.1
Basic Novice test consists of a free programme only.
503.1.2
Technical requirements for free programme are as published in the ISU Communication for Novice Competitions
for the current season and any subsequent updates.

1. The candidate must perform a well-balanced free program of maximum time is 1 min. 50 sec., but may be

A maximum of four (4) jump elements.

Only single jumps are permitted. No Axel type jumps, no double or triple jumps. Maximum of three
(3) jump combinations or jump sequences. Only one (1) jump combination may include three (3)
jumps. In a jump sequence only the two (2) highest value jumps will count.
Jumps cannot be repeated more than twice. The second repetition of the jump MUST be in
combination.
A maximum of two (2) spins of a different abbreviation;

A maximum of two (2) different lifts of Group 1 or Group 2 with a minimum ½ revolution
for the man. Variations of the lady’s position, nohand and one-handed lifts, and
combination lifts are not permitted. Overhead lifts and twist lifts are not permitted. A
different take-off counts as a different lift.
A maximum of one (1) solo jump.
A maximum of one (1) jump combination with a maximum of three (3) jumps. Only
Single jumps are permitted
A maximum of one (1) throw jump. Only single jumps are permitted.
A maximum of one (1) pair spin or pair combination spin. The pair spin must have a
minimum of three (3) revolutions. The pair combination spin must have a minimum of
three (3) revolutions on each foot.
A maximum of one death spiral or pivot figure (position optional). At least a ¾ revolution
in pivot position by the man is required.

A maximum of one solo spin or solo spin combination. A minimum of eight (8) revolutions
in the solo combination spin with or without change of foot. A minimum of five (5) in the spin
with one position, flying entry allowed.
A maximum of one (1) death spiral or pivot figure (position optional). At least a ¾
