Pursuant to section 61H of the Social Security Act 1964 and section
15 of the New Zealand Superannuation and Retirement Income Act
2001, His Excellency the Governor­General, acting on the advice
and with the consent of the Executive Council, makes the following
order.

Title
This order is the Social Security (Rates of Benefits and Allow­
ances) Order 2008.

Commencement
This order comes into force on 1 April 2008.

Increasing amount of funeral grants
Sections 61DB, 61DC, and 61DD of the Social Security Act
1964 are amended by omitting “$1,706.31” and substituting in
each case “$1,760.57”.
The amendments made by subclause (1) apply only in respect
of persons who die on or after 1 April 2008.

Each provision of the Social Security Act 1964 listed in the
first column of Schedule 1 is amended by omitting the expres­
sion set out opposite to it in the second column and substitut­
ing in each case the expression set out opposite to it in the third
column.

Consequential revocation
The Social Security (Rates of Benefits and Allowances) Order
2007 (SR 2007/60) is consequentially revoked.

Explanatory note
This note is not part of the order, but is intended to indicate its general
effect.
This order, which comes into force on 1 April 2008, increases most
benefits and pensions.
Clauses 3 and 4 amend the Social Security Act 1964. Clause
5 amends the New Zealand Superannuation and Retirement Income
Act 2001.
Clause 3 increases the amounts of funeral grants.
Clause 4 and Schedule 1 increase the following benefits or allow­
ances: widow’s, orphan’s, unsupported child’s, invalid’s, unemploy­
ment, sickness, domestic purposes, child disability, disability, inde­
pendent youth, related emergency benefits, and the long­term hos­
pital rates. The maximum amount of income that a blind beneficiary
may earn, and still receive a subsidy, is also increased, as are the as­
set and income limits in Schedule 31.
Clause 5 and Schedule 2 increase the rates of New Zealand super­
annuation entitlements. The rates of New Zealand superannuation
that are amended are the gross rates, but the CPI adjustment has been
calculated in relation to the net rate in each case.
These increases reflect a 3.18% increase in the New Zealand Con­
sumers Price Index (All Groups) from the December 2006 quarter to
the December 2007 quarter.
