MONTROSE COUNTY FAIR BOARD MEETING 10-18-11 Meeting was called to order at 7:00 p.m. Members Present: Rick Rowan, Tami Distel, Tracey Baldwin, Lani Bentley, John Gibson, Shane Nicolas, Doug Kimberlin, Scott Riba, Paula Klaus Montrose County: Ron Henderson, Ken Norris, Emily Sanchez CSU Extension Office: Trent Hollister st Good News: Fair Board interviews will be held on October 31 , from 1 to 4 p.m.. For information or to set an appointment time contact Sandy Nelson, at the Commissioner's office. Public Comment: Shawndra Lynch, 61580 W. Niagara, Montrose. She would like to see the unethical practices up dated in the book. Tra Luce, 68579 Ute Lane, Montrose. Suggested to do a blow and go for the beef market show, and a fitting show for the showmanship. Sherrie MacDonald, 15437 6200 Road, Montrose. Introduced Kim Price who is the new goat superintendent, and Sherrie is going to help. Suggested that all or at least Grand and Reserve Champions be tested before leaving fair grounds. The money for tlie ultra-sounds she did not collect. Karen Rider, 64316 Jake Road, Montrose. Stated that the rule for dogs barking in the beef bam needs to be enforced. Dress code should be the same. Grand Champion Showmanship for pocket pets needs to be taken out of the book. Shannon Lefra, 13726 Marine Road, Montrose. Said when showing they are suppose to wear all white, and that needs to be enforced. Eldon Handke, 4087 5945 Road, Olathe. We need to implement the rules. If not enforced they do no good. If we test animals, we need to test them all. Scott Riba asked Eldon who is to enforce all the rules, other people, or just Fair Board? Eldon said the beef superintendent, and we will need to designate someone to work with him for beef barn security. Jordan Lynch, 61580 W. Niagara, Montrose and Macy Gurle 61355 Monroe Road, Montrose stated that they would like to see the new rules for night curfew implemented that Shawndra Lynch has introduced. Rebecca Reader, 5023 S. Mesa Ave, Montrose. Wanted to know why they can not do showmanship if their animal dies? th nd August 16 - 2011 minutes were read. Motion made by Tami and 2 by Scott to approve. Motion passed. September 20 , 2011 minutes were read. Motion made by Tami and 2 by Shane to accept the minutes with the following corrections that Shawndra Lynch stated that she would help, we just to ask, not the 4-H Council. The money collected for hardship's at fair was $1050.00 not $2850.00. Motion passed. October 5 , work session minutes were read. Motion made by Tami and 2 by Shane to accept tlie minutes with the following correction, it is Paula Klaus not Scott. Motion passed. th nd th nd Treasurer's Report was read and gone over. A bill for $1007.00 was submitted for the Buyer's Thank You from the Montrose Daily Press, this bill goes to the Sale Committee. Motion made by Tami and 2 by Shane to accept the report. Motion passed. nd Fair Grounds Report: Ken Norris said electricity is to the horse barn. Delta Correctional is doing the fencing on the East side of the track. They will then do the West side and work their way down. Emily stated that they are adding on RV parking and other horse barns in the future. Commissioner's Report: Ron Henderson introduced Jess Smith who is the County Manager. The budget process has gone thru and congratulations to Stu Tolen for a very good job at being Treasurer. Jess also told us that the state statute says that all revenue's have to go thru county treasurer. A plan to present to Fair Board and we will have total control of Fair Board money. He will need to meet with Tracey Baldwin and the Finance Director to set up the fair fund. After it is in the fund only the Fair Board can spend it. Ron stated this is a very good process to follow. The sale money would be the same way, because of liability i f tlie money should disappear. It would be a separate account within the fund. Checks will still be made out to Montrose County Fair and would be deposited directly into the Fair account. Checks for accounts payable would be made out by the county, once a week. A bill would be presented at the meetings and then a voucher would be sent to the county for payment. We can also set up a petty cash fund if needed. Eldon Handke was concerned because Garfield County does the same thing Said their fair is one of the first ones and they got money for the feed they sold at a lot later date. Ron also said to contact Sandy Nelson if you are interested in becoming a Fair Board We need letters of interest for a new Swine Superintendent and for a Round Robin Judger The Beef Superintendent is Mark Covington. For the Round Robin jackets we are waiting on one individual. For the Fair program Trent and Emily have some ideas. We need the changes by the December meeting. We will approve the changes at January's meeting. New Business: Fitting Rule: John Gibson likes the rule. Mark Covington, 10582 S River Road, Montrose, also likes the rule. Mark stated that we need to have help outside, and that things happen at Midnight and what do you do about that? Tracey asked what would help? Mark said need more people out their volunteering and it would be nice to be able to lock up the bam and turn down the lights. So think about a bam curfew and what about tie outs? Shawndra Lynch addressing 4-H Leader of just Montrose County, or can there be a defmition of a professional fitter, only a suggestion. Lesley Handke stated that there is a lot going on and we need a curfew. Mark Covington also said that he never sees the security guys. If we lock down the bam who is going to watch? Back to the fitting rule. Needs more enforcement and need to go with common sense. Doug Kimberlin suggested a fine if the wrong person is doing it and to make it stiff. Eldon Handke said that professional fitters should not be able to touch the animals. nd Motion made by Shane and 2 by Tami for a new fitting rale. A 10 minute recess was called to go over wording. Market animals should primarily be prepared by 4-H or FFA member. Assistance from siblings, parents, current Montrose County Fair Board Members, Montrose County 4-H Leaders, FFA Advisors with participants in the Montrose County Fair is acceptable as long as the project member is actively involved and it is for educational or safety purposes. Any complaints must adhere to Rule #12 in the Montrose County 4-H and FFA Fair Rules and Regulations. Emily Sanchez would like to present a cohesive advertising theme at the November meeting. th Beef weigh in is January 28 at 11:00 a.m. to 12 noon. Swine tag in is May 11 at 5:30 to 6:30 p.m. Sheep and goat weigh in is May 18 at 5:30 to 6:300 p.m. th th We received a Thank You from Canaan Wright for what a good fair we had. Shawndra Lynch made a proposal to make showmanship a fitted show and the market classes a blow and go, discussion at November's meeting. Stall Stompers 4-H club would like to weigh pigs as fund raiser, but not on the tag in date. November agenda goat show at 8 a.m. and sheep in the afternoon because of udders. Trent said we need a work session meeting for the fair book. The fair board printer is broke, it will not turn on. We have a loaner printer now but we are going to need one that has a copier with it. Get a new one with maybe the help of the county. He will check on one and report back. He said that his time in Montrose County maybe shortened because of his new duties in other counties. nd Motion made by Rick to adjourn meeting 2 by Tami. Motion passed.
