Women’s Forum on November 25,
1989,in Tijuana.
Independent
activists
and representatives from women’s
organizations
came from San
Francisco,San Diego,Monterrey,and
Mexico City. They discussed
reproductive
rights,the stateof the
women’s
movement
and the
condition of women in the U.S. and
Mexico in a day-longforum devoted
to e, stablishing
binational
ties.The
event was held at the Autonomous
Universityof Baja California(the
UABC) in Tijuana.A recentlyformed
women’scollective
in Tijuana,"Factor
Equis"(FactorX),organized

The discussion in the forum
revealed the complexity of the
women’s movement in Mexico where
abortion is illegal. Women from
different provinces of Mexico gave
accounts of vastly different

to self-determination and the
necessity of people to organize
againstthe brutalityof right-wing
governments.
As darkness set in the rally was
followedby a march around several

The American invasion of Panama
was widelyapplaudedon CapitalHill
and by the mediaas a necessary
step to
ensure democracy and to check the
international
trafficof cocaine.But
afterless than one week of fighting,
the grim realities
of militarism
began
to be measured:nearlythreehundred
Americantroops killed or wounded,
seventeen hundred Panamanians
detained, thousands homeless,
massive social and economic chaos.
The Total Americanoccupationforce
exceeded24,000,and the prospectof
maintaining
a militarypresencein the
streets
of PanamaCityto maintain
civil
order became startlinglyreal. The
Bush Administration
expecteda quick
and cleanmilitary
striketo decapitate
a widely despised despot, General
Manuel Antonio Noriega, but was
immediately bogged down into a
quagmireof social disruption.What
had gone wrong in Washington’s
calculations?
For more than two years, the
Reagan and Bush administrations
have attempted to establish the
political
rationale
to launcha military
assaultagainstthe Noriegaregime.
Weeks before the actual invasion,
Bush had authorizedthe draftingof
military plans, had rehearsed
strategies,and had secretly moved
tanks and helicopters
into
Panama.TheBush administrationwas
waitingfor a provocation,and when
an Americansoldierwas killedin midDecember, and Noriega subsequently
declaredthat a "stateof war" existed
with the UnitedStates,they had the
excusefor action.

But the invasion and its wide
popularity
withinthe Americanpublic
has obscured some fundamental
issues. Who is Noriega, anyway?
When Bush blusters on television
againstthe Panamanian
"dictator",
he
doesn’tsay thatNoriegawas largelya
creation of the U.S., Noriega was
placed on the Central Intelligence
Agency’spayrollin 1976, when Bush
himselfwas head of the CIA. Noriega
was considered
a valuableally to U.S.
interestswhen he turnedin narcotics
smugglersoperatinginside Central
America, and assisted American
attemptsto overthrowNicaraguaby
supportingthe Contras. Only when
the domesticwar on drugs became a
hot issue,and both Reagan and Bush
were lookingfor foreignscapegoats
to publicize their supposed
commitment to fighting cocaine
traffic
in LatinAmerica,
wasit decided
that Noriegawas expendible.
Both the mediaand the politicians
triedto turnNoriegaintoa monster
in
the eyes of the Americanpublic.He
was portrayeda cocainefreak,into
voodoo,perversesexual practices,
and sadistic terrorism. The same
demagoguery
used to attack
Ayatollah Khomeini of Iran and
Libyan leader Muammar eI-Khaddafi
was employed.In secretnegotiations
withCongress
this fall,Bush obtained
$3 million to finance a coup to
overthrowNoriega.Finally,when the
troopswere called,to the patriotic
But two snags in the blue print
occurred immediately. First, the
nationsof Latin America,which had
no love lost for Noriega,recognize
that the U.S. has absolutely
no legal
justification
in international
law for
sendingin troops.The U.S. backedthe
fascist dictatorship in Chile,
responsible for the murders of
thousands. The notorious death
squadsin El Salvadorconnectedwith
the U.S.-backed regime, commit
executionsand rape with impunity.
But whenever
a progressive
government emerges, dedicated to
the eradication
of poverty,
illiteracy,
hunger,
and U.S. economic
domination, whether in Nicaragua
today or Guatemala three decades
ago, U.S. muscleand mightis used to
destabilize these states. Almost
unanimously,Third World countries
recognizedthat their own interests
were best served by condemningthe
U.S. invasionof Panama.
The second and still unanswered
questionis whetherthe SovietUnion,
witnessing
the U.S.militaryactionin
its so-called"sphereof influence",
willusethisas a pretext
forrepression
of domestic nationalist
and
democratic movements. Might does
not make right,and the best step we
can take to ensure democracyabroad
is to demandthaiall U.S.troopscome
home.
