This amendment provides additional information to firms responding to RFP #14-1005 ADA
Paratransit Vehicles issued by Tulsa Transit.
Purpose: This amendment approves or disapproves submissions of Requests for Approved
Equals.
In addition to the Requests for Approved Equals submitted on the proper form, one vendor
submitted a product brochure.
Firetrace: Submitted information on a fire detection/suppression system. Tulsa Transit will
accept this optional equipment. Vendors are free to include the system in any quote for ADA
Paratransit Vehicles.
The remaining information is for Requests for Approved Equals submitted on the proper
documentation.

Request approval of our standard floor construction and materials.
Glaval utilizes a “Steel-Safe” construction to provide superior structural integrity for maximum safety and
impact protection. Body structures are fixture welded including both of the sidewalls, the roof, and the rear wall.
These joints are welded to form the structure with the exception of window radius extrusions which are
mechanically fastened.
Designed in partnership with, and produced by Spartan Motors, Inc. Glaval’s low floor kneeling bus offers a
“Purpose-Built” floor structure and provides a 4-corner, self-leveling air ride suspension with kneeling
capability.
SPARTAN CONVERSION
FRAME
The entire frame consists of multiple rails running parallel to each other with cross members forming a ladder
style frame.
The main frame rails are formed in the shape of a C-channel. Each rail is constructed of 50,000 psi minimum
yield high strength low alloy steel. A frame notch for the ramp installation is made on the curb side of the main
rail, eliminating the upper flange in this area. The notch is reinforced with a formed “Z” shaped frame
constructed of 50,000 psi minimum yield high strength low alloy steel.
Mid-section frame rails are a transition frame rail constructed of 100,000 psi minimum yield high strength low
alloy steel. .
Rear frame rails are formed in the shape of a C-channel. Each rail is constructed of 50,000 psi minimum yield
high strength low alloy steel.**Should weight savers be required to accommodate the CNG system, we ask for
approval of optional Azdel Composite in place of luaun in the exterior and interior walls which adds an R-value
of 2 to the vehicle (for a total R-Value of 9) and approval of exterior FRP skin in place of our standard
galvanized skin**
A minimum of two (2) structural ¼” thick grade 50 cross members are installed in the main chassis. All other
cross member and outriggers are formed out of 7 GA grade 50. All cross members and outriggers are spaced
approximately 24” on center. Each frame joint has a reinforcement plate overlapping the splice.
The material was prepped in a wash process with calcium phosphate during a surface cleaning technique
applied prior to the powder coat finish before installation.
FLOOR
The floor structure is covered with 5/8” marine tech 7-ply plywood. It is attached with a polyurethane adhesive
sealant and mechanically fastened into the cross members.
The floor structure is sealed to keep outside elements from entering the vehicle with an expandable,
polyurethane spray foam.

Agency response: Interior floor/lower-side wall covering shall be seamless, sprayed-in Poly-Urea Coating or
approved equal (material thickness of 50 mils.), providing durability and allowing the floor to be cleaned with a
hose, if desired.

ASSEMBLY
Sidewalls are fastened to the floor structure with 3/8”-16 grade 5 bolts passing through the bottom C-channel
into mounting holes that are integrated in the floor structure outriggers which are bolted to the floor cross
members every 24”. The roof is fastened to the sidewall structures with 3/8”-16 grade 5 bolts passing through
the roof C-channel into the sidewall top angle every 24”. The rear wall is welded to the sidewall, roof, and floor
structures at mounting tabs located at points around the perimeter of rear wall. The front cap, the rear cap, and
door seams are trimmed with an aluminum trim channel with a white vinyl cover. Any fastener exposed to the
elements is constructed of zinc, stainless steel, or black oxide.
SIDEWALLS
The roadside and curbside walls are constructed of 1 1/2” x 1 1/2” 18 ga. “Flo-Coat” (galvanized) tubes welded
on 24” centers. A modified galvanized C-Channel is welded to the bottom of the wall and a 1 1/2” galvanized
angle is welded at the top.
The exterior skin is .024” galvanized steel with white exterior face laminated to 2.7 mm lauan. All wall cavities
are filled with 1 1/2” block foam insulation. This insulation meets a value of
R-7. The interior panels are 3.2 mm gray vinyl covered lauan.
The components are vacuum laminated using water activated urethane adhesive.
REAR WALL
The rear wall structure is constructed of 1 1/2” x 1 1/2” 18 ga. “Flo-Coat” (galvanized) tubing. The exterior skin
is .024” galvanized steel with white exterior face laminated to 2.7 mm lauan. All wall cavities are filled with 1
1/2” block foam insulation. This insulation meets a value of
R-7. The interior panels are 3.2 mm gray vinyl covered lauan.
The components are vacuum laminated using water activated urethane adhesive.
