OBHL OFFICIAL RULE BOOK OBHL RULE BOOK April 2016 1 RULE CLARIFICATIONS All referee’s decisions are final. Verbal abuse of officials and staff will not be tolerated and offending teams/players will be penalized accordingly. If not specifically covered in the OBHL Official Rule Book, any rule clarification will be determined from the CHBA Casebook/Rulebook (copies available in office) The OBHL officials/management will enforce the proper application of all rule interpretations and have final determination of any rule. OBHL RULE BOOK April 2016 2 SECTION ONE – RINK, EQUIPMENT AND JERSEYS Equipment: (a) Elbow pads must have soft covering over them for Adult ball hockey. Hard elbow pads are okay for Youth ball hockey only. (b) All players must wear approved hockey or ball hockey gloves (c) All players must use “safe sticks”. There should be no chips or broken ragged edges on their sticks or they cannot play with them. If it can be taped to be repaired then they are able do so. (d) All players under the age of 18 years old must wear an approved CSA helmet. Provision of Balls: (a) Each team is to provide 3 balls each before start of game (if all gone during game then 1 each starting with home team). These must be Mylec, D-Gel or other quality balls to be approved by officials. (b) If the team does not have the required balls a team member can go into the rink office to purchase more. The game will not start until a team is committed to purchasing balls. (c) If all balls are lost during a game, each team will be asked to provide 1 ball each until game has ended. (d) Failure to do so will result in a game delay penalty and/or forfeit of game. Rink Floor Tiles: (a) Breaking the floor tile will result in a $20 player fine and immediate ejection of the game until the fine is paid. The player will not be allowed to play until the $20 fine is paid; if the player pays the fine he can rejoin play immediately. These breaks can be from a result of frustration, calling for pass or banging stick on floor in celebration. (b) Any misconduct or other penalty administered to the player breaking the tile must be served by a player on the floor until said player re-joins game. (This does not include 10 minute or game misconducts). (c) Players will not be penalized if the break the floor tile when taking a shot. Rink Boards: (a) There will be a $500.00 team fine for breaking a containment board out of frustration or banging with excessive force plus any misconduct or other type penalty if deemed appropriate by on floor officials. (b) An automatic 2 minute misconduct penalty will be assessed to any player who bangs the containment boards with his stick for any reason. OBHL RULE BOOK April 2016 3 Rink Littering: (a) Littering is strictly prohibited and it is illegal in the Conservation Area. Teams who leave litter on the player benches will be receive a bench minor penalty for the start of their next game. Teams need to report any litter found on the benches to OBHL staff immediately. Please put all trash in the cans provided. Any teams found littering in the parking lot are subject to a $50.00 team fine. (b) If any player can be identified as the one littering he shall receive an indefinite suspension (c) Teams who leave excessive litter on the player benches will be receive a bench minor penalty for the start of their next game. (d) Any team and/or player whom can be identified in vandalism of OBHL Property will receive an indefinite suspension. Rink Smoking: (a) No smoking within 10 m of rink Jersey’s: (a) Adult players are responsible for their own jerseys. Same base color and a number is the minimum required. (b) Numbers manufactured onto jersey or written on jersey with marker/pen is acceptable. (c) Numbers must be clear and visible for on floor officials. (a) All jerseys must be same base color. If the team is unable to meet these standards they must wear pinnies for that game. (b) The VISITING team will be required to wear pinnies In the event of conflicting jersey colours. Benches: (a) Each team MUST sit in the proper designated Home and Away benches as per schedule. (b) The HOME team MAY elect to change benches prior to the start of the game if they feel the weather provides an advantage for them. OBHL RULE BOOK April 2016 4 SECTION TWO – TEAMS Team Composition/Players in Uniform: (a) Rosters MUST be submitted prior to the start of the season (b) Any roster changes after Game MUST be approved by the league prior to adding a player. The team rep. must give 24 hour notice prior to their game for any roster additions. (c) All players MUST register in the office prior to playing their first game of the season (d) Maximum amount of players on roster and participating in a game is 16 players (including goaltender). (e) If a goaltender gets hurt or ejected during the game the team will be allowed 15 minutes for a replacement goaltender. NOTE: A replacement goaltender does not receive a warm up and game starts after 15 minute grace period whether goaltender is ready or not. (f) Teams that are short players are not allowed “replacement players”. All players participating in a game MUST be on the team roster. (g) Teams that require a goaltender for regular season games MAY use a replacement goaltender as long as the following requirements are met: 1. The goaltender plays in the division of the team or in lower divisions (goaltenders who play in multiple divisions will use the highest division they play in for this requirement) Bench Staff: (a) All bench staff must be on your roster and listed on each game sheet. No bench staff can be under the age of 18 (note: a player may need to have a child on the bench due to no other source of supervision. This is permissible as long as the child is wearing a helmet with full face mask. There may be extra youth helmets in the rink office to sign out. Roster and Division Placement: (a) The league has a right to change and deny roster spots and players depending on the skill of each individual player and team and/or move teams up or down division’s dependant on team performance. The OBHL strives to ensure ALL divisions are fair and competitive. Ineligible Players: (a) Any disputes of eligible players on the roster MUST be brought to the referee’s attention immediately. (b) The referee will note the player in question on the game sheet and inform the player they must provide identification immediately to resolve the issue or to office staff after the game and be accompanied by the team representative. OBHL RULE BOOK April 2016 5 (c) Failure to do so or if the player is not on the roster one or a combination of the following penalties will be placed: (1) The offending team will lose the game by forfeit. (2) The offending teams team representative or assistant whom signed the game sheet will receive a minimum 2 game suspension (3) The offending team will be fined $50.00 which must be paid prior to starting their next scheduled game. (4) The non roster player will receive a 5 game suspension from the current season or start at the time he registers and pays in full. Game Sheets: (a) A game can not start until both team representatives have verified and signed the game sheet. (b) All players first and last names with proper jersey numbers must be correctly filled. (c) Any errors need to be changed by the team rep prior to the start of the game. The time keeper will inform the referee of any errors on the game sheet they detect during a game. Game Start Times: (a) All games start on time or as close to the scheduled time as possible. (b) If a team does not have the proper amount of players to field a team (6 players) they will be given a 5 minute grace period from the scheduled start time (five minutes after the scheduled start time). (c) If after 5 minutes the team still does not have the required amount of players to start the game they will be given a 2 minute game delay penalty. (d) If the team does not have the required amount of players 15 minutes from the scheduled start time (15 minutes after the scheduled start time), the team will lose by forfeit. Situation #1 Rule 9 Where a team is unable to place the exact number of players on the floor they are required to whether due to penalties and/or injuries the Referee shall suspend the game and award the “win” to the opposing team. Entering Rink Area: (a) Teams do not enter rink until other teams leave benches. Referee’s to control traffic (especially important when children/teens entering or leaving the rink). OBHL RULE BOOK April 2016 6 Blood: (a) The official will stop play immediately when seeing any player with a blood wound and/or blood on their clothing. The player will be removed from the floor until the blood is cleaned off and the wound properly treated. Intoxicated Players: (a) Any player who appears intoxicated or has the smell of alcohol on his breath must be assessed by the referee and if it is determined he is a danger to himself or others he will be asked to leave the game immediately. OBHL RULE BOOK April 2016 7 SECTION THREE – PLAYER CHANGES Expiration of Penalty: (a) A player on the penalty bench must touch the floor prior to changing upon expiration of his penalty. Line Changes: (a) Players may be changed at any time from the player’s bench, provided that the player or players leaving the floor are 10ft within the player’s bench and out of the play before the change is made. (b) If in course of making a substitution, either the player entering the game or the or the player leaving the game intentionally plays the ball or intentionally checks or makes physical contact with the opposing player or makes a play to slow down offensive progress then the infraction of “too many players on the floor” shall be called. (c) In the course of a substitution, either the player entering the game or the player exiting the game is accidentally struck by the ball, the play should not be stopped and no penalty shall be assessed. (d) When a goaltender proceeds to the player’s bench for the purpose of substituting, he must be within 10 ft of the bench before the substitute enters the game. If the substitution is made prematurely, the official shall stop play when the offending team gains possession of the ball and the resulting face-off shall take place at centre ice unless it gives territorial advantage to the offending team. In this case the face-off will take place at the closest face off dot when stoppage occurred. There is no times penalty for making a premature substitution. Situation #1 Rule 21 (a) A player who is about to come on the floor plays the ball with his stick while having one or both feet still on the bench. Ruling: Assess a Bench Minor penalty. A player must have both feet on the floor in order to participate in the play. This applies to players entering the game or leaving the floor. Injured Player’s: (a) When a player is injured so that he can not continue play or make his way to the bench, play shall be stopped when the injured player’s team gains possession of the ball. If his team is in scoring position, the referee will wait until play is completed. (b) Where there is suspicion that a player has sustained a serious injury the referee shall stop play immediately. OBHL RULE BOOK April 2016 8 (c) When play is stopped because of injury, the injured player must leave the floor before play resumes. Should the injured player refuse to leave the floor, a minor penalty shall be assessed for delay of game. (d) If a penalized player sustains an injury that requires him to leave the game, he shall be replaced on the penalty bench immediately by a player who was on the floor at the time of stoppage of play (for timed penalties only). If the injured player is able to return to the game prior to the end of his penalty he must return and serve the remaining time. Situation #1 Rule 22 Due to an injured player the referee stops play. Upon recovering and play resuming the injured player scores a goal. The injured player did not leave the floor after the stoppage of play. The opposing team appeals to the Referee that the injured player who scored the goal did not leave the floor. Ruling: The player shall be classified as being illegally on the floor and the goal is washed out and the player shall be assessed a Minor penalty. This ruling would only apply if brought to the referee’s attention prior to resumption of play following the first stoppage of play after the injury. This rule would also apply to any goal scored by the team during a period the ineligible player was on the floor. Once the ineligible player leaves the floor and/or there is a stoppage in play this ruling no longer applies. OBHL RULE BOOK April 2016 9 SECTION FOUR – PENALTIES Penalties: (a) Penalties may be assessed at any time before, during or after a game. Timekeepers and office staff may report any issues to referee’s to assess penalties as needed. (b) Any player, including the goaltender, shall be ejected from the game if they receive 3 penalties of ANY kind in the game. The offending team shall be required to place a substitute player on the penalty bench to serve any time penalty. (c) A player receiving 40 minutes in penalties in a season will automatically receive a minimum 1 game suspension (d) A player who is ejected from 2 games in a season for any reason (game misconduct, 3 penalty rule) will automatically receive a minimum 1 game suspension. Minor Penalties: (a) While a team is short- handed because of one or more Minor penalties, the opposing team scores a goal, the first of such penalties shall automatically terminate. (b) When a goal is scored on a Penalty Shot against a team that is short handed by reason of a Minor penalty, no player on the short-handed team shall return to the floor with the scoring of the goal. (c) When a player is assessed both a Minor and Major penalty at the same time, the Major penalty shall be served first. Bench Minors: (a) Whenever a Bench minor penalty is to be assessed the player guilty of the infraction identified by the referee shall serve the penalty. If the guilty player is already serving a penalty then a player from the floor will serve the Bench Minor. (b) If the referee can not identify the guilty player on the bench then someone from the floor when play was stopped will serve the Bench Minor penalty. Major Penalties: (a) Any player or goaltender assessed a Major penalty shall automatically receive a Game Misconduct penalty. (b) Any player assessed a Match Penalty shall be ordered off the floor for the remainder of the game. An Incident report will be filed and reviewed for further suspension. (c) Where a player is assessed a Match Penalty, a player from the offending team who was on the floor shall serve 5 minute Major Penalty. OBHL RULE BOOK April 2016 10 (d) Any player receiving a Major Penalty shall receive a minimum 2 game suspension. Misconduct Penalties: (a) A player, except a goaltender, incurring a Misconduct penalty, shall be ruled off the floor for a period on tem minutes actual playing time. When a player is assessed a Minor and a Misconduct penalty or a Major and a Misconduct penalty at the same time, the penalized team shall place a substitute player on the bench to serve the Minor and/or Major penalty. The Misconduct penalty will commence on the termination of the Minor and/or major penalty. (b) Any Misconduct penalty assessed in the final ten minutes of a game will be reported to the league convenor for possible further discipline. (c) Any player who is assessed a second Misconduct penalty in the same game will automatically be assessed a Game Misconduct penalty. Game Ejections/Game Misconduct Penalties: (a) A player incurring a Game Ejection penalty shall be ordered off the floor immediately. (b) Any player ejected from a game for any reason must go to the vehicle they came in and remain in that vehicle for the remainder of the game. (c) Failure to go to the vehicle you came in may result in a minimum 1 game suspension. (d) Any player ejected from a game for ANY reason shall be required to leave the property immediately at the discretion of game officials, office staff, Park Authorities and/or management. Failure to comply may result in the forfeit of the game for the offending player’s team. NOTE The OBHL has the right and the authority to remove anyone from the premises at any time. Gross Misconduct Penalties: (a) Gross Misconduct penalties are assessed where a person conducts themselves in such a manner as to make a travesty of the game. (b) Any player engaging in verbal taunts, insults and intimidation based on discriminatory grounds (race, ethnic background, religion, gender and/or sexual orientation) will be assessed a Gross Misconduct. (c) Any player or team official assessed a Gross Misconduct shall be ordered off the floor for the remainder of the game. An Incident report will be filed and reviewed for further suspension. (d) Any verbal abuse of officials and/or staff will result in a minimum 1 game suspension. OBHL RULE BOOK April 2016 11 Penalty Shots: A Penalty Shot may be awarded in the following acts: (a) Change of Players – When, in the last two minutes of regular playing time, a team is penalized for DELIBERATE illegal substitution (too many men on the floor). (b) Delay of Game – When a goaltender or any other player, in their defending zone, shoots the ball out of play (over fence height surrounding entire rink). (c) Delay of Game – When a goaltender or any other player, in their defending zone, deliberately dislodges the goal from its position in the last two minutes of a game and/or during any time of the course of the game dislodges the goal from its position during the course of a breakaway. (d) Falling On The Ball – When a defending player (except the goaltender) deliberately falls on the ball, holds or gathers the ball into her body in any manner or picks up the ball with her hand while the ball is in her teams goal crease. (e) Throwing Stick – When any player of the defending team, including the goaltender, deliberately throws his stick or any part thereof or any other object at the ball or ball carrier in the defending zone. (f) Tripping – When a player in control of the ball on a breakaway in the neutral or attacking zone is tripped or otherwise fouled from behind and thus prevented from a clear shot on goal, having no other opponent to pass. Penalty Shot Procedure: (a) The ball will be placed at the centre face-off spot to begin the Penalty Shot. The player taking the shot will commence on the instruction of the referee. The player must continue in a fluent motion and once shoots the ball the play is considered complete. No goal can be scored on a rebound of any kind and any time the ball crosses the goal line, the shot shall be considered complete. (NOTE – the ball does not have to continue in a forward motion – moves like “spin-o-rama’s, and pulling ball back between legs are legal as long as player continue his motion and does not stop or “retreat” in a backwards motion. (b) The goaltender must remain in his goal crease until the designated player touches the ball. (c) If at any time any player attempts to distract the player taking the Penalty Shot and/or the goaltender the shot is considered over and if scored on the goal is disallowed and/or if stopped the player will be allowed another shot (depending on what team does the distraction. The player and/or team may be assessed a Misconduct Penalty at the discretion of the official. Also players may lose their chance to partake in the shoot-out depending on the severity of abuse at the discretion of the official. OBHL RULE BOOK April 2016 12 (d) Both teams must remain on their benches while the Penalty Shot is being taken. Situation #1 Rule 31 “No goal can be scored on a rebound of any kind and any time the ball crosses the goal line, the shot shall be considered complete”. Rebound situations that may occur include: (a) The Ball hits the goal post then goes into the goal = GOAL (b) The ball hits the goaltender then goes into the goal = GOAL (c) The ball hits the goal post, then hits the goaltender and goes into the goal = GOAL (d) The ball hits the goaltender, then hits the goal post and goes into the goal = GOAL (e) The ball, after being shot, contacts the boards or attacking player and then goes into the goal = NO GOAL The ball hits the boards and/or screen behind the goaltender, bounces back and hits the goaltender and then goes in the goal = NO GOAL Awarded Goals: (a) A Goal is awarded to the attacking team when the opposing team has taken their goaltender off the floor and the attacking player has possession and control of the ball on a breakaway, in the neutral or attacking zone and without a defending player between himself and the opposing goal and: He is interfered with by an opposing player entering the game illegally A stick, or any other object, is thrown by a player on the defending team He is tripped or fouled from behind from an opposing player A player or team officials interferes with player from the players and/or penalty bench A defending player picks up the ball with his hand or deliberately falls on the ball when the ball is in the goal crease A defending player has deliberately placed an obstacle at or near his net or deliberately dislodged the goal from its position preventing a goal to be scored. Goaltender Penalties: (a) No goaltender shall be sent to the penalty bench for an infraction which incur a Minor, Major or Misconduct Penalty. A team mate who was on the floor at the time of the penalty shall serve the time. (b) An alternate goaltender may replace a goaltender that is ejected from the game for any reason. A 15 minute time period will be given for replacement goalie to change. The replacement goalie is not allowed a warm up and if after 15 minutes the replacement goalie is NOT ready play will resume. OBHL RULE BOOK April 2016 13 (c) When a goaltender leaves his crease during a fight he shall receive a Minor Penalty plus any other penalties she may incur. (d) When a goaltender leaves his goal crease to join in a fight, act as a peacemaker, or take part in another fight, he shall receive a Game Misconduct, plus any other penalty he may incur. (e) If a goaltender intentionally participates in the play in any manner when he is beyond the centre red line, he shall be assessed a Minor Penalty. (f) A Minor Penalty shall be assessed to a goaltender who drop kicks the ball. If injury results, a major Penalty and a Game Misconduct penalty shall be assessed. (g) If a goaltender attempts to play the ball with his stick above their shoulder and it is not a “save motion” the goaltender shall be assessed a Minor High Sticking penalty. If injury occurs and/or they strike an opposing player a 4 minute or Major penalty MAY be assessed. Delayed Penalties: (a) If a third player from any team is penalized while two players of the same team are serving penalties, the third players penalty time shall not commence until the penalty time of one of the two players has elapsed. (b) When a team has three players serving penalties at the same time, none of the players on the penalty bench may return to the floor until play has stopped. Once play has stopped then players whose penalty time has expired may return to the game. (c) When the penalties to the player or players have expired and the penalized team is entitled to more than four players on the floor then the Timekeeper shall permit the penalized players on the floor in order of the expiry of penalties. Calling of Penalties: (a) The Referee shall stop play immediately if a player on the team in possession commits an infraction of the rules. (b) If a player on the team not in possession of the ball commits an infraction of the rules, the Referee shall signal for a penalty and shall only stop play once the offending team gains possession of the ball. (c) The resulting face-off after a penalty shall take place in the offending teams attacking zone. OBHL RULE BOOK April 2016 14 SECTION FOUR – PLAYING RULES Harassment of Officials, Unsportsmanlike Conducts/Misconducts: The OBHL will not tolerate harassment of all game officials (including timekeepers) and/or Office Staff or any other OBHL employee before, during or after games by players and/or fans. Any kind of harassment to OBHL staff will be disciplined immediately and appropriately. If you have a concern, question and/or complaint of any kind you must bring it forward to your team representative who in turn will file the complaint using the Complaint Form (see link on OBHL website) and submit to the OBHL. Failure to follow this process is subject to discipline. Team representatives shall be responsible for their conduct and that of their players at all times. They must endeavor to prevent disorderly conduct from all members of their team (including fans) at all times when present on OBHL site(s). Failure to do so will be subject to discipline. (a) A Minor penalty shall be assessed to any player or team official that challenges or disputes the ruling of any official during the game or who displays unsportsmanlike conduct. (b) If a player persist, he shall be assessed a Misconduct penalty and any further disputes will result in a Game Misconduct Penalty. NOTE: A referee is not required to assess a Minor Penalty before assessing a Misconduct and/or Game Misconduct penalty if the behavior warrants. (c) A Misconduct Penalty shall be assessed to any player who: Uses obscene, profane or abusive language or gestures to any person, persists in disputing or shows disrespect for the ruling of any official and/or intentionally knocks the ball out of reach of any official who is retrieving it. (d) A Misconduct Penalty may be assessed to any player who damages the playing surface and/or rink boards by slamming their stick (the player is responsible to compensate the OBHL for any damage incurred) and/or throws a playing stick or any other piece of equipment on any part of the rink or over the boards. (e) A Bench Minor Penalty shall be assessed if a referee is unable to identify the person responsible for the use of obscene, profane or abusive language. (f) A Misconduct Penalty shall be assessed to any player does not proceed immediately and directly to the penalty bench when she has been penalized. (g) A Misconduct Penalty shall be assessed to any player who shows any course of conduct (threatening or abusive language, gestures or similar actions) to entice an opponent to incur a penalty. (h) Any player engaging in verbal taunts, insults and intimidation based on discriminatory grounds (race, ethnic background, religion, gender and/or sexual orientation) will be assessed a Gross Misconduct. (i) A Minor penalty or Misconduct Penalty may be assessed to any player baits or attempts to embarrass opponents by over celebrating an important play or goal OBHL RULE BOOK April 2016 15 scored. Officials should use their judgment and only penalize players who have “crossed the line” in these situations and allow appropriate celebration when it warrants. This rule is not to eliminate spontaneous celebration and/or fun within the game but to restrict provoking and unsportsmanlike conduct. (j) Any verbal abuse of officials and/or staff will result in a minimum 1 game suspension plus a $20.00 player fine. NOTE: Goaltenders are NOT exempt of Game Misconduct and Gross Misconduct Penalties. If a goaltender receives a Minor and/or Misconduct Penalty then a player on the floor is responsible to serve the penalized time. HOWEVER, if a goaltender receives a Game Misconduct and/or Gross Misconduct Penalty they are ejected like any other player and are to leave the game immediately and their respective team will be given up to 15 minutes max to replace the goalie with someone from their roster. The replacement goalie will not receive a “warm – up” and play will begin after 15 minutes regardless if the replacement goalie is ready. Attempt to Injure or Deliberate Injury: (a) A Match Penalty shall be assessed to any player or team official who deliberately injures an opponent, official, team official or spectator in any manner. (b) A Match Penalty shall be assessed to any player or team official who head butts or attempts to head butt an opponent with force. (c) A Match Penalty shall be assessed to any player or team official who deliberately kicks or attempts to kick an opponent. (d) A Match Penalty shall be assessed to any player or team official who pulls an opponents hair or bites an opponent. (e) A Match Penalty shall be assessed to any player or team official who uses their helmet or any other piece of equipment (gloves, goalie gloves, elbow pads, etc) as a weapon. (f) A Match Penalty shall be assessed to any player or team official who deliberately or deliberately attempts to butt-end an opponent by jabbing her forcefully with the butt-end of her stick. (g) A Match Penalty shall be assessed to any player or team official who deliberately or deliberately attempts to spear an opponent by jabbing her forcefully with the toe of the blade of the stick. (h) A Match Penalty shall be assessed to any player or team official who deliberately attempts to or deliberately injures an opponent with a slash, high stick or cross check. (i) Any player who receives an Attempt to Injure Penalty shall receive a minimum 3 game suspension. OBHL RULE BOOK April 2016 16 Boarding and Body Checking: (a) A Minor Penalty or, at the discretion of the Referee, a Major Penalty and a Game Misconduct, based upon the degree of impact or violence of the contact, shall be assessed to any player who body checks, cross-checks, elbows, charges or trips and opponent in such manner that causes the opponent to be thrown violently into the boards. If a player is injured a major Penalty and Game Misconduct MUST be assessed. A “Boarding” Penalty is assessed in these scenarios. (b) A Minor Penalty or, at the discretion of the Referee, a Major Penalty and a Game Misconduct shall be assessed to ay player who, in the opinion of the Referee, intentionally body checks, bumps, shoves or pushes an opponent. . If a player is injured a major Penalty and Game Misconduct MUST be assessed. A “Body Contact” Penalty is assessed in these scenarios. Broken Sticks: (a) A player or goaltender may participate in the game without a stick. A player or goaltender whose stick is broken must drop the broken portions immediately. Failure to do so will result in a Minor Penalty. (b) A player who breaks his stick may receive another stick at his own players bench or be handed one by a team mate. A player may not hand a stick to a team mate while in the Penalty bench. If done so the player on the floor shall receive a Minor Penalty for illegally receiving a stick. (c) A player may not receive a stick thrown onto/across the floor. A Minor Penalty shall be assessed for this infraction. (d) A player who does not pick up a stick thrown onto/across the floor will not receive a Minor Penalty; however, the player throwing the stick will receive a Minor Penalty for Interference. If the person throwing the stick can not be identified then the team will receive a Bench Minor Penalty. Charging: (a) A Minor penalty, or at the discretion of the referee a Major Penalty and a Game Misconduct Penalty shall be given to any player who runs into or jumps into or charges an opponent. If injury results a Major Penalty and a Game Misconduct shall be assessed. (b) A Major Penalty and a Game Misconduct Penalty shall be given to any player who charges the goaltender while the goaltender is in his crease. (c) If more than two steps or strides are taken, it shall be considered a charge. OBHL RULE BOOK April 2016 17 Checking From Behind: (a) A Minor Penalty and a game Misconduct or a Major Penalty and a Game Misconduct (based on the degree of violence) shall be assessed to any player who intentionally pushes, body checks, or hits his opponent from behind anywhere on the floor. (b) Where a player is high sticked, cross checked, body checked, pushed, hit or propelled in any manner from behind into the boards or net and the player is unable to defend himself, a Match Penalty shall be assessed. (c) The determining factor for Checking From Behind versus Cross Checking is whether the or not the player applying the cross check is in motion. If the player is stationary and Cross Checks an opponent from behind then a Penalty for Cross Checking shall be assessed. However, if a player is cross checked into the boards or net the Checking From Behind Penalty shall be assessed. (d) Any player receiving a Checking From Behind penalty shall receive a minimum 1 game suspension. Cross Checking: (a) A Minor Penalty shall be assessed to any player who cross checks an opponent. (b) A Major Penalty and a game Misconduct shall be assessed to any player who cross checks an opponent above the normal height of his shoulders, cross checks a goaltender while the goaltender is in his crease or injures an opponent as a result of a cross check. Delay of Game: (a) A Bench Minor shall be assessed to any team, which is deliberately delaying the game in any manner. (b) A Minor Penalty shall be assessed to any player (including the goaltender) who shoots the ball over the fence (where there is no fence what is determined to be fence height) from their defending zone (the ball may leave the rink from any area) or over the players benches. (c) Any player (with the exception of the goaltender within his crease) deliberately stepping on the ball or freezing it along the boards shall receive a Delay of Game Minor Penalty. (d) Any deliberate action by a defending player (including the goaltender) to dislodge the goal from its position shall receive a Delay of Game Minor Penalty. (e) If the Delay of Game Minor Penalty is assessed in the last two minutes of playing time then a Penalty Shot is awarded. (Note: in overtime a Minor Penalty for Delay of Game shall be assessed at any time). OBHL RULE BOOK April 2016 18 Elbowing and Kneeing: (a) A Minor Penalty or at the discretion of the referee a major Penalty and a Game Misconduct shall be assessed to any player who fouls an opponent with his elbow or knee. (b) A major Penalty and a Game Misconduct shall be assessed to any player who injures an opponent with an elbow or a knee. Face-Offs: (a) A face-off shall take place when the Referee drops the ball between the sticks of the players facing-off. The players taking the face-off shall stand squarely facing their opponent’s end of the rink with the full blade of the sticks flat on the floor. The blades of the stick must be outside the blue face-off square. (b) On the face-off, a player must not gain an unfair advantage by swinging “up” at the ball and knocking it out of the air. If done so the face-off will be retaken. The ball does not have to make contact with the playing surface as long as the face – off happens in a fair manner. (c) Once the referee blows the whistle to start play both team must quickly get into position on the face-off. (d) When a team commits a face-off infraction (late arrival, not taking a proper position, early movement), the Referee shall eject the causing teams centre and request a replacement centre. The replacement centre must be any player on the floor except the person causing the infraction. Falling On The Ball: (a) A Minor Penalty shall be assessed to any player (except the goaltender) who deliberately falls or gathers the ball into his body by any means, while standing or lying on the floor. (b) A Minor Penalty shall be assessed to a goaltender who, while outside his crease deliberately falls on or gathers the ball into his body, or holds or places the ball on any part of the goal, thus intentionally delaying the game. (c) A penalty shot shall be awarded against the offending team, when a defending player other than the goaltender, deliberately falls on the ball holds or gathers the ball into his body in any manner, picks up the ball or places his hand on top of the ball while the ball is within the goal crease. Note: If the goaltender has been removed from the floor then a goal is awarded. Note: The rule shall be interpreted so that a Penalty Shot will be awarded only when the ball is in the crease at the instance the offence occurs. However, in cases where the ball is outside the crease then a Minor Penalty shall be assessed. OBHL RULE BOOK April 2016 19 Fighting and Roughing: (a) A Major Penalty and a Game Misconduct shall be given to any player who fights. (b) The player identified by the Referee as the Instigator or Aggressor in a fight shall receive a Minor Penalty. (c) When a fight occurs, all other players except the goaltender, shall immediately retire to their respective benches. Any player refusing to do so after being instructed by the referee shall be assessed a Misconduct Penalty plus any other penalty they may incur. (d) Any player joining in a fight or acting as a peacemaker or taking part in another fight during the same stoppage of play shall receive a Game Misconduct plus any other penalty he may incur. A Fighting Major must be given in order for a player to receive a “third man in” Game Misconduct. (e) Any player receiving an Excessive Roughing penalty shall receive a minimum 3 game suspension. (f) Any player receiving a Fighting Penalty shall receive a minimum 6 game suspension and any further Fighting Penalty may result in being banned from the OBHL. Goals and Assists: (a) A goal shall be scored when the entire ball has legally crossed the goal line completely. (b) A goal shall NOT be allowed if the ball has been directed in by a distinct kicking motion by an offensive player or deflects into the net off any player or stick after being kicked. (c) A goal shall NOT be allowed if the goal is scored as a result of a ball deflecting off an official. (d) A goal shall NOT be allowed if an attacking player has any portion of his foot or body within the crease when the ball crosses the goal line. However, if the ball enters the crease first and becomes loose the attacking player is allowed to enter the crease and if a goal is scored it is a legal goal. Handling the Ball: (a) Play shall stop immediately if any player closed his hand on the ball and gains an advantage. A face-off shall occur at the closest face off dot unless it gives the offending team an advantage at which time the face off will take place in the neutral zone. When a player simply closes her hand on the ball and immediately drops it to the floor, without gaining an advantage, play will continue. (b) A Minor Penalty shall be assessed to a goaltender who deliberately holds the ball, and in the opinion of the referee, is causing an unnecessary stoppage in play. If a goaltender holds the ball behind their goal line a Minor Penalty shall be given. (c) Where the ball is thrown towards an opponent goal by the goaltender and it is received by a team mate the play shall be stopped. OBHL RULE BOOK April 2016 20 (d) A Minor Penalty shall be assessed to any player (except the goaltender) who, while the play is in progress, picks up the ball with his hand. A Penalty Shot shall be awarded if a defending player picks up the ball with his hand when the ball is in their crease. (e) A player shall be permitted to stop or “bat” the ball with the open hand or push it along the floor with his hand and play shall not be stopped, unless the player has directed it to his team mate in the neutral or attacking zone (hand pass). A hand pass can be made within the defending zone (blue line in). If a player from the neutral zone bats the ball with his hand back into the defending zone to a team mate play is allowed to continue. (f) A face – off is taken at the closest location where the hand pass occurs unless it gives the offending team the advantage. If the defending team refrains from playing the ball the play will be stopped and a face off will be taken at the nearest face off dot. (g) Play only continues if the non-offending team gains possession of the ball or makes a hockey play. If the ball deflects off a defending player and then to the offending teams team mate the play is stopped for a hand pass. Guidelines for Closing Your Hand on the Ball A player closes her hand on the ball and then throws it – stop play immediately. A Minor Penalty for handling the ball shall be assessed. When a player closes his hand on the ball, then tries to maneuver around another player while holding the ball or a player is unable to play the ball from the player changing the general location while holding it – stop play immediately. A Minor Penalty for handling the ball shall be assessed. If a player takes a stride while holding the ball – Face off. High Sticks: (a) The carrying of the stick above normal height of the shoulder of the opponent is prohibited. A Minor Penalty or at the discretion of the referee, a major Penalty and a Game Misconduct shall be assessed to any player who checks or intimidates an opponent while carrying his stick above the shoulder of his opponent. If injury results, a Major penalty and a Game Misconduct shall be assessed. (b) If a player injures an opponent with an accidental high stick a double Minor Penalty shall be assessed. (c) A Match Penalty shall be assessed to any player who deliberately attempts to injure or deliberately injures an opponent with a high stick. (d) Contacting the ball or attempting to contact the ball with a high stick (above normal shoulder height) is prohibited. For a violation of this rule a Minor Penalty shall be assessed. (e) For purposes of scoring a goal the stick MUST be at cross bar level or lower. If a goal is scored with a stick above the cross bar but below shoulder level the goal will be disallowed but no penalty shall be assessed. OBHL RULE BOOK April 2016 21 Situation #1 The following attempted restraining fouls shall be deemed accidental high sticks: When a hooking action, whereby the stick accidentally slides up from the upper body to the neck or head area When attempted lifting of the opponents stick, which results in accidental contact of the neck or head area When a player loses his balance and/or falls and accidentally clips an opponent with his stick in the neck or head area When a player has his stick lifted by an opponent injuring his opponent with a high stick When a player is in the process of taking a shot has an opposition player run into his stick on the back swing or follow through of the shot and hits him with a high stick When a player in the process of taking a shot has his stick ride up the shaft of the opponent and hits him with a high stick The following acts shall be considered “negligent” use of the stick and a major Penalty and a game Misconduct shall be assessed: When a slash, glancing off the upper body that deflects upwards to the neck or head area When a cross check, glancing off the upper body upwards to the neck or head area Holding: (a) A Minor Penalty or, at the discretion of the Referee a Major Penalty and a Game Misconduct shall be assessed to a player who holds an opponent with his hands, stick or any other manner. (b) A Major Penalty and a Game Misconduct shall be assessed to any player who injures an opponent by holding. Hooking: (a) A Minor Penalty or , at the discretion of the Referee a Major Penalty and a Game Misconduct shall be assessed to a player who impedes or seeks to impede the progress of an opponent by “hooking” or “butt end hooking” an opponent. (b) A Major Penalty and a Game Misconduct shall be assessed to any player who injures an opponent by “hooking” or “butt end hooking.” OBHL RULE BOOK April 2016 22 Flooring the Ball: (a) Flooring the ball is automatically completed the instant the ball crosses the goal line. The centre red line will divide the floor into halves. Should any player of a team, equal or superior strength to the opposing team shoot, “bat” or deflect the ball fro their own half of the goal line of the opposing team, play shall be stopped and a face off shall incur at the end zone face off spot of the offending team. Any contact with the ball continuing down over the goal line, nullifies “flooring the ball. (b) Flooring the ball infraction shall not be called if it is directly caused from a face off. (c) If, in the opinion of the Referee, a player from the opposing team, except the goaltender, is able to play the ball before it crosses the goal line, but has not done so, the play shall continue and the “flooring the ball” rule shall not apply. (d) The “flooring the ball” infraction shall not be called and play will continue when: The ball has touched any part of an opposing player, her stick or feet The ball has touched the goaltender, her feet or stick prior to crossing the goal line The goaltender leaves his crease in an attempt to play the ball that may impede players or create an unsafe environment. If the goaltender 2 steps out of their crease and recognizes that “flooring the ball” is in progress and returns to his crease, then “flooring the ball” situation will continue. Interference/Protection of the Goaltender: (a) A Minor Penalty for Interference or, at the discretion of the Referee, a Major Penalty and a Game Misconduct penalty shall be assessed to any player who: Interferes with or impedes the progress of an opponent who is not in possession of the ball. Deliberately knocks a stick out of an opponent’s hand. Prevents and opponent who has lost his stick to regain possession of it. NOTE: Often the action and movement of the attacking player causes the interference, since the defending players are entitled to “stand their ground” or “shadow” the attacking players. Players of the side of possession of the ball shall not “run” deliberate interference for the ball carrier. (b) A Minor Penalty for Interference of the Goaltender shall be imposed on a player who, by means of his stick or his body, interferes with or impedes the movement of the goaltender by actual contact. NOTE: A goaltender is not “fair game” outside his crease and this rule would still apply. NOTE: Unless the ball is in the goal crease area, a player from the attacking side may not stand in the goal crease. If the ball should enter the net in such conditions, the goal shall be disallowed. OBHL RULE BOOK April 2016 23 If an attacking player has interfered with the goaltender during the scoring of the goal, the goal shall be disallowed and a Minor Penalty or a Major Penalty and a Game Misconduct shall be assessed for Interference of the Goaltender. If a player from the attacking team has been physically interfered with by actions of the defending team that causes him to be in the goal crease when the goal is scored then the goal is allowed If the attacking player is interfered with by a defending player, but fails to attempt to avoid contact with the goaltender, then a Minor Penalty or a Major Penalty and a game Misconduct shall be assed for Interference of the Goaltender. (c) A minor Penalty shall be assessed to a goaltender, who deliberately places obstacles (including snow) at or near his net that would prevent a goal from being scored. Kick Shot: (a) Any player, except the goaltender, using a kick shot shall receive a Minor Penalty or a Major Penalty and a Game Misconduct (if injury occurs). Kicking the Ball: (a) Kicking the ball is permitted in all zones. However, if a goal results directly from an attacking player kicking the ball the goal shall be disallowed. NOTE: If an attacking player kicks the ball and it is deflected off of any player (attacking or defending) into the goal then the goal shall be disallowed. The key principle for this rule is that no goal can be scored when an attacking player kicks the ball unless the ball is subsequently clearly “shot” into the goal. Leaving the Players Bench: (a) No player may leave the player’s bench and/or penalty bench at any time during a fight on the floor or for the purpose of starting a fight. (b) For violation of this rule any player leaving the player’s bench and/or penalty bench during a fight or to start a fight shall receive a Double Minor Penalty and a Game Misconduct plus any other penalties they may incur. (c) If a penalized player returns to the game prior to the end of his penalty a Minor Penalty shall be assessed. If it was an error of the time keeper he shall return to the penalty bench to serve the remainder of his unexpired time and no penalty shall be assessed. (d) However, if a goal is scored when a player has returned to the floor prior to the termination of his penalty the goal shall not be allowed regardless of error of the time keeper or not. If the penalized player returns to the game prior to end of his penalty and interferes in a breakaway of the attacking team (regardless of time keeper error) a Penalty Shot shall be awarded. OBHL RULE BOOK April 2016 24 Physical Abuse of the Officials: (a) ANY ABUSE OF THE OFFICIALS WILL NOT BE TOLERATED. (b) Any player who intentionally touches an official prior, during or after a game will receive a match penalty and the situation will be further reviewed. (c) Any physical abuse of officials and/or staff will result in the player being banned from the OBHL. Off-Sides: (a) Players of the attacking team must not precede the ball into the attacking zone. NOTE: A “Floating Blue Line” is in effect. Once the attacking team crosses the opponents blue line with the ball then the offensive zone expands to the centre red line. If the ball fully crosses the centre red line then the attacking team must “clear” the defensive teams blue line. (b) The position of the player’s feet and not that of his stick shall determine an offside. A player is off-side when both feet are completely over the edge and/or off the floor of the determining blue line involved in the play. (c) If an attacking player(s) precedes the ball that is shot, passed or deflected into the attacking zone by a team mate or deflected into the defending zone by a defending player, but the defending player is able to play the ball, the Referee shall signal a delayed off side. (d) If, in the opinion of the Referee, an intentional off side has been made, the ball shall be faced-off at the end zone face-off spot in the defending zone of the offending team. (e) If an attacking player passes the ball backwards towards his own goal from the attacking zone, an opponent may play the ball regardless if the player would have normally been off-side. Slashing: (a) A Minor Penalty, double Minor Penalty or, at the discretion of the Referee, a Major Penalty and a Game Misconduct shall be assessed to any player who impedes or seeks to impede the progress of an opponent by “slashing” with his stick on the opponents body and/or opponents stick. (b) A Major Penalty and a Game Misconduct shall be given to any player who injures an opponent with a slash. (c) A “slashing” penalty shall be assessed to any player who swings his stick at an opponent without actually striking him, or who, on the pretext of playing the ball, makes a wild swing at the ball with the objective of intimidating his opponent. (d) A Minor Penalty or, at the discretion of the Referee a double Minor for excessive/aggressive slashing on a stick shall be given. (e) A Minor Penalty or, at the discretion of the Referee, a Major Penalty for excessive/aggressive slashing on the body shall be given. OBHL RULE BOOK April 2016 25 Sliding: (a) A Minor Penalty or, at the discretion of the Referee a Major Penalty and a Game Misconduct, shall be assessed to any player who deliberately slides anywhere on the playing surface. Sliding is defined as any player deliberately propelling themselves across the floor by sliding on any part of their body other than their feet. This is to protect all players from injuries that might result from sliding. (b) A player who drops down to block a shot is not considered sliding unless he propels himself across the floor. (c) Sliding in slippery conditions will be decided by the discretion of the official Spitting: (a) A Match Penalty shall be assessed to any player who spits at an opponents, official or spectator. Throwing Stick or Object: (a) Where a player of the defending team, including the goaltender, deliberately throws his stick or any other object at the ball or ball carrier in the defending zone, the Referee shall allow play be completed and if NO GOAL is scored, a Penalty Shot is awarded. (b) A Minor Penalty shall be assessed if a player throws their stick or any other object outside their defensive zone. (c) A Misconduct Penalty shall be assessed to any player who throws his stick or any other object outside of the playing area. Tripping: (a) A minor Penalty or, at the discretion of the Referee, a Major Penalty and a Game Misconduct shall be assessed to any player who trips an opponent. The trip can result from a player’s stick, foot or any other part of his body. Checking to the Head: (a) A Minor Penalty and a Misconduct or, at the discretion of the Referee, a Major Penalty and a Game Misconduct shall be assessed to any player who checks at an opponents head. (b) Checking to the Head includes any intentional action of contacting the head including face washes and “pushes” to the head area. (c) Head Butts will carry a minimum 3 game suspension. (d) Any shot to the head will result in a minimum 2 game suspension. OBHL RULE BOOK April 2016 26 Digging at the Goalie: (a) Offensive players who dig into the goalie late after a whistle may result in moving the face off to the outside of zone, and loss of zone occurs. Or if goalie has the ball clearly covered and players take an unsportsmanlike attempts towards the ball will also result in moving the face off to the outside of zone, and loss of zone occurs. OBHL RULE BOOK April 2016 27 SECTION FIVE – LEAGUE PLAY/PLAYOFFS League Play: (a) Once the league schedule is posted any team wishing to change game times or game days must complete the Game Change Request Form (click here) and a $10.00 fee will apply. (b) League Games will be 3 periods of 10 minute stop time. (c) If a team is winning by 5 or more goals in the last 5 minutes the time will remain running. (d) If a game is tied at the end of regulation a shoot out will determine the winner. (e) Each team will designate three shooters to start. If tied after the first shoot out round then a sudden death shoot out round will begin. Every player on each roster MUST participate in the shoot out prior to a player getting a second shot. (f) Any player penalized when going into a shootout cannot participate in it (g) The standings will be determined by the following points: 2 points for a win 1 point for a shoot out loss 0 points for a regulation loss Playoffs: (h) All teams participating in the OBHL are eligible for playoffs. (i) The exception is when league fees are owed or a team has been banned from playing the rest of the season. (j) In the event teams are tied at the end of the regular season the following will be used to determine playoff seeding: Most wins Head to head games Head to head goal differential (+/-) Season goal differential(+/-) Most goals for Least goals against Least penalty minutes Coin toss (k) Playoff schedules will be available 7 days prior to the beginning of the playoffs. (l) Any schedule change requests once posted must go through Game Change Request Form and a $20.00 fee will apply. (m) All games will be 3 periods of ten minute stop time. (n) In an event of a tie a 5 minute four on four sudden death period will apply (o) If the game remains tied a shoot out will apply. Each team will designate three shooters to start. If tied after the first shoot out round then a sudden death shoot OBHL RULE BOOK April 2016 28 out round will begin. Every player on each roster MUST participate in the shoot out prior to a player getting a second shot. NOTE: In a game 3 of any “Playoff Round” there will be no “shoot out”. Successive 10 minute sudden death periods of 4 vs 4 will be played.. Elimination Games in Championship Rounds (Game 2 and 3) will also be successive 10 minute sudden death periods of 4 vs 4. (p) Only players who have played a total of at least 30% of the regular season games and are on your roster are eligible to play in the playoffs. (q) All team members must have paid the entire registration fee in order to participate in the play offs. (r) Only roster players (including goaltenders) are eligible to participate in playoff games NOTE: Under severe circumstances can a team use a goaltender not on their roster. That goaltender MUST play only in divisions lower than the division the team is involved in, they MUST be a registered OBHL player and the OBHL and opposing teams MUST agree to allow replacement goaltender participate. OBHL RULE BOOK April 2016 29 SECTION SIX – SUSPENSIONS/PROTESTS Suspensions: The following in NOT an exhaustive list of all suspensions/fines that the OBHL may enforce. (b) A Protest Form MUST be completed for any protests of suspensions and/or protests of games (see website for Form). (c) A $20.00 non-refundable administration fee will be charged for any protest of a suspension. (d) A $20.00 deposit is required for a protest of a game. If protest is won the $20.00 will be refunded. If the protest is upheld the $20.00 will be charged as an administration fee. Situation 1 Player A is suspended for 5 games plus $20.00 fine for Attempt to Injure. Player A and/or team feel that suspension is too harsh or inconsistent from previous suspensions and team rep for Player A completes Protest Form and submits $20.00 administrative fee. The OBHL lowers suspension to 2 games plus $20.00 fine. Player A will serve the 2 game suspension pays the $20.00 fine and the OBHL retains the $20.00 administration fee. OBHL RULE BOOK April 2016 30 Situation 2 Team A loses game to Team B but feels Team B played with an illegal player. Team Rep from Team A submits Protest Form outlining situation with $20.00 administration fee. Upon review from the OBHL it is determined Team B played with an illegal player. Team A is given the win and the $20.00 fee is returned. Team B is recorded with the loss plus any other suspension/fine deemed appropriate by the OBHL. OBHL RULE BOOK April 2016 31 SECTION SEVEN – YOUTH LEAGUE FIFTY POINT Rules: (a) Youth league rules are as indicated in OBHL Rule Book unless otherwise indicated below. Equipment: (a) All youth players MUST wear CSA approved helmets with cage, shin pads and gloves (hockey, ball hockey or lacrosse) (b) Elbow pads are recommended (c) All players must use “safe sticks”. There should be no chips or broken ragged edges on their sticks or they cannot play with them. If it can be taped to be repaired then they are able do so. (d) Goalie equipment is available to borrow the day of the game for youth players at each rink. Jersey’s: (a) Jersey’s will be provided by the league. Rosters: (a) Rosters will be created by the league with assistance from volunteer coaching staff (as needed). (b) Rosters are created based on player experience, rating and requests. (c) The league strives to create equal rosters to have fair games as best as possible. (d) The league has the right to change rosters and make player changes to equalize teams during the season as needed. Clock Time/Game Play: (b) All periods are 10 minute run time. (c) 6 to 8 year old age group will play 10 minute periods with 2 minute stoppages for line changes. (d) Games are curfewed at the end of each hour. (e) Games ending in a tie will result in a 3 person shoot out. If game remains a tie then a sudden death shoot out will follow. (f) All players must participate in the shootout before someone takes a second turn. (g) It is expected fair play time for all youth divisions. Every player MUST receive equal playing time. Off Sides: (a) 6 to 11 year old divisions will play normal blue line offsides. OBHL RULE BOOK April 2016 32 (b) 11 to 18 year old divisions will play floating blue line. Playoffs: (a) Championship games ending in a tie will be a 10 minute successive sudden death overtime period. There should be no chips or broken ragged edges on their sticks or they cannot play with them. If it can be taped to be repaired then they are able do so. (e) Goalie equipment is available to borrow the day of the game for youth players at each rink. Jersey’s: (a) Jersey’s will be provided by the league. Rosters: (e) Rosters will be created by the league with assistance from volunteer coaching staff (as needed). (f) Rosters are created based on player experience, rating and requests. (g) The league strives to create equal rosters to have fair games as best as possible. (h) The league has the right to change rosters and make player changes to equalize teams during the season as needed. Clock Time/Game Play: (h) All periods are 10 minute run time. (i) 6 to 8 year old age group will play 10 minute periods with 2 minute stoppages for line changes. (j) Games are curfewed at the end of each hour. (k) Games ending in a tie will result in a 3 person shoot out. If game remains a tie then a sudden death shoot out will follow. (l) All players must participate in the shootout before someone takes a second turn. (m) It is expected fair play time for all youth divisions. Every player MUST receive equal playing time. Off Sides/Flooring: (c) 6 to 8 year old divisions will play with no offsides and no flooring. OBHL RULE BOOK April 2016 34 (d) 9 to 18 year old divisions will play floating blue line and no flooring. Penalties: (a) All penalties will result in a penalty shot against the offending team (no time to be served) (b) The player who is offended against will take the penalty shot.
