AsanincreasingpercentageofBoston’swaterfrontisconvertedtoresidentialandcommercial development,suchareasappropriateforwater-dependentindustrialusesarebecoming increasinglyrare.Therefore,TBHAagreeswiththeregulationlanguagethatthe“industrialized coastbepreservedtothemaximumextentpracticableinordertomeetthelongterm, cumulativespaceneedsofthewater-dependentindustries”(301CMR25). DesignatedPortAreas(DPAs)ensurethatwater-dependentindustrialusesareencouragedin areasthatcontainthreeessentialcomponents: • Waterwaysanddevelopedwaterfronts(especiallythosewithdeepenoughchannelsto supportlargervessels), • Backlands(thelandsituatedbehindthesewaterwaysandwaterfronts)ofsupporting industrialfacilitiesandoperations,and • Transportationandpublicutilitiesappropriatetoserviceindustrialoperations.
