August 12, 1949. e I The council met a t 8 o'clock p.m. in Special Meeting called by n o t i c e pursuant t o t h e provisions of Section 34 of t h e "Municipal Act" f o r t h e purpose of considering t h e option held on t h e property f o r park purposes by the VJhrlley Park Committee. - Waited on t h e Council i n connection with option held on property f o r park purposes by t h e i r Committee. W k l l e y Park Committee M r . Hann spoke b r i e f l y on the need f o r a park i n t h e Whalley a r e a and the s i t e which they wished t o purchase, comprising 6k a c r e s priced a t $7,000.00, and then asked M r . Bolivar t o elaborate on the s i t u a t i o n . Y r . Bolivar outlined t h e matter and s t a t e d t h a t the option would expire a t 12 o'clock noon, Monday, August 15th, 194.9, and t h a t t o date they had been unhble t o r a i s e t h e h d s necessary t o purchase t h e d e s i r e d site. He pointed out t h a t i f t h e sum of $1,800.00 could be =de a v a i l a b l e by t h e Council t o purchase Lot 1, p a r t of Block 1, Section 22, Block 5N Range 2W, Map 8911, a renewal of t h e option on t h e remainder of the property could be obtained u n t i l next March, giving them a d 3 t i o n a l time t o r a i s e f u r t h e r money. The Reeve pointed out t h a t t h e Municipality was already spending 2 mills per year on parks - t h r e e times a s much a s t h e City of Vancouver. Councillor Stewart spoke in support of a s s i s t a n c e s t a t i n g t h a t t h e Park was badly needed in t h e Whalley i r e 8 t o give the young people a r e c r e a t i o n c e n t r e and t o help in combatting juvenile delinquency. He offered t h e sum of $1,000.00 from h i s Ward appropristion towards t h e purchase of t h e l o t i n question. Councillor Bishop spoke b r i e f l y and s t a t e d he was aware of the need of a park i n t h a t area and i n favour of purchasing the l o t i f i t could be managed. He s t a t e d t h a t he could not say how much could be paid from h i s Ward appropriation towards t h e purchese p r i c e u n t i l he knew t h e amount of Ward expenditure f o r July. Some disnussion ensued during which Er. H a n n and Ur. Bolivar expressed t h e hope t h a t t h e Council would purchase the l o t in question - Lot 1, p a r t of Block 1, Section 22, Block 5N Range 2W, Map 8911 o u t r i g h t and make a recommendztion t o t h e incoming Council t h a t f u r t h e r consideration be given t o t h i s park during 1950. - Reeve Schultz pointed out t h a t t h e present Council could n o t o b l i g a t e a future council, but could make a recommendetion. ; I s Moved by Councillor Kuhn Seconded by Councillor Stewart ThEt t h e purchase of Lot 1, p a r t of Block 1, Section 22, Block 5 North Ran e 2 West, Map 8 9 p b e considered f i r s t on t h e Agenda of t h e * t h e Council, Monday, August l 5 t h , and a recommendation made regular meeting 05 21.0 . t o the Council f o r 1950 t o g i v e this park s i t e m r t h e r consideration.
