Kevin Glass Kevin Glass is the Managing Editor of Townhall.com. We recently were informed that Chris Holmberg has passed away. Chris spent many years teaching first grade and continued her passion for children’s literacy into her retirement by fundraising for school libraries. She touched many lives. Chris was EBRWF Melp and -CLB chairman and worked with the schools on our behalf. She was an active club member until illness forced her to step back. She relocated to Montana be near family. Unfortunately her health continued to decline and she pass away on June 16, 2012. She left a lasting legacy and will be missed. Of July In Philadelphia on July 4. 1776. the Declaration of Independence was unanimously approved and officially adopted by representatives of the 13 colonies to the Continental Congress. A month earlier. in the third session of the Second Continental Congress. Richard Henry Lee of Virginia proposed and John Adams of Massachusetts seconded a resolution declaring the United Colonies free an independent states. A committee was appointed to draft a statement to the world presenting the colonies' case for independence. The committee consisted of Adams. Roger Sherman of Connecticut. Benjamin Franklin of Pennsylvania, Robert Livingston of New York and Thomas Jefferson of Virginia. Jefferson was assigned the job of writing the declaration. and except for minor alterations by Franklin and Adams. this significant piece of our history was composed entirely by Jefferson. Volume 2012 Issue 6 Central Coast Comments June 2012 5 FOR YOUR INFORMATION The Electoral College The Electoral College, administered by the National Archives and Records Administration (NARA), is not a place. It is a process that began as part of the original design of the U.S. Constitution. The Electoral College was established by the founding fathers as a compromise between election of the president by Congress and election by popular vote. The people of the United States vote for the electors who then vote for the President. Each State is allocated a number of electors based on the number of members in the House of Representatives who represent the State, plus two for the State's Senators. A State's Congressional delegation is determined by the State's population. The number of people in each State is determined by the Federal census, which is taken every ten years and includes a count of every State's population. For example in the 2004 election California was granted 55 electors based on the Census of 2000, while Maine was given only 4. Today a President must win 270 electoral votes, a majority, to become President. If no candidate wins a majority of electoral votes, the 12th Amendment to the Constitution provides for Presidential election by the House of Representatives with each State delegation receiving one vote. Twice in our history, the House of Representatives has chosen the President -- Thomas Jefferson's election in 1801 and John Quincy Adams' election in 1825. The process for selecting electors varies throughout the United States. Generally, the political parties nominate electors at their State party conventions or by a vote of the party's central committee in each State. Then the voters in each State choose the electors on the day of the general election. The electors' names may or may not appear on the ballot below the name of the candidates running for President, depending on the procedure in each State. The Electoral College process is part of the original design of the U.S. Constitution. It would be necessary to pass a Constitutional amendment to change this system. Note that the 12th Amendment, the expansion of voting rights, and the use of the popular vote in the States as the vehicle for selecting electors has substantially changed the process. Many different proposals to alter the Presidential election process have been offered over the years, such as direct nation-wide election by the People, but none have been passed by Congress and sent to the States for ratification. Under the most common method for amending the Constitution, an amendment must be proposed by a two-thirds majority in both houses of Congress and ratified by three-fourths of the States.
