The requirements change if the pilot request radar services or if he does not require any services. ? WHAT ARE RADAR SERVICES? ? When a VFR pilots calls for clearance they may or may not request radar services. Radar services come in many forms from flight following to traffic advisories. If they pilot does not call in requesting radar services, flight following or traffic advisories then their clearance would be different than an aircraft requesting these services. SHOULD I ISSUE AN ALTITUDE? When a VFR aircraft is departing an airport depending on their needs it may or not be operational advantageous to issue them altitudes. If they do not want radar services we issue them an altitude that will keep them below the bottom of the second shelf. Why? As soon as the departure clears the surface area, tower can dump them to UNICOM. This also saves time when it comes to coordination because once they clear the surface area they will maintain their own separation. 47 SFC 47 23 When a pilot does require radar services it is not necessary to keep them below the second shelf. regardless of clearing the airspace they will be talking with a radar controller thus we can allow them to climb out at their discretion.
