Each month our newsletter has a focus, often a city department or an aspect of life in our community. This time, we focus on the foundation of all this: our city government. Some people call government ugly, but I will tell you something I know from first hand experience—it is miraculous. South Salt Lake Police Department: Notice of Unclaimed Property South Salt Lake Has a Strong Mayor Form of Government There are many different models for city government, including the “Mayor-Council” system. Within the Mayor-Council form of government, there are two distinct categories, one called “strong mayor” and one called “weak mayor.” South Salt Lake is somewhat unique in having a strong mayor system – it is common in larger cities, while many small and medium-sized cities in Utah still use the council-manager system, where the city council directs a City Manager, while the mayor is largely a figurehead. In a strong-mayor form of government, the mayor is the chief executive officer and the council serves as the legislative branch. The mayor supervises and directs all executive and administrative officers provided for by statute or municipal (city) ordinance. The city council is responsible for adopting policies, including the ordinances that give the mayor these powers. The mayor has the power to veto any ordinance, tax levy, or appropriation passed by the council, but the council has the power to override it. The Council is also assigned the power to adopt the budget and to adjust the mayor's salary. In Salt Lake County, five cities use the strong mayor system (Murray, Salt Lake City, Sandy, South Salt Lake and Taylorsville); four cities have a council-manager system (Cottonwood Heights, Holladay, West Jordan and West Valley City) and the rest use other systems including a weak-mayor “Mayor-Council” "Five-Member Council,” "Six-member Council,” and “Charter.” Voters must approve any change in the form of government. The Utah League of Cities and Towns (of which South Salt Lake is a member) has extensive information about city governments and resources to help out citizens who want to get involved. Citywide Clean-Up Citywide Cleanup By South Salt Lake Urban Design Director Sharen Hauri City leaders and the Public Works department are considering how to improve Citywide Cleanup in order to offer residents a convenient and affordable way to dispose of large, bulky waste as well as green waste (such as tree limbs, grass clippings). The approach to Citywide Cleanup was changed in 2013 in order to improve the appearance of the community, save money, assign public works employees to more pressing street repair work, and to improve water quality by removing waste from storm water gutters. After testing out a new system with dumpsters, public feedback asked the mayor and council to consider other options as well. After extensive discussion, public comment, and an open town hall meeting in March, a new option was proposed – “boxed, bundled and bagged” waste, which may be placed on the park strip. A final decision was made during the budgeting process to go in this direction. A comparison of these options is shown here. Additional consideration is being given to the green waste option, but no decision has yet been made. The South Salt Lake Police Department currently holds various unclaimed properties in our evidence room. South Salt Lake residents are encouraged to get involved so your voices are heard. The first plan, the East-West Trails Master Plan, is identifying places to put major east-west trails in the valley, including proposals for along 3300 and 3900 South. Parley’s Trail, at 2250 South, is already considered a major east-west trail. This study looks for input from cyclists, walkers, neighbors and the public to identify preferred trail locations; to identify barriers or challenges to putting trails in certain locations; to identify potential trailhead locations; and to connect to UTA transit. Input and ideas are welcome on the project website: slcoeastwesttrails. org and/or the Facebook page: Salt Lake County East West Trails Master Plan. South Salt Lake Gold Star Tobacco-Free Workplace Award Program Past Years Service Options The second plan, The Salt Lake County Parks and Recreation Master Plan, will shape the future of county parks Fitts Park and recreation facilities for the next 10 years. This plan will target where recreation needs are, what types of programs and projects are desired (such as pickle ball leagues or a new gymnasium). Comment now so your ideas and opinions are included. Salt Lake County currently manages 105 parks (encompassing 7,983 acres), 4,828 acres of open space, 23 miles of trails, 18 swimming pools, 21 recreation centers, 6 golf courses, 3 ice centers, and Wheeler Historic Farm. This happens every June and sets the budget for the next fiscal year, which in South Salt Lake is July 1st to June 30th of the following year. “The budget reflects the city’s priorities and is visible on the ground in the services provided and projects that are built,” says Kyle Kershaw, South Salt Lake Finance Director. The budget process takes nearly six months, from pre-planning to adoption. This allows time to propose projects and programs, to review and prioritize, and to publicly discuss the final numbers. First, the City’s department heads have strategy and budget meetings as a group, then individually with the mayor to identify important initiatives, projects, or changes to their department. Next, each department reports their prior year’s accomplishments and goals for the next year to the City Council. Each goal has a funding requirement. Then, the Mayor and Finance Department work through these numbers to propose a draft budget. After the draft budget is created, it is presented to the city council, typically in April. At this point, the budget becomes public and becomes the focus of many city council meetings until its adoption in June. Utah state law dictates that the draft budget must be received by the city council by May of each year and passed by June 21st of each year At any time, the public can see the city budget by visiting the Finance Department’s webpage at southsaltlakecity.com/department-listings/finance. The public is welcome and encouraged to attend city council meetings to hear the debate, make a comment, and view the budget (see page 7 sidebar for July City Council meeting dates). United Way 2-1-1 2-1-1 is an easy to remember phone number that can connect individuals and families in our communities to resources that can help fill in the gaps and meet their most important needs 24 hours a day, 7 days a week. Anyone who calls 2-1-1 will talk to a live specialist who has been trained to ask the right questions to really understand the whole situation of any given caller, and then connect that caller to the agencies and organizations that can best offer them the support they need according to their circumstances. These organizations offer a variety of services: help with rent or utility payments, mental health and general medical care, and even food and employment support. South Salt Lake’s 2014-2015 General Fund Budget Where does the money come from? Where does it get spent? These are the basics of city budgeting: Revenue and Expenditures. See the summary of the city's general fund budget below to offer a picture of major sources of revenue and expenditures. South Salt Lake's general fund budget for 2014-2015 is approximately $26.8 million. By law, revenue and expenditures must balance. Revenue The city’s portion of property or sales tax is just one portion of the taxes you pay. As a resident living in South Salt Lake, you are paying property taxes at your residence (if you don’t own, it still adds to the cost of your rent). Everyone who shops in the city pays sales tax on purchases, too, but there are several other important revenue sources to note. More than 51% of your property taxes go to Granite School District, 24% to Salt Lake County, and just 20% to South Salt Lake (5% goes to other entities). Fireworks Safety Tips The following fireworks safety tips can help to prevent accidents and injuries and to encourage a safe holiday season: • Parents should not allow young children to handle or use fireworks. • Fireworks should only be used outdoors. • Always have water ready if you are shooting fireworks. • Know your fireworks. Read the caution label before igniting. • Obey local laws. If fireworks are not legal where you live, do not use them. • Wear safety glasses whenever using fireworks. • Never relight a “dud” firework. Wait 20 minutes and then soak it in a bucket of water. • Soak spent fireworks with water before placing them in an outdoor garbage can. Note the following safety tips: Expenditures Public Safety is the city’s greatest funding priority, representing nearly half of the city budget. The next largest expenditure is Public Works, which includes maintenance and repair of city-owned roads, sewers, water, garbage collection, and wastewater management facilities. Two of these items– sewer and water - are self-sustaining utility funds paid for by utility bills. The next is City Administration. The items also receiving smaller amounts of funding are services provided to citizens, including parks, recreation, afterschool programs, community centers, and community outreach. • If using sparklers: • Always remain standing while using sparklers. • Never hold a child in your arms while using sparklers. • Never hold, or light, more than one sparkler at a time. • Never throw sparklers. • Sparkler wires and sticks remain hot long after the flame has gone out. Be sure to drop spent sparklers in a bucket of water. • Teach children not to wave sparklers or run while holding sparklers. Last summer the store at 3300 South West Temple opened a drive through and a walk-up window. Starbucks uses shipping containers to transport merchandise, coffee and tea all around the world, but the containers only have about a 20-year life span. The design team was inspired to help keep items used throughout our supply chain, like old shipping containers, out of the waste stream. This earned Starbucks a Green Building Award from South Salt Lake Mayor Cherie Wood. South Salt Lake • On The Move • City Newsletter Welcome to Chinatown Of all the new developments in South Salt Lake, the one that has raised the most curiosity is Chinatown, at 3390 S. State Street. The development has been building and opening in phases since 2010, and is reaching another milestone this year – the opening of the Asian Supermarket. Chinatown Supermarket will be Utah’s largest Asian Market, at 30,000 square feet. Opening this summer, it offers high-quality produce, meats, and live seafood that are very much a part of the traditional Asian kitchen. The supermarket is unlike any other Asian store in the valley because it was built from the ground up as a supermarket, and it was designed to compete with other modern supermarkets. Project developer Andrew So compares the project to a Whole Foods store with beautiful interiors, unique food items, and lots of ways to take home a meal to enjoy. Inside the market are several eateries, including full-service restaurants and many take-away meals. The project was envisioned as the first Chinatown in Utah to serve the many different Asian cultures in the valley. South Salt Lake benefits from having its first new grocery store in years and a unique, destination shopping experience. Community Connection Update: ViaWest This spring, volunteers from ViaWest came to South Salt Lake to help clean up an alleyway between 200 East and State Street near Louise Avenue. Additionally, volunteers traveled to Granite Park Junior High to weed and prepare the community gardens for South Salt Lake families. Both projects were part of ViaWest's first United Way of Salt Lake workplace campaign.
