 Newlands Intermediate School INTERNATIONAL STUDENT FEES PROCEDURE This procedure provides the basis on which International Student Fees and Refunds are to be managed. This procedure needs to be read in conjunction with the International Students Fees Protection Procedure. RATIONALE The school is required to charge fees to International Students as defined in The Education Act 1989 Section 4A (3). PURPOSE To ensure that legislative requirements relating to International Student Fees and Refunds are met. Guidelines for Fees 1.
Fees are to be set in accordance with Section 4B(7) of the Education (No. 4) Amendment Act 1991. 2.
Fees are to be set annually by the Board as part of the Budget Process, and will include GST. 3.
The Fees will be comprised of the sum of the following cost components: a.
The Board’s best estimate of the cost (including the appropriate proportion of the Board’s administrative and other general costs and the appropriate proportion of any initial or start-­‐up costs of the subject, course or programme) of providing tuition in the subject, course or programme for one student up to that time. b.
An amount that is in the Board’s opinion an appropriate reflection of the use made by one student receiving tuition in the subject, course or programme of the Board’s capital facilities. c.

The appropriate proportion of the amount (if any) prescribed under Section 4D of the Education (No. 4) Amendment Act 1991 for a student receiving tuition at a state school in the subject, course or programme. Any other fees prescribed by the Board. Fees are payable on an Annual or Term basis, in advance. The school will not receive or pay fees on behalf of an Agency. All International Students are required to take insurance which protects the payment of fees, with an insurer approved by the Board. Guidelines for Refunds 1.
Refunds are to be made in accordance with Section 4B (7) of the Education (No. 4) Amendment Act 1991. 2.

In order to be eligible for a refund the parent or caregiver of the student must apply in writing to the Principal setting out the special circumstances of the claim. The Principal will act as the agent of the Board of Trustees in establishing the circumstances and the level of the fees to be refunded within the spirit of this procedure. 4.
In arriving at a decision the Principal will take into consideration the special circumstances of the withdrawing student and: a.
costs already incurred by the school b.
the salaries of the teachers and support staff and any other components of the fee already committed for the duration of the course c.
an amount which covers use of the facilities and resources to date of withdrawal d.
any refund of the foreign student’s fee, from the Government 5. The Board of Trustees will retain sufficient financial reserves to enable it to honour refunds under this procedure, in the event that the school is unable to continue to offer tuition to International Students.
