POLICY TITLE: CAMPUS SECURITY PROCEDURES
POLICY PURPOSE
This Policy delineates the procedures in the event of a security incident

POLICY STATEMENT
(A) Campus crime reporting procedures:
Any student or employee who observes a criminal act taking place on campus
should immediately notify the nearest police station by calling 000. In addition, in
the event of any threatening event (e.g. bomb threat, suspected criminal,
suspicious character on premises, etc.), the person who observes the danger
should carefully and quietly notify the senior administrative staff member in the
building so that students and employees can be notified and advised what
precautions to take, while avoiding panic.
(B) Policies on access to facilities:
Access to all school facilities is restricted to students, employees and authorized
visitors who are approved by the school administration. All trespassers should be
immediately asked to leave the premises. If the individual refuses to leave, or
there is any suspicious or dangerous activity in question, contact a faculty
member or 000.
(C) Reporting suspicious activity
The institution maintains no security force of its own. All students and employees
who observe some dangerous or suspicious situations are expected to
communicate with local police immediately. Students are reminded of their
responsibility for the welfare of their fellow students.
If suspicious activity is observed outside the Kollel premises, (e.g. suspicious
character photographing premises or monitoring Kollel activity, suspicious
unidentified object left outside Kollel property), please report this information to
the CGS (Community Security Group) at 9519 - 8600, and to report incident to a
senior administrative staff member. If advised, a Report New Incident or Identified
Hazard form, available on the Kollel website, should be filled out and submitted to
the office.
(D) Crime prevention:
The Kollel is situated in a low crime area. Nevertheless, students are encouraged
and expected to observe basic precautions particularly after dark, such as walking
with a friend or someone you know well. Students are encouraged to be aware of
their responsibility for their own security and the security of others.
(E) Kollel policy regarding assault:
The Kollel is fully committed to maintaining a safe and secure environment for all
students. Accordingly, the school adheres to a strict no-tolerance policy with
regard to physical or emotional attacks or offenses of any type; including assault,
harassment, or intimidation in any type or form. If an attack is in progress please

contact the authorities immediately by calling 000. It is important to report to the
police as soon as possible. Time is a critical factor for collection and preservation
of evidence as proof of a criminal offense. If a student does not feel comfortable
contacting the police directly, or requires assistance, he should contact any senior
faculty member. Services are also available from the Jewish Taskforce Against
Family Violence. Their phone number is 9523 - 2100.
In the case of an alleged offense or attack of any kind, both the accuser and the
accused will be called before a disciplinary committee headed by the Dean of
Students. The accuser and the accused are entitled to the same opportunities to
have others present during a disciplinary proceeding. The Dean will interview both
parties and any witnesses in order to make a determination of the student’s
culpability. The accuser and the accused will be informed of the school’s final
determination and any sanction imposed with respect to the alleged offense. This
hearing is not a replacement for any action taken by various authorities.
In the case of an alleged offense or attack of any kind, the institution reserves the
right to request that the alleged attacker leave the institution. Any student, who is
found guilty of the above, as determined by an investigation by a faculty board of
inquiry, will immediately be expelled from the institution. There is no due process
involved, and no appeal will be accepted. Attendance at our institution is a
privilege, not a right, and may be withdrawn without notice if the student is
deemed a threat to the safety and security of the student body.
