be approved.

BY-LAWS:
2012/07/203: TURGEON: ONLEY: WHEREAS pursuant to the authorized Restructuring of
The Corporation of the Municipality of Callander, the position of Municipal Clerk has been
created;
AND WHEREAS Mairghread Aileen Knought has been appointed to the position of Municipal
Clerk effective June 4, 2012;
NOW THEREFORE BE IT RESOLVED THAT:
That By-law No. 2012-1340 being a By-law to repeal By-law 2011-1273 be read a first and
second time.
CARRIED.
2012/07/204: NOON: BRYDGES: WHEREAS pursuant to the authorized Restructuring of The
Corporation of the Municipality of Callander, the position of Municipal Clerk has been created;
AND WHEREAS Mairghread Aileen Knought has been appointed to the position of Municipal
Clerk effective June 4, 2012;
NOW THEREFORE BE IT RESOLVED THAT:
That By-law No. 2012-1340 being a By-law to repeal By-law 2011-1273 be read a third time and
finally passed.

2012/07/205: ONLEY: TURGEON: WHEREAS The Corporation of the Municipality of
Callander (“Municipality”) passed By-law 2012-1338 on July 3, 2012 dissolving the Callander
Union Cemetery Board;
AND WHEREAS the By-laws of the former Callander Union Cemetery Board continued as Bylaws of the Municipality effective July 3, 2012;
AND WHEREAS the Callander Union Cemetery By-laws require updating to ensure
compliance with the Funeral, Burial and Cremation Services Act, 2002, S.O. 2002 C.33, which
was enacted on July 1, 2012;
THEREFORE BE IT RESOLVED AS FOLLOWS:
That By-Law No. 2012-1341 being a By-law to regulate the operation of the Callander Union
Cemetery be read a first and second time.

2012/07/206: BRYDGES: NOON: WHEREAS The Corporation of the Municipality of

CORRESPONDENCE:
2012/07/207: TURGEON: ONLEY: That the correspondence received from the Ministry of
Tourism, Culture and Sport dated June 25, 2012 approving the Connecting Callander A Plan for
Active Transportation Initiative in the amount of $19,400.00, be received and noted.

NEW BUSINESS FOR DISCUSSION:
ONLEY: NOON: Motion to Amend Resolution 2012/07/208 to include “That the Economic
Development Manager will provide Council with a formal quotation and outline of services to be
provided, prior to entering into a Consultants Agreement”.
CARRIED.
2012/07/208: ONLEY: NOON: WHEREAS Council for the Corporation of the Municipality
of Callander (“Municipality”) approved Municipal priorities to guide the 2011 and 2012 budget
process, which included conducting an update of the Comprehensive Zoning By-law;
AND WHEREAS during the 2011 and 2012 budget process Council approved a budget for the
update of the Comprehensive Zoning By-law;
AND WHEREAS the Planning Act, R.S.O 1990, C.P.13 Section 26 (9) requires the
Municipality to have, in no later than three years after the Official Plan is in effect, revisions to
the Comprehensive Zoning By-law undertaken;
AND WHEREAS Meridian Planning Consultants Inc. compiled the Municipal Official Plan and
the previous Comprehensive Zoning By-laws, and conducts Municipal Planning Reviews for the
Municipality;
THEREFORE BE IT RESOLVED AS FOLLOWS:
(A) That Council hereby authorizes and directs the Economic Development Manager to
do all things necessary, and to execute all required documentation, in order to
facilitate the update to the Comprehensive Zoning By-law within the budgeted
amount of $25,000.00 plus applicable taxes and disbursements; and
(B) That Council hereby authorizes and directs the Economic Development Manager to
enter into a consultant’s agreement with Meridian Planning Consultants Inc. to
undertake the Comprehensive Zoning By-law update; and
(C) That the Economic Development Manager will provide Council with a formal
quotation and outline of services to be provided, prior to entering into a Consultants
Agreement.

2012/07/209: BRYDGES: TURGEON:
A. That Council for The Corporation of the Municipality of Callander award Tender #201204 (Supply, Delivery and Stockpiling of Screened Winter Sand) to Edgar Poulin
Construction and Rentals Ltd. in the amount of $19, 800.00 plus HST; and
B. That Council authorizes and directs the Superintendent of Public Works to do all things
necessary, and to execute all required documentation, in order to facilitate the Supply,
Delivery and Stockpiling of Screened Winter Sand and A above.

2012/07/210: TURGEON: BRYDGES:
A. That Council for The Corporation of the Municipality of Callander award Tender #201205 (Supply, Crushing, Stockpiling, and Application of Quarried Granular “A”) to
2170641 Ontario Ltd. o/a Evan Hughes Excavating in the amount of $63,228.00 plus
HST; and
B. That Council authorizes and directs the Superintendent of Public Works to do all things
necessary, and to execute all required documentation, in order to facilitate the Supply,
Crushing, Stockpiling, and Application of Quarried Granular “A” and A above.

2012/07/211: TURGEON: BRYDGES:
A. That Council for The Corporation of the Municipality of Callander award Tender #201206 (Surface Treatment) to Bruell Contracting Limited in the adjusted amount of
$48,574.30 plus HST; and
B. That Council authorizes and directs the Superintendent of Public Works to do all things
necessary, and to execute all required documentation, in order to facilitate the Surface
Treatment and ‘A’ above.

2012/07/212: BRYDGES: TURGOEN:
A. That Council for The Corporation of the Municipality of Callander award Tender #201208 (Terrace Road Resurfacing Project) to Pioneer Construction Inc. in the amount of
$354,030.22 plus HST, including all of the provisional items of the tender; and
B. That Council authorizes and directs the Superintendent of Public Works to do all things
necessary, and to execute all required documentation, in order to facilitate the Terrace
Road Resurfacing Project and ‘A’ above.

ACCOUNTS PAYABLE:
2012/07/213: ONLEY: TURGEON: That the accounts payable for the period of June 29, 2012
to July 11, 2012 in the amount of $78,678.84 be approved pending clarification and approval of
on hold items.
