From The President
Welcome back to spring or summer or
whatever it decides to be these days.
Seems like things are blooming in our
industry as well. We are all so busy and
running around trying to get projects
started and then “wait”; they get stalled
again. Frustrating as that may be, these
are the times we live in. Maybe we can
get a jump on pre-planning our projects
and buying them out earlier now? Or
maybe we just keep going through
rounds of value engineering ideas trying
to get them back into budget so they
don’t get cancelled because pricing has
gone through the roof. Hopefully we can
all continue estimating and budgeting
accurately.
April’s program meeting was a success
talking about mechanical estimating
processes and what we can do to get
the younger generation involved in
estimating. Estimating skills are a hot
commodity these days and there seems
to be a huge gap between estimators,
very few in their 20’s and the next jump
they all seem to be in their 50’s. What
happened in between? Involvement in
organizations like ASPE are important
ways to enhance careers in estimating so
please join us each month and join ASPE.
To help inspire the next generation of
estimators, if you have any contact info for
local college reps to invite recent grads,
please send them to Frederick.chana@
gmail.com ASAP so we can expand our
chapter and community. Or invite those
recent grads yourself so they can learn
a little about estimating and some of the
interesting issues they may face.
This month’s program will be the famous
ethics program led by our past leader
Curt Kolar. This is always a fun and
entertaining meeting so please join us
on the 16th. There will also be some
retired members attending who have
contributed to our chapter so please say
hello and welcome back to them.

Ethics in bidding definitions
Bid Shopping - The practice of a general contractor
Bid Pleading – the practice of a subcontractor
estimating the cost for subcontractors in order to prepare
a bid for construction work, and then attempting to
induce those same subcontractors to lower their price
below the estimate.
attempting to win the contract by inquiring into what
price is need in order to be awarded the contract.
Bid Peddling – The practice of a subcontractor
attempting to undercut the bid prices of other
subcontractors in order to get a contract.
Ethics – The study and practice of appropriate
behavior, regardless of the behavior’s legality (OR…
all of the above). Certain industries have professional
organizations setting and promoting certain ethical
standards. ASPE is one of those in the construction
industry.

Member Spotlight
Mike Flynn
Mike has enjoyed being a member of ASPE Chapter 54 since 1993. He started
working for the Corps of Engineers in Omaha, Nebraska as a civil engineer on
construction projects at Gavins Point Dam in South Dakota and military projects in
northern Michigan. Then flew to Oregon and worked as a structural engineer for
12 years. After several years in construction management, he joined the Corps
estimating branch preparing conceptual, baseline, and bid opening estimates.
As a managing member of Construction Cost Estimating Services, he was a team
member at Hanford reviewing the cost estimate for the nuclear waste treatment plant,
TriMet, and other heavy civil construction projects. Mike lives in NE Portland with his
wife Marla and enjoys bowling.
