RECOMMENDATIONS The 38th Consultative Meeting of INIS Liaison Officers 4–5 October 2016, Vienna, Austria International Atomic Energy Agency Vienna, Austria International Atomic Energy Agency Vienna, Austria October 2016 L2-TM-50603 38th_ILOM_Recommendations.docx Page 2 ILO Meeting, • • • • • • • • Thanked the INIS Secretariat for organizing the 38th Consultative Meeting of INIS Liaison Officers; thanked Mr Chudakov, Deputy Director General, Department of Nuclear Energy, for his opening remarks and for his support of INIS activities; thanked Mr Huang, Director NE-PIK, for his opening remarks on Day 2 and his contribution to and support of INIS; thanked the presenters from INIS national centres for giving presentations about their activities and other topics of interest; congratulated the INIS Secretariat on its successful work since the 37th Consultative Meeting in 2014, as reported by the INIS Secretariat and stated in the INIS Report on Actions and Recommendations; welcomed Burundi as a new member of the INIS community and wished them both success and a beneficial cooperation; acknowledged the contribution of INIS as an essential source of information to empower nuclear research and development, and through this, assist in achieving the United Nations Sustainable Development Goals. encouraged the INIS Secretariat to work on adding more IAEA Member States to INIS. Operations – Input and Indexing • • • • • • • • • • Appreciated the work done by the INIS Members and the Secretariat in 2015/2016, especially stressing the all-time record input of over 136 000 records in 2015 and, as of October, over 95 000 in 2016; appreciated the work of the INIS Secretariat on the improvements and maintenance releases of the Computer-Assisted Indexing system (CAI); acknowledged the work of the INIS Secretariat in enhancing FIBRE+ and supporting additional functionalities such as MathML support; appreciated the development and introduction of the Input Management System based on Invenio software; encouraged further development of the Automatic Indexing algorithm; encouraged INIS Members to further increase their submissions and improve the coverage and timeliness of their national literature in the INIS repository; encouraged INIS Members to continue focusing on the quality of INIS input; encouraged INIS Members to continue making additional efforts to provide full-texts of non-conventional literature (NCL) to the INIS repository; recommended that INIS Members explore and make use of digital repositories of open access publications on the Internet to further increase the coverage of national literature; encouraged INIS Members to assist the INIS Secretariat in recovering missing conference literature and encouraged the INIS Secretariat to continue providing lists of missing conferences; Page 3 • • • • • commended the national INIS centres that made voluntary contributions, and encouraged other INIS Members to assist the INIS Secretariat in this effort; recommended the coverage of different document formats, such as multimedia and data sets; recommended revising the agreements with publishers to incorporate mutually beneficial ways of metadata provision, including expanding the scope to include ‘dark archives’; recommended coordinating digital harvesting plans with Member States through the timely distribution of lists of journals which are covered by the harvesting plans; recommended combining records describing different manifestations of the same work. Operations - Thesaurus • • • • Appreciated the publication of the English Thesaurus on the INIS website and its regular updates; acknowledged the coordinating work of the INIS Secretariat and appreciated the efforts of the INIS National Centres of China, France, Germany, Japan, Russia, Spain and Syria in maintaining and updating their language versions of the Multilingual Thesaurus; appreciated the work of the INIS Secretariat in coordinating the Thesaurus Advisory Working Group and invited more members to join the Group; recalling the previous recommendation to explore ways to transform the Thesaurus into an ontology, recommended the continuing migration of the Thesaurus to SKOSXL format. Operations – Digital Preservation • Appreciated the work of the INIS Secretariat on digitization of the NCL collection on microfiche and recommended to expedite the completion of this project in order to enrich the INIS repository with full-text documents; • appreciated the work of the INIS Secretariat to provide digital preservation services to Member States and its assistance with planning national digital repositories; • recommended that INIS continue to build on its role as a digital preservation service provider, assisting Member States and the Agency in the preservation of their national publications. Operations – INIS Repository Search • • • Appreciated the efforts of the INIS Secretariat to further improve the INIS Repository Search and introduce new features, improving the user experience and search functionality; commended the prompt and timely response of the INIS Secretariat to recommendations of the Member States on new features and suggestions; recommended adding an option to search for only bibliographic records. Page 4 Capacity building and Outreach Acknowledged the work of the INIS Secretariat on the organization of the Training Seminar, as well as the provision of ad hoc advice on all matters related to the operation of INIS; • congratulated the INIS Secretariat on developing and launching the first E-Learning modules and encouraged adding further modules to increase the subject coverage of online training; • encouraged the Member States to actively participate in the online training and provide feedback; • appreciated the use of the INIS Twitter account (@INISsecretariat) and encouraged all INIS Members to promote and increase its use; • encouraged INIS Members to conduct promotional activities within their national boundaries; • appreciated the support provided by the INIS Secretariat to INIS Members in promoting INIS, especially the updated INIS brochure and timeline; • encouraged further work of the INIS Secretariat to promote its activities with external stakeholders and the IAEA, and recommended building on the establishment of cooperation and partnerships with these stakeholders; • encouraged the promotion and use of the Google-based INIS Friends Forum as a networking and discussion platform for those enthusiasts who have been directly involved in the creation, work, and running of INIS, and who would like to contribute to its progress, support its services, and advocate and promote its activities. • welcomed the new INIS Coordinator and wished him success in managing the INIS Secretariat and its activities; • encouraged the distribution of detailed information and usage instructions to Member States upon the release of new INIS functionalities or tools. • Future Priorities • • • • • • • Recognizing the increasing amount of digital repositories available for harvesting; recognizing the successful implementation of digital harvesting by the INIS Secretariat through ONIXS; recognizing the often decreasing amount of resources available for input preparation and indexing; recommended that Member States and the INIS Secretariat continue to work on introducing possibilities for alternative input schemes such as digital harvesting of available national repositories, with ILO’s acting as focal points for the identification of scoped sources; recommended that the INIS Secretariat, with the input of Member States, further improve automatic indexing and expand its applicability to gradually move towards the replacement of manual indexing by AI. Recognizing the necessity of implementing a modern repository platform to improve the operation of INIS, improving interoperability and enabling support for an increased range of contents, such as data; recognizing the planned discontinuation of the Google Search Appliance (GSA) in the Agency; Page 5 • acknowledged the ongoing work on feasibility studies to develop and implement an Invenio instance with Elasticsearch technology to test functionality of the INIS repository on this platform and recommended, upon a successful feasibility outcome, its implementation to the INIS repository. • Recognizing the need to increase exposure of Member States' input among other stakeholders such as entities within the Agency and their partners; recognizing the importance of enabling Member States to have efficient access to the nuclear information resources of the Agency; recognizing the need to support consolidated access, not only to non-conventional, but also conventional literature; recommended that INIS continue to work towards becoming a single-access point for Agency nuclear information. • • • • • • Encouraged the further development and upgrade of the INIS repository platform and recommended that one of the standard author identification systems be considered for the INIS repository in order to enable interoperability with other repositories and disambiguation of author names; recommended that support for data objects like plots, tables, and other high-level data be considered; encouraged Member States to take advantage of IAEA TC assistance projects for the development and improvement of national INIS centres.
