Mission & Purpose
“Clayton County Community Services Authority, Inc. is committed to the amelioration of
the conditions and circumstances of poverty of people of Clayton County and
surrounding areas. The agency advocates for the disenfranchised and provides for the
delivery of essential services through structured programs which are designed to improve
the quality of life, self sufficiency and promotes responsible community involvement.”
The purpose of the agency is: 1) To mobilize and utilize all public and private resources of
Clayton County and other federal, state or local funds towards the alleviation of poverty in
Clayton County; 2) the corporation is organized exclusively for charitable and educational
purposes.
Agency Summary
Clayton County Community Services Authority, Inc. is a private non-profit community action agency that
was created in 1964 to provide human services directed towards helping people become more self sustaining
and self sufficient. Several approaches are utilized and implemented to achieve training, employment
opportunities and the development of skills and services for persons desiring to upgrade or enhance their
skills and experiences, thereby increasing their abilities to earn a decent and respectable income.
Clayton County CSA, Inc. advocates for changes in the way the system works so those who are excluded
from its benefits, (the poor, aged, children, women, minorities and handicapped), can gain access to the
benefits available to all members of society. Programs are designed to help the local citizens and groups
maintain themselves in a self-respecting manner. Community action and empowerment are strategies utilized
as an alternative to complete reliance on the welfare system. These strategies are geared and organized to
give emergency help to disadvantaged and deprived citizens in order to fill the gap. The purpose of the
agency is to work, train and guide the citizens of Clayton County until they can work and sustain themselves
in a decent, safe and happy life.
Clayton County Community Services Authority, Inc. was incorporated in 1966 under the Laws of the State
of Georgia and recognized as the proper body to carry out the mission, purpose and functions to assist
individuals and families to become self sustaining.

The agency’s Board of Directors is comprised of three groups:

Administration
The primary responsibilities of the administrative component are to provide
support activities for each program/contract operated by the agency such as:
planning, monitoring, evaluation, training, resource mobilization, public
relations, advocacy, coordination, affirmative action, purchasing, fiscal and
budgetary management, etc.
• Customer Service Policy: The purpose of this policy is to establish the
principles and guidelines that promote customer service excellence. The
guidelines are established for the collection of data for assessing customer
service, satisfaction and complaint process.
• Confidentiality Policy: Personal or identifying information about our
employees or participants such as names, addresses, phone numbers, salaries,
or social security numbers will not be released to people not authorized by the
nature of their duties to receive such information without consent of
management or the employee or participant.
Programs and Services
Community Support
Community Support provides emergency short term financial assistance, case management and
resource referrals to families or individuals in Clayton and Fayette counties faced with crisis
situations, i.e. evictions, foreclosures, utility disconnections and emergency food assistance to
help families move towards self sufficiency. It also provides the Low Income Home Energy
Assistance Program (LIHEAP) – This program provides financial assistance to income eligible
senior citizens, homebound individuals and low income families with their heating bills during
peak seasonal months in Clayton, Fayette and Henry counties.
Families’ income must not exceed 125% of the federal poverty level, actively seeking
employment, or recently obtained employment, short-term assistance will help them maintain
housing, utilities, and employment.
Referrals will be provided to other financial resources and supportive services to eligible
households as needed.
Programs and Services
Head Start
Head Start/Early Head Start – Child Care Partnership and Pre- K Program provides
quality, comprehensive services to low income families with children ages birth to five
years old, including children with special needs. We empower families to become self
sufficient in order to achieve their life goals; and, we promote school readiness, family
literacy, social competency, and parental involvement.
This program has qualified teaching staff that have met the Improving Head Start for
School Readiness Act of 2007.
Parents participate in the program decision making in the form of serving as members of
the Policy Council, hence they play a major role in approving and disapproving major
program policies. Our program always strives to adhere to all federal, state, and local laws
to ensure that quality services and compliances are met at all times. Through community
partners we link families to receive services based on individual family goal settings.

Programs and Services
Transportation
Transportation is a coordinated intra-agency system that provides transportation to eligible
participants to the aging programs, Head Start programs, SNAP/TANF recipients, Department
of Labor, Vocational Rehabilitation, demand response to medical appointments, pharmacy’s,
grocery stores, field trips, etc. Services are available throughout the Clayton County area.
Special emphasis is placed on the transportation needs of the low-income, elderly and disabled.
In addition, transportation services are provided to participants of several summer camp
programs in Clayton County. This agency participates in the Urban Mass Transportation
Program. Radio dispatched transportation services for demand responses, chartered trips, and
field trips are made available to the disabled and elderly who are not agency program
participants. Transportation has wheelchair lift equipped vans and buses.
Programs and Services
Weatherization
Weatherization services are provided to elderly, low income families and individuals, and
physically challenged individuals who meet the federal poverty income guidelines. These
services are available to residents of Clayton, Henry and Fayette counties.
Weatherization targeted measures are performed on homes that have a direct result on reducing
energy bills. The four areas in which measures are accomplished are: air infiltration reduction
which targets the area of the home where the most energy is lost; weatherization where energy
is lost around doors, floors, windows, the attic, and crawlspaces; blower door test is the
diagnostic tool used to measure and calibrate the major energy leak sites in a home; and energy
counseling to homeowners is provided to inform them how to practice energy conservation on
a daily basis.
Health and safety hazards are also part of the client’s education. Additionally, the homes are
diagnostically checked for the presence of carbon monoxide, and each completed home has
smoke and carbon monoxide alarms installed.

committed to the alleviation of poverty and the conditions and circumstances of people in Clayton County, Georgia and
surrounding service areas. Below is a summary of the principal programs administered by the Authority:
a. Head Start: Preschool children of low-income families who are provided educational and cultural enrichment through
components that include education, medical and dental, parent involvement, social services, and transportation.
b. Community Services Block Grant: Emergency assistance and transportation services are provided for all programs
administered by the Authority.
c. Weatherization Grants: Energy conservation and reduction in heating and cooling costs, for low-income persons or families,
are provided through the weatherization of homes.
d. Low Income Home Energy Assistance Program: Provides energy assistance to low-income families.

For fifty two years Clayton County Community
Services Authority, Inc. and other community action
agencies across the nation have been fighting the
War On Poverty and it is far from being over.
Progress has been made but some of the major
barriers and obstacles that impede progress and
forestall victories are still around. When this war
first started, our pledge as community action
agencies was to deal with the causes of poverty
instead of just the symptoms.
