REQUEST FOR PROPOSALS
Window Removal and Asbestos Abatement
1. Overview of Facility
a. Maya Angelou Public Charter School (MAPCS) is located at 5600 East Capitol Street NE,
Washington DC 20019. Our mission is to create learning communities in lower income urban
areas where all students, particularly those who have not succeeded in traditional schools, can
succeed academically and socially.
2. Intent and Definitions
a. The intent of this solicitation is to secure proposals to remove and temporarily board the
windows in the gym at MAPCS.
b. The term “owner” or “MAPCS” means Maya Angelou Public Charter School. The term
“contractor” means the responsible bidder awarded the contract. The term “gym windows”
means all materials and labor required to abate for asbestos, remove existing windows, and
temporarily board openings.
3. Scope of Work
a. Provide a detailed bid, including material, permit(s), and labor description and charges.
b. Obtain all necessary permits, including those required for asbestos abatement.
c. Remove eight gym windows. Each window measures approximately 93 inches by 208 inches.
d. Abate for asbestos, as necessary.
e. Temporarily board all eight (8) window openings.
f. Dispose all construction debris. Clean up and removal of old windows and associated materials
are the sole responsibility of the contractor and should be included with the submitted bid.
g. The owner reserves the right to consider proposals with minor variances with respect any
specific requirements specified herein, but judged to meet the intent of this specification.
4. Evaluation Criteria
a. The following criteria will be used to evaluate each proposal:
i. Cost
ii. Function
iii. Experience
iv. Quality
v. References
b. The owner will evaluate each proposal. Cost to remove, abate, and board gym windows will not
be the sole factor when awarding the contract. The owner reserves the right to reject any or all
proposals.
5. Contractor Expectations
a. The contractor will comply with all DC and federal laws, including but not limited to all
applicable OSHA requirements and special permits required for asbestos abatement.
b. The contractor is encouraged to view the site and the scope of the project prior to bidding.

c. The contractor will carry liability insurance.
6. Eligibility
a. To be eligible for award, the contractor shall:
i. Propose a method(s) and describe materials to be used.
ii. Be licensed to do business in the District of Columbia. The amount of the bid shall not
exceed the license limit.
iii. Describe general relevant experiences in completing projects similar to the one described
in this RFP.
iv. Include three references.
7. Materials
a. The contractor shall:
i. Use materials and methodologies that meet or exceed industry standards.
ii. Be responsible for all products, components, accessories, and methods used in removal
and abatement of all gym windows.
iii. Meet or exceed the minimum code requirements of the District of Columbia Building
Code(s) regarding safety and removal/installation procedures.
iv. Remove and properly dispose of all waste.
8. Required Submittals
a. At the time of bidding, the contractor shall furnish a complete bid including a detailed list of
materials and labor.
b. The bid must include:
i. Projected timeline from start to finish and description of availability in May 2017.
ii. Budget with separate line items for labor, materials, permits, and disposal costs.
9. Bid Proposal Acceptance and Information
a. All bid proposals will be accepted until 12:00 PM on May 21, 2017.
b. Interested vendors will respond to the advertised Notice of RFP via upload to Smartsheet link at:

received after 12:01 PM on May 22, 2017 is deemed non-responsive and will not be considered.
Proposals will not be accepted by oral communications, telephone, electronic mail, telegraphic
transmission, or fax.
c. All costs attributable to the preparation of a proposal or any presentation required to supplement
or clarify the proposal are borne by the contractor.
d. The owner will rank the proposals in terms of meeting the requirements of this RFP. Additional
information may be sought from contractor during the evaluation period.
e. All proposals remain valid for a minimal period of 30 days subsequent to the RFP closing date.
10. Award
a. The successful contractor shall enter into a contract for the performance of the work proposed
and the contract shall incorporate all applicable provisions of this RFP.
b. The owner reserves the right, in its sole discretion, to award the contract to another contractor if
contract negotiations do not appear successful.
11. Payment for Work
a. Unless other terms, which are mutually agreed upon, stipulate otherwise, 1/3 of the contract will
be paid twenty-one (21) days upon signing the contract. The remaining 2/3 of the contract will be
paid in full within twenty-one (21) days upon satisfactory completion of the work. Other terms
and conditions will be accepted as long as mutually agreed upon.
12. Bid
a. In accordance with the provisions of the proposal, the undersigned hereby proposes to furnish all
labor and materials for the removal of all gym windows, abatement of asbestos, and boarding of
openings at Maya Angelou Public Charter School located at 5600 East Capitol Street NE,
Washington DC 20019.
b. Please attach your detailed bid. It must include proof of licensing, liability insurance, workman
compensation for contractor’s employees, warranties, etc.
