Dear Beta Sponsor,
We are excited that a new school year has started and we
hope you are ready to start “Rockin’ the Country” with Beta.
Conventions will be upon us soon and we are looking forward
to seeing you and your club at your state convention.
Please read carefully through your handbook since there have
been many changes since last year’s convention. Below is a
list of the changes made by our Board of Directors this
summer in Richmond, Virginia. If you have questions, please
email me at [email protected] or call 1-800-845-8281.
!
Please send in your membership two to three weeks prior to
the deadline date of your convention, so names will appear
on your roster when you do register your students to compete
and attend the convention.
National Board Changes for 2014-15
• All states must adopt National Rules for all
competitions held at Nationals.
• The First and Second place state winners in Banner,
Scrapbook, Group and Special Talent will be eligible
to compete at Nationals in 2015. First, Second and
Third place state winners in the following categories
will be eligible to compete at Nationals in 2015:
Agriculture, Character Skit, Creative Writing, English,
Math, Oratory, Science, Social Studies, Spanish,
Spelling and the Onsite Art categories of Acrylic
Painting, Colored Pencil Drawing and Pencil Drawing.
• Agriculture will be added as a new written test.
• Quiz Bowl Competition will go to a written test with
the top 8 teams moving to the oral rounds.
• Special Talent will have a total of 7 minutes for setup
and performance with performance being a max of 4
minutes. Group Talent will have a total of 11 minutes
for setup and performance with performance being a
max of 6 minutes.
• Oratory will have a time limit of 2-3 minutes.
• Schools may enter one student in Division I –grades
9-10 and one student in Division II-grades 11-12 for
the 7 academic test which are agriculture, English,
math, science, social studies, Spanish and spelling.
Winners in both divisions will advance onto Nationals.
• Hold preliminary talent competitions for group and
special talents with the top 10 in each one advancing
onto the finals.
• A $20.00 registration fee will be charged for
everyone in attendance at the state convention except
two sponsors per club if registered by deadline date
of the convention, otherwise there will be a late fee of
$25.00 per person.

REGISTRATION FEES
By registering online you can be sure that all of your students attending the
convention are members of the National Beta Club. New student(s) membership must
be sent two weeks prior to the convention deadline for you to register the student
online to compete at the convention. If a student is not a member, you can send in the
membership application by the deadline date December 10, 2014 for them to attend
the State Convention.
Registration is $20.00 per person attending the convention except two club
sponsors. Registrations after the deadline date will be required to pay the late
registration fee of $25.00 at the convention, and must be done at the convention site.
Convention Refund Policy
There will be no refund of registration fees for any reason unless the entire convention is
canceled by the National Beta Club office.

!1. ELIGIBILITY: Nominee must be a rising senior (presently in the Junior Class), in good standing, officially

enrolled at the National Office by the deadline date and registered at the Convention. The candidate must
give notice of his/her candidacy to the National Office by the deadline date, and must comply with the
following rules and regulations. A school may nominate for one office only. The club sponsors must enter
the candidate online at www.betaclub.org/registration. The following rules and regulations should be read
carefully. By submitting the State Officer Nomination Form, you are agreeing to abide by these rules and
regulations.
!2. The Sponsor and the Executive Head of the candidate's high school must approve the nomination.
!3. If elected and later dropped from the local club or if the officer is not enrolled actively in high school
during the entire term, the officer forfeits the right to serve as a state official. The runner-up will
automatically take office. It is imperative for an elected officer to notify the National Office immediately if
he/she cannot serve.
!4. Submission of the state officer form is a pledge stating that he/she will attend all of the meetings and
sessions of the Convention, including the Installation Ceremony and will fulfill all of the duties of the office the
following year. This means he/she is obligated to attend all meetings and sessions both years, when
nominated and when serving as a state officer. Failure to fulfill this obligation will result in the candidate
forfeiting his/her opportunity to run for state office.
5. No nominations from the floor or "write-in" candidates will be permitted.

6. Any violations of the following rules will result in the candidate losing a percentage of votes based upon the rule
infraction.
7. Candidates may not take part in any phase of the convention program except for campaigning, campaign speech,
question/answer segment, until after voting takes place.

CAMPAIGNING GUIDELINES
!
* No handouts, balloons, food products, stickers, band,
tape players, radio, any noise makers or any kind of
weapons. No chanting at anytime.
* Betas from the candidate’s club may wear the t-shirts
and be involved in the skit.
* Campaign T-Shirts may be worn at anytime during the
convention.
* Placards may not be used at any time except in skit.
* Costumes may be worn at the Campaign session only.
No costumes will be allowed at any other time.
* Candidate’s slogan, movie references or the song, as
performed, must not refer to alcohol, drugs, sex, race,
or make use of inappropriate language.
DRESS CODE GUIDELINES

* Young ladies must wear a dressy pantsuit with
coordinating jacket or business suit with sleeve length
from 3/4 or to the wrist.
* The length of the business suit skirt must be at the
knee or longer, with a front, side or back slit no
longer than 2” above the knee.
* The dressy pantsuit pants must be to the top of the
shoes. Crop pants must not be worn.
* No low cut or tight fitting, strapless or spaghetti strap
tops will be allowed.
* The young men must wear a suit or jacket with dress
slacks, a tie, collared dress shirt and dress shoes.

1. Each test will consist of multiple choice questions.
2. The test time limit is one hour. No consultation will be allowed during the test hour.

COMPETITION GUIDELINES
! 1. This is a club entry and must be made by Senior Beta members.
The banner will be checked in and picked up at the designated
time as printed in the program.

2. The banner is to measure 24" W x 36" L. These measurements are
to include any type of border or fringe. (1/2" more or less will be
allowed for shrinkage or stretching.)
!
3. The banner must be free flowing as a flag and two dimensional in
design. A two dimensional banner has the design and lettering
lying flat against the banner material. The depth of the design,
lettering, etc. on the material must not exceed 1/4 of an inch.
Anything else will have points deducted.

4. Each club must provide an approximate five foot (5') standard for
the banner's display. The standard is not judged.

ORATORY
1. The oration must be strictly original with the students.
2. One manuscript must be typed, double-spaced and handed to the coordinator before
the contestant speaks. The manuscript becomes the property of the National Beta
Club.
3. No more than 75 quoted words will be permitted. Plagiarism will cause the contestant
to be ineligible in the competition.
4. Manuscripts must indicate all sources used whether those sources are quoted directly or
indirectly. This must be done in bibliography form. If a bibliography is not needed, a
sheet at the back of the speech must indicate no bibliography needed. A speech
without a bibliography or sheet indicating that no bibliography will have points
deducted from score.
5. Note cards may not be used. Speech must be given from memory.
6. Speeches must be of the persuasive or informative type.
7. This is an oration. Therefore, no interpretation, dramatization, or acting should be
included.
8. The time for the oratory competition will be listed in the program booklet.
9. Participants must be dressed in professional attire. This means females are to wear a
dressy pantsuit with coordinating jacket or a business suit and the males are to wear a
suit or a blazer with dress slacks, a tie and dress shoes.
10.No costuming or props may be used. (i.e. wearing of flag pin during patriotic speech)
11. Spectators and competitors must enter the room prior to the start of the first oration and
may not leave until the conclusion of the competition to prevent distraction. All cell

STATE ADDENDUM: All Beta Club schools may participate in the Quiz Bowl.
Elimination will be done by a written test which will be given on Friday
evening. The top four teams will compete in the oral rounds. Team 1 will play
team 4 and team 2 will play team 3 in the first round. The semi-final and final
rounds will use the National rules.

2. The competition will be single elimination. Times and brackets will be printed in the
program. All contestants must report to the room designated in the program at that time.
There will be no rearrangement of schedule.
3. Each team must consist of four members throughout the entire quiz bowl competition. The
state winner and the runner-up teams may enter any four students who are registered at
the national convention. [However, these team members (4 members plus 2 alternates)
must be the ones that were listed on the entry form online by the deadline.] If a sponsor
needs to change a team member’s name once the entry has been completed online, he/
she must call the National Office at least two weeks prior to the date of the convention.
No changes concerning team members may be made after this date.
4. If a team is late or fails to appear at all, it will forfeit the match and the remaining teams
will compete.
5. Each match will consist of two teams and will be played with two 10 question halves.

PROCEDURE FOR QUIZ BOWL MATCH
1. Quiz Bowl is a question-and-answer game played between two teams of four players each.
!
2.Points are scored for correct answers to questions asked by the moderator.
!
3.Two types of questions are asked: toss-ups, worth 10 points each, and bonuses that may be
made up of a varying number of questions that are worth a total of 20 points.
!
4.On toss-ups and bonuses, unless otherwise stated in the question, players may use
abbreviated answers, such as last names only, nicknames, acronyms, chemical symbols, etc., as
long as such answers still correctly indicate clear and precise knowledge of the information
requested in the question.
!
5. Players will be given approximately 5 seconds from the time the moderator stops reading to
signal and then must answer as soon as recognized. The moderator will allow for a natural
pause, but stalling is not allowed. An exception to this rule is mathematics questions that require
calculation which will be given 15 seconds response time.
!
6.If a player confers with a teammate on the toss-up question, the answer does not count. The
question is turned over to the other team. The first player to signal on the other team and be
recognized will answer.
!
7.If a player answers without being recognized, the answer counts the same as a wrong
answer. The question is then turned over to the other team and the first player on the other team
to signal and be recognized will answer. This rule is in effect to prevent players from answering
because they “think” they signaled first. That is not the same as actually signaling first. The right
of the player who really has signaled must be protected.

8.On a toss-up, the first response is the one that counts. Sometimes a player will attempt to give
more than one piece of information in his/her answer. There are some instances when such a
response is acceptable. The moderator and the judge must distinguish whether the player has, in
fact, pinpointed the answer or is just rattling off a list of facts on a given subject. This situation is
particularly likely to occur on an interruption. The officials must be alert. This is a judgment call.
!
9.If a player answers a toss-up correctly, his or her team scores 10 points and is given a chance
at a bonus question.
!
10.If a player answers a toss-up incorrectly, the question is turned over to the other team, and if
a team member answers correctly, his/her team scores 10 points. On the turnover, a player must
still signal and be recognized before answering. If the moderator has finished reading the
question for the first team, it will not be repeated.
!
11.If a player believes he or she knows the answer to a toss-up question before it has been
completed, he or she may interrupt the moderator by signaling. If the answer is correct, the team
scores 10 points. If the answer is wrong, the entire question is repeated for the other team.

12.If the moderator inadvertently gives an answer to a toss-up without giving either team a
chance to respond, a new toss-up is read for both teams. However, if one team has given an
incorrect answer and the moderator inadvertently gives the answer without turning it over to the
opposing team, then a new toss-up from a replacement list will be read for the opposing team
only.

13.If someone in the audience shouts out an answer, the moderator discards the question and
goes to the next question in the stack, with all other rules as set forth in effect.

14.Team members may confer on bonus answers. All team members are encouraged to
participate as much as possible. However, if there are conflicting answers, the moderator will
ask the team captain for the team's official answer.
!
15.On all bonuses, the moderator will anticipate some delay in response because of
conferences or pressure of giving multiple answers. He/she will allow the answers to come
naturally, but stalling is not allowed.

16.If a bonus question has several parts that are to be asked separately, the moderator will
allow approximately 10 seconds per part for the team members to confer and answer.

17.If a bonus question is a listing question requiring several answers, the moderator will allow
approximately 30 seconds for the team members to confer and answer.

18.Quiz Bowl is played in two (2) halves. Each half consists of ten(10) toss-up questions. Each
half will consist of ten(10) questions. The team that is ahead when the final whistle is blown at
the end of the second half will be the winner. Note: there is a 3-minute break between halves.
Also, this time may be used for consultation by the coach.

19.If the score is tied at the end of the regulation time, the tie is broken by a sudden-death
play-off of toss-up questions. The first correct answer scores 10 points and wins the game.

20.PROTESTS: If a player or team wishes to protest either an accepted answer to a question
or a game procedure, the protest must come during the game at the time of the occurrence
from the team captain. A decision will be made at that point by the moderator and the judge
and it will be final. If a team has had two unsuccessful protests in one game, it may not make
any further protests during the game.

SCRAPBOOK
The purpose of the scrapbook competition is to showcase the accomplishments of the individual chapters as well as to
showcase the creative spirit of the members. In order to demonstrate the artistic abilities, the journaling abilities and
the general creativity of the members, clubs are reminded that the scrapbooks be original, meaning-artwork, lettering
and other design elements be created by the students using scissors, die cuts, pens and pencils and paper. Scrapbooks
that reflect student input and creative control from the blank sheet of paper to the finished product will be rewarded in
the artwork category of the judging form.

DEFINITION: A scrapbook is a collection of photographs, newspaper articles, correspondence, and memorabilia
mounted in book form under an attached cover. This is a way to record each Beta Club's service, membership, and
activities for the school year or from convention to convention. A form of narration identifying and giving information on
each section should be present. The theme of the scrapbook should be carried out through the title, cover, design, art
work, and narration.

Knowing that any organization is judged largely by the behavior of its individual
members, we who attend the Beta Club Convention, agree that our registering at the
Beta Convention constitutes our subscribing to the following rules which comprise the
Code of Conduct.

Each Sponsor is responsible for each and every one of his/her students. Therefore, students
must keep their Sponsor informed of their whereabouts at all times.
Rule 2:
Betas registered at the Convention should be present for all scheduled meetings and on
time.

Curfew is set by the council and the curfew will be printed in the program. This means in your own room and respectfully quiet.

General Safety Tips
Sponsors
It is recommended that sponsors collect parental consent forms and emergency
contact forms from students. It is also recommended that sponsors bring these
forms and keep with them at all times during the convention.

Sponsors may also choose to take a digital photo of each student traveling with
them to convention and carry them on a memory stick or flash drive. In the
unlikely event that a student becomes lost, the photo will help convention staff
and local authorities locate the student.

Hotel Safety
• Read the emergency instructions on the back of your hotel room door.
Familiarize yourself with the fire escape route.
• Count the number of doors between your room and the nearest exit.
• Do not leave your door open and always use the dead bolt.
• Do not open your hotel door to anyone you don’t personally know. Call
the front desk to verify hotel staff, security guards, and others requesting
entrance to your room.
• If you encounter questionable individuals, report them to the front desk.
• Do not leave valuables out in the open. Many hotels provide lock boxes
for your security.
• Keep your room key with you at all times.
Weather Emergencies
!
Watches: Indicate that conditions are right for the development of a weather
hazard. Watches cover a larger area than Warnings. Watches usually have
lead times of approximately 1-2 hours (tornado or thunderstorm), 3-12 hours
(flash flood), and 12-36 hours (river flood or winter storm).
!
Warnings: Indicate that a hazard is imminent and the probability of occurrence
is extremely high. Warnings are issued based on eyewitness reports or clear
signatures from remote sensing devices (radar, satellite). Warnings usually
have lead times of approximately 30 minutes or less (for thunderstorm type
events), and 6-18 hours (for river floods and winter storms).

Advisories: Issued when weather is expected to disrupt normal routines, but is
not expected to be life threatening (e.g., 2-3 inches of snow, dense fog, etc.).
Advisory lead times are the same as Warnings.

GENERAL INFO
1. Beta Conventions are open to certified members, school officials, sponsors, alumni, parents and
chaperones upon proper registration. Alumni must come with a group and are under the same
regulations as Betas, but without vote. ALL MUST REGISTER!
!
2. Each group must be accompanied by a sponsor or chaperone. A ratio of one adult for every ten
members is suggested. Convention address of sponsor or chaperone is required.
!
3. Each club must make its own arrangements for lodging. Betas may stay any place approved by
their Parents, Sponsors and Chaperones. Advance registration for lodging is urged, and confirmation
should be requested in writing.
!
4. New members should be entered and sent to the National Office two weeks prior to registering to
attend the state convention.
!
5. The convention registration form, which is online at www.betaclub.org/registration, must be
completed online, submitted, printed and mailed along with a check to the National Beta Club Office
postmarked no later than December 10, 2014. THE REGISTRATION FEE IS $20.00 PER PERSON
except two club sponsors if sent in by December 10 and the late registration fee is $25.00. All late
registrations will be done at the convention site. There are NO REFUNDS on convention registration.
No exceptions will be made on refunds for convention registration fees unless the entire convention is
canceled by the National Office. When picking up the club’s registration materials, sponsors are
responsible for verifying the counting of ballots before leaving the registration area. No changes can
be made after sponsors leave the registration area.

6. Only registered Betas may take part in the Convention program and each club should pick up their
registration materials at the stated time and place listed in the convention program.
!
7. Admission to all meetings is by name badge only. This is secured when one registers and will admit
the individual to all events.
!
8. The attire for the meetings is officially informal. Both males and females must wear appropriate
modest dress attire. No hats or caps, no midriffs showing; strapless or spaghetti strap tops or swimsuits
will NOT be allowed at the general sessions. Clothing which advertises sex, alcohol or drugs will not
be allowed.

9. The offices are President, Vice-President and Secretary. All candidates will run for a position rather
than an office. The entry form must be completed online by the club sponsor at www.betaclub.org/
registration, and submitted by December 10, 2014. First, read the rules, nominate a rising senior in
good standing, and get the nomination in early. More detailed regulations are found in this handbook.
A club may nominate only one person.

How to estimate convention costs
1. Decide HOW and WHEN members will go to the Convention and WHERE the club will stay.
prorate them. Since each group arranges for its own lodging, you will need to know how many nights you
will spend and what the charge for the lodging will be. Prorate that and then estimate the cost for meals.
Add all of this to the REGISTRATION cost and you will have the total cost of the Convention per person.
This does not include shopping, souvenirs and entrance fees to any place of interest your group may visit.

2. The pre-registration fee is $20.00 per PERSON attending the Convention except for two club sponsors
and admits registrants to all Convention functions, including the Dance. ALL MUST REGISTER! This fee is
used to defray the costs of the Conventions—facilities, printing of programs, etc. Since admission to meetings
is by name badge only, the chaperones should all register and get credentials. (This includes Alumni.)
There are NO REFUNDS on registration. There will be no exceptions made on convention registration fees
unless the convention is canceled by the National Office.

3. All meals for students must be paid for by the individual. Most clubs that raise Convention money pay
for the registration, lodging and/or transportation costs. Each student usually pays for his own meals.
!
4. Each club usually pays the Convention expenses of their chaperones—the sponsor, school officials or
whoever is kind enough to come with them. The adult sponsors are invited to a complimentary breakfast
with a conference for sponsors following the breakfast. There is a luncheon for Council members and
administrators.
!
5. MAKE RESERVATIONS EARLY! It is necessary to send advance registration for the Beta Convention to
the National Office. When you arrange for your hotel lodging, please be sure to follow the directions and
information listed in that particular section of this convention bulletin, and respect the deadlines!!
Remember, convention costs are determined in large part by the number of hotel rooms you need. Plan
accordingly! Also, be sure to follow the guidelines for the hotel damage deposit, and send it to the
appropriate person along with the form in the handbook.

7. The State Convention is informational and inspirational and affords a weekend of wholesome pleasure.

Please let us know if there are any special accommodations that you need so that we may, if reasonably
possible, attempt to make appropriate arrangements. You must notify us at 151 Beta Club Way,
Spartanburg, South Carolina 29306-3012 by no later than December 10, 2014. Your failure to timely
notify us may result in our inability to accommodate your needs.

STATE OFFICERS SERVICE AWARDS
MOST WORTHWHILE SERVICE PROJECT

An award will be presented to the club having the most worthwhile service project
called the “State Officers Service Award.” The three state Beta officers will determine the
first, second, and third place winners. Each club is asked to write an essay describing
what it feels to be its most worthwhile service project using the criteria listed below. The
essay must not contain the name of your school or sponsor(s). Each essay submitted will
be given a number by the State Sponsor and copies will be made and given to each state
officer. The officers will not know which schools are represented by the essays. The
scores will be totaled and the winners determined.

The essay must be typed, double-spaced and no longer than one page in length.
The essay must be written by a current member of your Beta Club and may be about any
service project performed by your club since the 2014 State Beta Club Convention.

Mail the essay to Mr. Joey Whittington postmarked by December 10, 2014. We hope
this award will give all clubs more incentive to be involved in many more community
service projects.

There will be three (3) participation awards given at the end of convention. Participation credit
will be given for each competition, meeting and activity that your school is a part of. Each
opportunity is indicated in the Handbook with an asterisk (*).

The purpose of this award is to encourage participation in all parts of convention, and to
recognize those schools who do participate. All schools competing will receive a certificate,
regardless of the final tallies.

FLORIDA BETA SCHOLARSHIP RULES
Three Beta scholarships are being given to deserving college bound seniors
who are Beta Club members. The scholarships (one in the amount of $300, one in
the amount of $200, and one in the amount of $100) will be awarded at the state
convention each year as long as there are sufficient funds. Any senior in high
school who is a member in good standing of the local Beta Club and is in
attendance at the state convention is eligible to enter the competition. A multiplechoice test with an essay tie-breaker will be issued to all competitors on the first
day of the convention. No calculators, dictionaries or other aides are permitted in
testing. The winners will be announced at the Third General Session during the
awards presentation. You may have more than one entry per school. There will
be a $5.00 assessed fee for each senior taking the scholarship exam.

Be very specific of the category in which the entry is entered.
An individual may enter only one (1) item per category; however, an individual may enter more than
one category. Each school will be limited to one entry per category.
Tags are provided in this packet for entries for display. We encourage each school to have proper
identification on all entries. Include the name of the individual, school, category of the entry, and
address of school or individual.
Although the club in charge of the Arts and Crafts competition will take reasonable precautions to
protect entries, the club will not be responsible for loss, damage, or breakage. It is the responsibility
of clubs entering the contest to collect entered items at the designated times.
Paintings and other similar works should be matted or framed for best presentation. No easels will
be supplied.
All art work completed by the individual or group must be presented for judging and display on the
first afternoon of the convention.
Identification cards are included in this packet. These must be attached to the back or bottom of the
entries.
Entries will remain on display until adjournment of the convention.
There must be at least two (2) projects entered in a category for the pieces to be judged and
awarded recognition.
There are no guidelines regarding subject matter or size of the entries. Students may choose freely in
this regard. However, judging will include workmanship and creativity.
The work entered in the arts and crafts competition was solely created by the student entering the
competition.
