Paraguay infoddhh I N T E R N A T I O N A L NEWSLETTER OF THE GENERAL HUMAN RIGHTS UNIT MINISTRY OF FOREIGN AFFAIRS PARAGUAY UNITED NATIONS HUMAN RIGHTS COUNCIL MEMBER 2015-2017 MINISTERIO DE RELACIONES EXTERIORES Unidad General De Derechos Humanos PROMOTING INTERNATIONAL TECHNICAL COOPERATION ON THE FOLLOW-UP OF THE ACCEPTED UPR RECOMMENDATIONS THE IMPORTANCE OF INTERNATIONAL TECHNICAL COOPERATION FOR THE IMPLEMENTATION OF HUMAN RIGHTS RECOMMENDATIONS The Paraguayan government is preparing a draft resolution, " Promoting International Technical Cooperation on the Follow up of the Accepted UPR Recommendations ", which will be presented during the 30th Ordinary Session of the United Nations Human Rights Council, to be held in September 2015. Paraguay has accompanied the promotion of international technical cooperation on human rights in all international fora, recognizing the important role in supporting States to meet their international commitments - including international recommendations received from the international system of human rights protection. The project aims to support the implementation of the accepted recommendations under the Universal Periodic Review by strengthening international technical cooperation, and at the same time, supporting the Voluntary Fund for Financial and Technical Assistance of the Universal Periodic Review (UPR). Additionally, the Office of the United Nations High Commissioner for Human Rights (OHCHR), has contributed for the construction of this project. Paraguay has achieved a good experience with the establishment of Monitoring System on International Recommendations of Human Rights (SIMORE for its acronym in Spanish). This project counted with support from the OHCHR Advisor Office in Paraguay and the UPR Voluntary Fund for Financial and Technical Assistance. Currently, the result of this cooperation is presented by Paraguay to other countries and regions as a best practice to be implemented internationally, with the ongoing support of OHCHR. Paraguay is an international reference in Human Rights recommendations Follow-Up systems • With the assistance of the Human Rights Advisory of the United Nations High Commissioner, in 20132014, the Monitoring System of International Human Rights Recommendations (SIMORE) was developed in Paraguay. • Members of the offices of Human Rights and Informatics services of the Paraguayan Foreign Affairs Ministry have been invited to cooperate internationally in order to exchange experience and training of SIMORE, in the following events and countries: • This system has been recognized internationally by the United Nations and is being used as reference to provide cooperation to other countries. To do this, “SIMORE” materials have been translated to English, aiming to internationalize it. 1. Geneva: Presentation as an example of State’s good practice, organized by the NGO UPR Info. • In addition, SIMORE has been recently awarded nationwide with the WSA Paraguay award in the Inclusion & Empowerment category, qualifying for its international stage. 2.Caribbean and South American English-speaking countries: Bridgetown, Barbados 3. Central America: San José, Costa Rica; 4. Portuguese-speaking Countries: Brasilia, Brazil; 5. Latin American Countries: Buenos Aires, Argentina. Paraguay cooperates in the follow-up of human rights international recommendations SIMORE PRESENTATION IN COSTA RICA • In Costa Rica, the “SIMORE” presentation was held, within the framework of the Interagency Commission for Follow-Up and Implementation of International Human Rights Obligations Meeting. TRAINING WITH Caribbean and South America Anglophonic COUNTRIES The Monitoring System of International Human Rights Recommendations (SIMORE), developed in Paraguay, was presented at the “Caribbean countries Universal Periodic Review Process Workshop: how to transfer human rights commitments to the national reality”, organized by the Office of the High Commissioner for Human Rights (OHCHR), held in Bridgetown, Barbados The following countries participated: 1. Antigua and Barbuda 8. Jamaica 2. Bahamas 9. St. Lucia 3. Barbados 10. St. Kitts and Neves 4. Belize 5. Dominica 11. St. Vicente and the Grandines 6. Grenada 12. Suriname 7. Guyana 13. Trinidad and Tobago • Several participating institutions where accounted with the Recommendations Monitoring System, and the Paraguayan Institutional Structure, responsible for monitoring Recommendations on Human Rights at international levels. EXCHANGES WITH LATIN AMERICAN COUNTRIES IN BUENOS AIRES Paraguay presented the online tool “SIMORE” during the Regional Good Practices Exchange in the Follow-Up and Implementation of Recommendations of the Universal Periodic Review (UPR). In this event participated delegates from Argentina, Brazil, Chile, Ecuador, Peru, Mexico and Uruguay. COOPERATION WITH AFRICAN, EUROPEAN AND SOUTH AMERICAN PORTUGUESE SPEAKING COUNTRIES Human Rights Director Romy Romero Meza, the seminar discussed in Brasilia for Portuguese-speaking countries SIMORE Training. In the city of Brasilia, SIMORE training was conducted for Portuguese-speaking countries of Africa, Europe and South America, under the Universal Periodic Review Workshop. The following countries participated: Angola, Brazil, Cape Verde, Equatorial Guinea, Guinea Bissau, Mozambique, Portugal, San Tome and Principe and East Timor.
