Mrs Mary Rayfield was 100 on
18th March. She was born in
Seal, Kent and moved to
Lowry Hill, Carlisle 39 years
ago. She spent her birthday
celebrating with her daughter
Sue, five grandchildren and
nine great grandchildren at
home. The following day they
all went to The Lane End pub
for a meal.
Other events
included a party organised by
Age Concern and a party
attended by neighbours and
helpers past and present to
thank them for all their help.
She received fifty four cards of
which the one in the picture
was from the Queen.
Mrs Rayfield put her longevity
down to working hard and not
smoking.

From the Chair
Report on the Lowry Hill Residents Association Annual General Meeting
The AGM took place on Monday 3rd of March in the Junior School Hall. Just over 30
people attended including representatives from the City Council and Councillors. All
the current members of the committee were reappointed to their respective roles and
the previous year’s minutes were approved. There is a healthy balance in the
association bank account (£5,137) with the usual amount of income from subscriptions
and advertising in the newsletter. We are again thankful to John Thwaites for his help
in auditing the accounts.
After some wide ranging discussions about areas that could do with improvements on
the estate it was finally agreed that the priority project that the association should focus
on is making something attractive and functional from the wild area behind the
playpark and beyond the school playing field.
A possible plan has been assembled and this is summarised in the current newsletter.
The Junior School is keen to be involved and a group will be established to push this
project forward. If you have any further ideas or suggestions please let us know.
The committee would like to thank retiring reps Ken Rangecroft and Roy
Latimier for all their help.
Councillor Alan Toole
Last month we received an e-mail from councillor Alan Toole informing us
that the County Cwere intending to make the operation of the traffic signals at the
junction of Lowry Hill Road and Kingstown Road full time at the same time as the
resurfacing work which has been undertaken. He said This presents the opportunity to
correct the road markings to align with DFT guidance and our practice throughout the
county. He then went on to say “This matter has been discussed with the Chair and
Vice Chair of the Local Committee and while they have been supportive of part-time
signals, it is felt that we would be placing the County Council at risk of potential claims
and loss of reputation by maintaining an unapproved road marking regime as well as
creating a potential hazard on the highway”.
This should not have a significant effect on traffic delays either on Scotland Road or
leaving Lowry Hill Road as current signal operation works on a demand led
protocol. Vehicles approaching the lights will trigger the signals and at night traffic
flows on Kingstown Road are sufficiently low to minimise the time required for the
signals to change. The work has now been carried out and it all seems to be working
well.

Report form The Police
We have been working closely with Kingmoor School
and the Traffic Wardens over the last few months attending the school at peak times to
patrol the on going parking issues. Tickets have been issued and parking badges have
been checked. We will continue to monitor the area when we can and take positive
action where required.
We have a youth club on a Tuesday night from 1830 to 2030hrs for 11yrs to 15yrs at
the Belah Community Centre. It is run by SPAA and the Police attend. We are looking
for new people to join us we do activities at the centre and just recently we attended
the Eden Rock Club so please encourage your children to come along. It costs 50p.

THE WOMEN’S INSTITUTE
The Women’s Institute (WI) is a National organisation, formed in Great Britain in 1915
to revitalise rural communities and encourage women to become more involved in
producing food during the First World War. It has since expanded to include
educational opportunities of all kinds to all its Members everywhere becoming a Town
as well as a Country organisation some 30 or so years ago, when Lowry Hill WI was
formed.
The idea had started in Canada in 1897, when a countrywoman realised that her lack
of simple medical knowledge had contributed to the death of her child and steps were
taken to enable countrywomen to meet and acquire knowledge to enhance their living
standards. It isn’t affiliated to any religious or political group, but wields a
powerful clout with its National Campaigns (this year’s is aiming to increase human
Organ Donation for transplants) and is now fast expanding in towns and amongst
younger women, who enjoy the opportunity to listen to live and enthusiastic Speakers
and to try out new skills and ideas for themselves.
LOWRY HILL WOMEN’S INSTITUTE meets at 7.30pm on the third Wednesday of
every month in the warm and welcoming Kingmoor Community & Business Centre,
attached to the Junior School in Liddle Close. On May 21 st, Members will be reading
their favourite Poems; on June 18th we’ll have a Seated Aerobics session and July
16th a Jewellery Making demonstration.
We’re also committed to helping with The Kingmoor Crazy Bird & Creature Trail in July
and have several invitations to visit other WIs. This year we are supported by the Belah
Community Forum Grants Fund, ensuring us a high quality of speaker.
New members made welcome. Come and try us as a visitor for £3 per night. Details

Cumbria Trading Standards warns about cold callers
Now that spring is here and summer is on its way, Trading Standards would like to
remind residents that incidences of cold callers going from door to door tend to
increase in the warmer months. The advice is not to deal with cold callers at all
because residents might be charged high prices for work that is not up to standard and
then find it impossible to get redress when things go wrong.
If anyone calls at your door offering to do roofing work, tarmacking and paving,
gardening work and tree felling, or anything else, the advice is to simply say NO and
refuse to engage with them. If the cold caller becomes a nuisance and refuses to
leave, call 08454 040506 to report the matter to Trading Standards. Alternatively call
the police on 101, or in the case of an emergency where there is a risk of injury or
serious damage to property, dial 999.
Residents are also reminded that Trading Standards has its own trusted trader scheme
called Buy With Confidence. Every member of the Buy With Confidence Scheme has
been thoroughly checked and must provide references before they are accepted onto
the scheme.

Dear Residents
The summer term has started with of flurry of activity I wished to
write to keep you up to date with events here at the Junior School.
Our pupils shone in the recent Carlisle & District Music and Drama
Festival. Many pupils took part in solo, duet, and ensemble
classes, with tremendous success. Our choir finished joint 2 nd overall, with our orchestra
winning their class. Needless to say, we were so very proud of all of the pupils who
represented the school with such aplomb.
We continue to compete in a full range of sporting events. We always ensure our
provision caters for those who wish to compete, along with those who wish to take part
in more recreational sporting activities. We have recently been crowned County
Champions in both the U9 Mixed Floor & Vault Competition and the U11 Key Steps
Competition, and our Tag-Rugby team have again qualified for the County Finals taking
place in Cockermouth later this month.
After 25 years of exemplary service as both a classroom teacher and a leader of the
school, it is with sadness that I share the news that Ms. Fawcett, our Deputy
Headteacher will be leaving her post at the end of this academic year. Ms. Fawcett has
had such an influential role in our school over the years, and has helped shape the
future of literally hundreds of pupils and staff. She will leave with our very best wishes.
I am sure that it will not have escaped your attention that the expansion project began
over the Easter break. The work, which will add two classrooms and a new learning
resource area to the Junior School, has been progressing well. At the most recent site
meeting the contractors (Jacobs Stobbarts Ltd) reported that they are still on schedule,
with the aim being to complete the work ready for the new term in September. I will keep
you posted.
Our PFTA continue to work tirelessly to support the pupils in school; a recent bingo night
was very-well attended. From the 23rd – 25th May a team of staff, parents and Governors
will be completing the Coast 2 Coast Cycle Route to raise funds for new library books
for school. A children’s event has been arranged for Saturday 10th May at the VOSA site
where they have been challenged to work as a team to cycle the 145 mile distance. Half
of all the proceeds collected from the events will be given to the
‘Help for Heroes’ Charity.

The building work has finally begun at both Kingmoor schools. On our Nursery and
Infant site we are getting an extension of two brand new classrooms to be built on the
grass area near the field. In addition we are having the main building completely
rewired and a new heating system installed and, at the moment, it is this work that is
causing the most disruption in and around school.
We severely tested the patience of the residents of Hether Drive who had a crane and
several huge wagons passing their homes at hourly intervals on 10 th April while a
Portakabin was being installed on site. That has given us two extra classrooms so we
can move children away from the areas being worked on so thanks to you all for
keeping the road clear.
The internal work is being carried out two classes at a time and Classes 1 and 2 are
currently working in their new surroundings and enjoying their adventure. Each pair of
classes will have around 3 weeks in the Portakabin while the wiring and heating is
upgraded.
We are looking forward to receiving three new classes of Reception children again in
September which means we will have reached our full capacity. With the extra space
we will be able to offer 52 places in our Nursery class plus “wrap-around” childcare for
up to 32 pre-school children meaning that working Parents will be able to access full
day-care from 8 am till 5.45 pm each day, if needed, including Breakfast Club and
After School Club. The expansion also means that we will be advertising four new
employment vacancies for teaching and support staff to start working from
September.
We will continue to support residents by reminding parents to park considerately and
where possible walk their children to school.
SERVICE 508 - LOWRY HILL TO THE LAKES.
There is a new direct Summer Bus Service this year from Kingstown via Carlisle Bus
Station, Penrith, Patterdale, Kirkstone to Windermere and back.
Departs Kingstown (California Road) at 9.19am, gets back at 7.24pm. NB It does not
go round Lowry Hill - catch it on the Kingstown Road.
No changing buses required. Runs at weekends only in term time, every day in the
school holidays, until November 4th 2014.
You can get a good day out in the Lakes without hanging around for buses or paying
high car parking charges.
