CITY OF TELL CITY
COMMON COUNCIL
March 6, 2017, 7:00 p.m.
I. Call to Order – Mayor Jim Adams, Presider. Present: Council Members Gary Morton, Sean
Risse, Chris Cail, Julie Kohnert, Kevin Dauby, Deputy Clerk-Treasurer Sara Belcher and City
Attorney John Werner.

IV. Adoption of Agenda – Mayor Adams made two additions to the agenda: New Business
Item D – IMPA Presentation and New Business Item E – Technology Committee. Council
Member Cail motioned to adopt the agenda, seconded by Council Member Dauby. Motion
carried 5–0.
V. Approval of Minutes – Council Member Kohnert motioned to approve the 2/6/2017 minutes,
seconded by Council Member Risse. Motion carried 5–0.
VI. Comments of Citizens – Kathy Finley, business owner at 739 Main Street, implored the
council to adopt an ordinance limiting animal population in the City. She has had ongoing issues
in her business neighborhood with numerous cats.
VII. Old Business
A. Committee/Ward Reports:
Risse –Ward #3 – Brick by Brick met and has openings on their committee. Committee is
looking at fundraisers. Parks and Recreation is readying fields for spring events. Schergens
Center is being evaluated for improvements/changes.
Morton - Ward #4 – presented a written report prepared by Perry County Development
Corporation listing numerous ongoing projects.
Kohnert – Ward #2 – Plan Commission did not meet in February, but will be meeting in March
to discuss possible new Dollar General Store location. Beautification Committee met to discuss
Main Street planting, which will take place May 5. No Local Emergency Planning Committee
meeting in February. Mayor, Council Member Risse and Council Member Kohnert had a lengthy
meeting concerning the upcoming pool season.
Dauby – Council-at-Large – no report.
Cail – Ward #1 – Brick by Brick Committee met. No Arts or Region 15 meetings.
VIII. New Business:
A. Diesel Wise Agreement (digitally signed) – Mayoral Assistant Janice Hackbarth presented
the document pertaining to the $27,000.00 IDEM grant for a new trash truck. City Attorney
Werner has reviewed the document. Council Member Cail motioned to authorize Mayor Adams
to digitally sign the agreement, seconded by Council Member Morton. Motion carried 5-0.
B. Indiana Region 15 Contract – Labor Standards/North Life Station - Mayoral Assistant
Janice Hackbarth presented the contract, not to exceed $5,000.00, as required by SRF to proceed
with the project. City Attorney Werner has reviewed the document. Council Member Dauby
motioned to approve and authorize Mayor Adams to sign the contract, seconded by Council
Member Kohnert. Motion carried 5-0.
C. Animal Control Ordinance – Mayor Adams noted this agenda item was for open discussion
by council members. Mayor Adams presented the current animal ordinances and the proposed
animal ordinance. A lengthy discussion ensued concerning matters such as definition of “at
large” animal, whether animals in the dog park must be restrained and the number of allowed
animals at a premises. City Attorney Werner will prepare the ordinance for presentation at the
April Council Meeting.
D. IMPA Presentation – Electric Superintendent Dennis Dixon introduced Bryan Brackemyre
of IMPA who showed a short video and provided handouts about IMPA and the services they
provide. Mr. Dixon reported on energy efficiency rebates offered by IMPA. Tell City Water
Department, Waupaca, Webb Wheel and others have benefited from this program. Mr.
Brackemyre presented Mayor Adams with a plaque recognizing Tell City for partnering with
IMPA since 2002. Mr. Dixon and Mayor Adams reported a successful trip to Washington DC
concerning energy issues.
E. Technology Committee – Appointments – Council nominations to this newly formed
committee were opened by Council President Cail. Council Member Risse nominated Mayor
Adams, Police Chief Derrick Lawalin, PSC President Jim Dauby and Electric Department
System Engineer Marc Rust. Council Member Cail nominated Council Member Risse. Council
Member Cail motioned to appoint these individuals to one year terms on the committee,
seconded by Council Member Risse. Motion carried 5-0.
IX. Mayor’s Report – Mayor Adams announced his appointment of Ryan Werner to the Brick
by Brick Committee for a one year term.
X. Adjournment – Council Member Risse motioned the meeting be adjourned, seconded by
Council Member Kohnert. Motion carried 5-0. Meeting adjourned at 8:20 p.m.
