REGULAR MEETING OF McKEAN TOWNSHIP SUPERVISORS
CALL TO ORDER
A regular meeting of the Board of Supervisors was called to order by Chair Janice Dennis on
March 2, 2017 at 7:30 p.m. as previously advertised and took place at the McKean Township Municipal
Bldg.
ROLL CALL
Members present were Janice Dennis, Ronald Bole, and Brian Cooper. The meeting was taped
by the Board, Edinboro News, and Rodger Eck.
CITIZEN COMMENT – AGENDA
None
MINUTES
Ron Bole moved to approve minutes of the February 2, 2017 regular meeting, second by Brian
Cooper and passed by unanimous roll call vote.
TREASURER REPORT
Brian Cooper moved to approve the Treasurer Report subject to audit and payment of bills from
the Treasurer Report of February 28, 2017, second by Ron Bole and passed by unanimous roll call vote.
REPORTS OF BOARDS, COMMISSION, COMMITTEES
Planning Commission minutes of February 16, 2017 were noted.
REPORTS OF OFFICERS
Brian Cooper gave a Roadmaster report for the month of February. Jan Dennis noted that
the township will be applying for Act 13 monies for the Pinetree Road Bridge.
CORRESPONDENCE
PSATS—Jan Dennis appointed to serve on the State Association’s “Township with
Population Greater Than 2,000 but less than 5,000 Committee”.
Armstrong—notification of increase in prices for March
Monahan & Monahan, P.C.—Annual Audit & Financial Report of McKean Township
and McKean Township Sewer Revenue Fund for year ended December 31, 2016

UNFINISHED BUSINESS
It is noted that the bids for diesel fuel were opened and read on this date at 1:00 p.m. as
follows:
Melzer’s Fuel Service, Erie, PA
17,000 gallons low sulfur off-road Grade #2D diesel fuel delivered to township pumps at a net
bid price of $1.8350 per gallon. It was noted that the non-collusion affidavit was completed.
Reed Oil Co., New Castle, PA
17,000 gallons low sulfur off-road Grade #2 diesel fuel delivered to township pumps at a net bid
price of $1.7750 per gallon. It was noted that the non-collusion affidavit was completed.
Ron Bole moved to award the bid to Reed Oil Co. for diesel fuel at a cost of $1.7750 per gallon,
second by Brian Cooper and passed by unanimous roll call vote.
NEW BUSINESS
Jan Dennis moved that the Secretary and Clerk are authorized to attend the ECAMA
Dinner Meeting, second by Brian Cooper and passed by unanimous roll call vote.
Jan Dennis moved that McKean Township accepts the Request for Planning Waiver &
Non-Building Declaration for the Rosemarie & James Hutchison Subdivision as a non-building
lot, second by Ron Bole and passed by unanimous roll call vote.
Ron Bole moved that McKean Township has reviewed the Sewage Facilities Planning
Module for the Rosemarie & James Hutchison Subdivision and found it to be acceptable,
however, approval does not constitute individual onlot system permit approval, second by Brian
Cooper and passed by unanimous roll call vote.
Brian Cooper moved that letters be sent to legislators opposing the $25.00 per-capita fee
proposal on local municipalities for State Police protection, second by Ron Bole and passed by
unanimous roll call vote.
Jan Dennis moved to enact the following resolution:
RESOLUTION NO. 1425
BE IT RESOLVED, and is hereby resolved and enacted by the Board of Supervisors of McKean
Township, Erie County, Commonwealth of Pennsylvania, that the Northwest Savings Bank be named as
depository McKean Township General Fund and Proprietary Funds, and
BE IT FURTHER RESOLVED that the signatures of at least two Supervisors, Janice Dennis,
Brian Cooper, and Ronald Bole and the Treasurer, Tenderrlee Little, be required on all checks or warrants
issued by the McKean Township.

Motion was second by Brian Cooper. Discussion followed and Donald Klos suggested possibly
checking into have Key Bank as depository for McKean Township. Brian stated that the Treasurer has done
extensive research and found that Northwest Saving Banks had no bank charges and has better interest than
the PNC Bank. Motion passed by unanimous roll call vote.
PUBLIC PARTICIPATION
Barbara Craig, East Stancliff Road
Ms. Craig directed that Jan Dennis provide an immediate response to the Monahan &
Monahan letter and further requested a current resume from Ron Bole. Ron answered that under
advice of the township’s attorney, he would not be able to honor the request.
Hubert Taylor, Schaeffer Road
Mr. Taylor asked if all the bids were opened at 1:00 p.m.
Joseph Szymanowski, McKean
It was noted that the Board would not be answering any questions from any of the
auditors, but public comment could be made. This is due to the fact of litigation with the
auditors. Questions could be put in writing, submitted to the Board, and the appropriate party
would provide answers.
Jan Dennis also answered that there would be no response to Monahan & Monahan’s
letter as previously asked by Ms. Craig.
Ernest Sell—Raccoon Refuse
Mr. Sell noted that his company would recycle and provide refuse service to McKean
Township residents. The cost for refuse pick up for township residents would be approximately
$85 every three months. To have a recycle truck, the cost would be a little higher.
Hubert Taylor, Schaeffer Road
Mr. Taylor thanked Brian Cooper for the speed limit signs recently erected on his road.
