Background
The strategic relevance of this project
Question 1 │ Why this project?
The Lathlain Precinct Redevelopment Project is identified by Council in its Strategic Community Plan as
a priority project. The Lathlain Community Building project is one of the seven project zones identified
as being a part of the Lathlain Precinct Redevelopment Project.
Question 2 │ How does this project fit within the vision and mission of the Town?
The Lathlain Community Building is an example of how the Town intends to achieve its Vision: “Victoria
Park │ Vibrant Lifestyle”. The central premise of this project is to deliver one multifunctional building to
be immediately occupied by community groups/services, to help make Lathlain a more focal and
vibrant place.
The project has also been influenced by the four key components of the Town’s Mission:




Creativity…that we will embrace and live
Attractiveness…of the Town to people and businesses
Friendliness…through welcoming and listening
Environmental…sustainability that is reflected in the way we make decisions.
Question 3 │ Why was the old Building on Lot 59 demolished?
The old building was originally built as a Child Health Centre. It was small and cramped and didn’t allow
the community groups utilizing it to grow to service the broader community.
Lathlain Carlisle Playgroup (Playgroup) and the Carlisle Victoria Park Toy Library were relocated into
temporary facilities to enable the demolition of the old building to make way for a new ‘fit for purpose’
building.

Question 5 │ Why is the Lathlain Community Building now on Lot 60 Lathlain Place?
The Lathlain Precinct Redevelopment Project Team supported the development of the Community
Facility at Lot 60 Lathlain Place instead of Lot 59 Lathlain Place in April 2014. The original concept plans
were developed for Lot 59 Lathlain Place and replicated the curvature of the corner streetscape.
The benefits of the change to Lot 60 are:
 Improved floor space for all user groups
 A communal break out/foyer style space
 Centrally located amenities to all spaces
 Direct frontage to Lathlain Place and a centrally located entrance
 Improved proximity to parking
Question 6 │ Who is going to occupy the building?
The central premise of this project is to deliver a built for purpose community facility to the groups who
formerly occupied the old infant health building on Lot 59 Lathlain Place, and to relocate the Child
Health Clinic from the corner of Oats and Tuckett Street in Carlisle.
The building will be immediately occupied by the following community groups and services




Carlisle Victoria Park Toy Library
Child and Adolescent Health
Question 7 │ Will it affect the Scouts building?
No, however the new building affords potential for shared outdoor space to the rear of Lot 60 with
Scouts able to continue utilizing the rear space outside the operational hours of the primary users of
the
Question 8 │ When will the new building be complete?
The new community building is anticipated to be occupied and operating by the end of 2015. This
timeframe may change depending on the various processes required throughout the construction
process.
